•The Norwegian export regulations defines Controlled Technology transfers similar to the Wassenaar Arrangement (military list):
Technology Specific Information necessary for the “development, production, maintenance or use of a product “
•In addition to the WA, Norway does also refer to other membership in multilateral export control regimes:
–Zangger committee (ZAC)
–Nuclear Suppliers Group (NSG)
–Australia group (AG
–Regime for export control of missile technology(MTCR)

Why ToT?- From the acquiring nation/industry
• To build or sustain a high-tech competence within the nation/industry
• To create work for domestic industry
• To assure “Security of Supply” from domestic industry
• Contributes to interoperability (within NATO)
• Promote cost savings by work sharing
• Defense spending used to build a stronger national industry base
• Spin-off from defense technology to civilian applications

• To secure a strong link to the customer and their domestic industry
• Contributes to interoperability (within NATO)
• Promote cost savings by work sharing in a market with reorganization and decreasing budgets

Transfer of Technology Case: M72 LAW
• US origin technology transferred to Norway/Nammo in the 60’ies
• License production of M72 LAW in Norway
• Any export of M72 LAW (product and technology) from Nammo needs approval by US and Norwegian authorities
• Nammo has used generic not controlled know-how based on the M72-experience for automotive application with great success (material technology in aluminum)

Transfer of Technology Case: Medium Caliber Ammunition to Polen
• ToT to Polish partner (Bumar Group)
• ToT control technical data package for final assembly of products based on components partly delivered by Nammo and partly produced by Polish industry
• Customer is Polish Defense Forces.
• Export customers have to be approved by Polish and Norwegian authorities
• Polish Defense and industry has acquired state of the art ammunition compatible with NATO weapon systems (interoperability)

Final comments
• The Norwegian authorities will only grant export licenses for ToT if the receiving country complies with Norwegian export policies regarding re-export to third countries
• Regulation of ToT should in principle be based on the same set of rules as for export of controlled products– Ref. Norwegian export regulations
• The ToT should be based on applicability and acceptability
• Control of Technical Data is essential to guarantee that the control of military hardware exports is not circumvented
• All export of Nammo products and technology require export license from our national authorities
