    The majority who do not go to college aretoo young to enter the labor force. Thus,they would either be unemployed or bevulnerable to exploitative labor practices.

    Those who may be interested to set upbusinesses cannot legally enter intocontracts.

    The few, (only 23%) who would proceed totertiary education, usually have to undergoremedial and high school level classes in

    colleges and universities. Those who graduate (17%) may not be

    recognized as professionals abroad.

    The Washington Accord prescribes 12 yearsof basic education as an entry to recognitionof engineering professionals.

    The Bologna Accord requires 12 years ofeducation for university admission andpractice of profession in European countries.

    We need to add two years to our basiceducation. Those who can afford pay up tofourteen years of schooling before university.

    Thus, their children are getting into the bestuniversities and the best jobs aftergraduation. I want at least 12 years for ourpublic school children to give them an evenchance at succeeding.

    Premises Filipino learners, in order to be globally

    competitive, need to develop 21stcenturycore skills( digital age literacy, inventivethinking, effective communication, and high

    productivity) and be functionally literate.Aside from the development of 21stcentury

    core skills, the extended high school programshould be packaged for the preparation ofstudents for career and higher education.
