“NOT THE FIRST UNDP-GEF WETLANDS PROJECT”

UNDP-GEF- Government of China Project “Wetland Biodiversity Conservation and Sustainable Use in China” (2009)

 Objective:  To establish wetland biodiversity conservation as a routine consideration in national, provincial and local government decision making and action (ca. US$15 Million)

Weaknesses:

• Geographically very dispersed;• Ecosystem point of view very diverse (tidal mudflats, high elevation peat bogs, open wetlands);• Some of these systems (e.g. Ruoergai peat bogs) are extremely complex from an anthropological, social and 

economic point of view• Credibility loss as a result of its suspension in 2002• Absence of a well developed M&E system

Despite these Shortcomings:

• Impressive information/data bases were set up;• Monitoring systems improved or put in place• Information made available at all levels;• Mechanism of policy dialogue and cooperation enhanced;• Staff at all levels were given specialised training or for study tours, national and international.

Goal: Catalyze the sustainability of the National Protected Area System for Conservation of Globally Significant Wetland Biodiversity 

“Long-term solution” to safeguard wetland biodiversity: to build a stronger PA system that has a far more robust governance framework to deliver improved conservation across the country.

Barriers

1:  Weak systemic and institutional capacity for effective PA management at the national, provincial and local levels.

2: Disconnect between PA planning and management and national development and sectoral planning plus low financial security

3: Insufficient availability and accessibility of information and data and insufficient awareness

Detailed analysis report on systemic (legal/policy) and institutional capacity at the national and provincial (Xinjiang, Hainan, Heilongjiang, Inner Mongolia) for managing sub-system of wetland PAs

Activity 2: Situation Analysis on National Development and Sector Planning Process: 

A comprehensive analysis report provisionally titled “Anatomy of the National and Provincial Development and Sector Planning Process and Opportunities for Mainstreaming.”

Activity 3: Profiling of wetland PA sub-system and identification of priorities for consolidation

Report provisionally entitled “Wetland PA Sub-System in China and Strategy for Consolidation.”

 Activity 4: Wetland Biodiversity Health Index Development  

Develop the wetland Biodiversity Health Index (BHI) and apply it to the programme demonstration sites under the four projects, establishing the baseline and targets for the projects.

 Activity 5: Assessment of PA information and data management system  

Assessment report on PA and wetland information and data management system.  

Activity 6: Knowledge Attitudes and Practices (KAP) Survey, community participation and gender assessment
