Definition and Objectives of a Multi-Donor Trust Fund
Definition:A UNDG MDTF is a multi-agency funding mechanism which is designed to receive contributions from more than one donor that are held in trust by the appointed Administrative Agent.
Objective: MDTFs aim to provide more flexible, coordinated and predictable funding to support the achievement of nationally owned and determined priorities.
UNDG Guidance Note on EstablishingMulti-Donor Trust Funds
This Guidance has been approved by the UNDG on an interim basis given the urgency to provide guidance to UN Country Teams and bring about increased standardization in establishing MDTFs. Revised Guidance will be issued later in 2010 that will take account of further comments received by the UNDG on this document and to expand the guidance to issues related to the management and closure of MDTFs. UN Country Teams are advised to consult the Development Operations Coordination Office and/or their agency colleagues at headquarters level for any clarifications and support in the use of this Guidance, including providing any suggestions for enhancing its relevance and user-friendliness.

Core functions as per 2008 UNDG AA protocol 1. Receiving donor contributions on behalf of
Participating UN Organizations (PUNO);2. Administer such funds received, in accordance with
the relevant MOU 3. Disbursing funds to PUNOs as instructed by Steering
Committee;4. Consolidating reports from PUNOs for submission to
donors;5. Provide final reporting, including notification of
operational completion6. Disburse funds to any PUNO for direct costs
