ELECTION OF MEMBERS OF THE CONCILIATION AND GOOD OFFICES COMMISSION RESPONSIBLE FOR SEEKING THE
SETTLEMENT OF ANY DISPUTES WHICH MAY ARISE BETWEEN STATES PARTIES TO THE CONVENTION
AGAINST DISCRIMINATION IN EDUCATION
SUMMARY
In accordance with Article 3, paragraph 2, of the Protocol instituting the above Commission, the Executive Board transmits to the General Conference a list in alphabetical order of the persons nominated by the States Parties to the said Protocol for the purpose of filling the vacant seats on the Commission (see Annex I>.
The list is contained in Annex II to this document. Annex III reproduces curricula vitae provided by the States Parties for the persons nominated. The list of States Parties to the Protocol as at 14 October 1991 is given in Annex IV.
Annex V contains the Executive Board's decision (137 EX/Decision 5.4.1)
Decision required: paragraph 13.
1. At its twelfth session on 10 December 1962, the General Conference adopted a Protocol instituting a Conciliation and Good Offices Commission to be responsible for seeking the settlement of any disputes which may arise between States Parties to the Convention against Discrimination in Education.

2. Article 1 of this Protocol established, under the auspices of Unesco, a Conciliation and Good Offices Commission, to be responsible for seeking the amicable settlement of disputes, between States Parties to the Convention, concerning the application or interpretation of the Convention.
3. The Protocol having entered into force on 24 October 1968, the General Conference at its sixteenth session, under Article 2 of the Protocol, elected the 11 members of the Commission on 6 November 1970.
4. The term of office of the following four members of the Commission having expired, the General Conference at its twenty-sixth session will be required to fill the corresponding four vacant seats:

5. A list of members of the Commission, with an indication of the dates of their election or re-election, appears in Annex I.
6. Under Article 2 of the Protocol, the members of the Commission must be persons of high moral standing and acknowledged impartiality. They serve in their personal capacity. In the election of members of the Commission, the General Conference shall endeavour to include persons of recognized competence in the field of education and persons having judicial experience, or legal experience, particularly of an international character. It shall also give consideration to equitable geographical distribution of membership and to the representation of the different forms of civilization as well as of the principal legal systems.
7. Article 4, paragraph 1, of the Protocol provides that the Commission may not include more than one national of the same State.
8. Article 3, paragraph 1, of the Protocol provides that the members of the Commission shall be elected from a list of persons nominated for the purpose by the States Parties to the Protocol, after consultation with their National Commissions for Unesco. Each State Party may nominate not more than four persons, who must be nationals of States Parties to the Protocol.
9. In pursuance of paragraph 2 of the same Article, the Director-General invited the States Parties to the Protocol to submit nominations and communicated to the Executive Board the names of the persons thus nominated, listed in alphabetical order. document.

10. Annex III contains curricula vitae provided by the States Parties to the Protocol for the persons nominated by them.
11. The list of States Parties to the Protocol as at 29 July 1991 is reproduced in Annex IV.
12. At the date of the preparation of the present document three countries had presented candidates for the four seats which will become vacant.
13. In view of the fact that since the entry into force of the Protocol 23 years ago the Commission has not been called upon to settle any disputes between States Parties to the Convention against Discrimination in Education, and given that the Commission therefore does not meet, the Executive Board, while transmitting to the General Conference the list of persons nominated for

membership of the Commission, also decided to recommend to the General Conference not to organize any other election after the present one, until it becomes necessary to fill a seat which falls vacant as a result of death or resignation. The Executive Board's decision is reproduced in Annex V.

Transmits this list to the General Conference;
Considering that since the Protocol came into force 23 years ago, the Commission has not had to settle any dispute whatsoever between States Parties to the Convention against Discrimination in Education and that, as a result, the Commission does not sit,
Recommends to the General Conference not to organize any other election after the present one until it becomes necessary to fill a seat which falls vacant as the result of death or resignation.
