    Webster University is a private, non-profit, independent,multicampus, international institution offering a wide varietyof undergraduate and graduate degree programs. Foundedin 1915, Webster University’s home campus is in WebsterGroves, Missouri, USA, a major suburban center of the St. Louismetropolitan area. Webster University also offers programsat extended campus locations throughout the United States,including military education installations and metropolitan centers,international programs in Europe, Africa, and Asia, and onlinedistance learning programs in a large number of academicdisciplines.

    Governance

    Webster University accepts in principle that the governance of theUniversity is a shared responsibility of administration, faculty, andstudents. Administrators provide executive continuity; faculty andstudents participate in governance mainly through the constituentassemblies and the work of committees. The latter provide forconstructive interactions among administrators, faculty, andstudents.

    Organizationally, the Board of Trustees oversees all activitiesof the University. Leadership is headed by the Chancellor, whois responsible for determining the overall strategic direction andpriorities for the University. The President is Webster University'schief academic officer.     Services for StudentsAcademic AdvisingThe Academic Advising Center coordinates the advisingsystem throughout the Webster University network: graduateand undergraduate, on-ground and online, and faculty and staff.This office provides students, faculty and staff with informationand tools to understand academic programs and policies thathelp students fully realize their academic and professionalgoals. Undergraduate students will be assigned either a facultyadvisor or advisor from the Advising Center, who will assist themthroughout their undergraduate journey, from the point of entrythrough graduation.

    Academic Resource Center (ARC)The Academic Resource Center provides academic resources,support, advocacy, and access through relationships thatempower students across the worldwide Webster Universitycommunity. The ARC helps students succeed at Webster in anumber of ways, including the following:

    Academic Counseling is available to all students, undergraduateand graduate, throughout Webster's global system and supportsstudent success. Academic Counseling conversations oftenfocus on accessing University resources, goal setting, learningstyles, motivation, note taking, self-advocacy, stress-relief andmanagement, study skills, test taking, time management andmore. Academic Counseling also includes work with studentson Academic Probation, with low or failing grades, with grades ofIncomplete, etc.; work with transfer students and students withdisability accommodations; and work with conditionally admittedstudents, including an extensive program for students meetingthe criteria for inclusion in the Transitions program. AcademicCounseling is one-on-one support that provides the assistancestudents need when they need it.

    Assistive Technology is available for students who needadditional support. While many forms of assistive technologyare available only to students with applicable disabilityaccommodations, some technology and software is availableto all students. Kurzweil 3000, a program that assists studentswith reading and writing, is an example of free software that isavailable to all students, undergraduate and graduate, throughoutWebster's global system.

    Disability Accommodations are available through the ARC,and Webster University considers admission, financial aid,program, and activity applications without regard to disability.The Academic Resource Center's Academic ADA Coordinatorhelps St. Louis and online students with documented physical,psychological, medical, and/or learning disabilities obtain theaccommodations they need to have equal access to informationand equal opportunity for program success. At extended sitesand international campuses, the site director or a staff designeeassists students with disability accommodations. Please seethe section titled Services for Students with Disabilities for moreinformation about disability accommodations.

    The ARC's Testing Center proctors rescheduled tests with aninstructor's approval, accommodated tests, MBA prerequisitewaiver exams, language placement exams, and various otherexams. Appointments should be made at least 24 hours inadvance of the requested testing time.

    The Tutoring Program provides a pool of capable tutors who areavailable to work one-on-one or in small groups with students tohelp them achieve greater confidence, independence and successas learners. Individual peer tutoring is available by appointmentfor both short-term "catch-up" work and ongoing support. Onlinetutoring services are available to students worldwide. To accessthese services, log in to WorldClassRoom (Canvas) and openany course shell. In the course, click on NetTutor in the left-hand course menu. Then, select the subject or group area mostappropriate. For questions or further assistance, click on the Helpicon in WorldClassRoom and select the Peer Tutoring RequestForm.

    The Writing Center provides a friendly, welcoming placewhere writers receive one-on-one coaching in order to becomeindependent writers and demystify the writing process. Trainedcoaches help students through the process of writing a paper.Information about how to schedule appointments as well as aboutonline resources and helpful writing tips may be found on the ARCwebsite (www.webster.edu/arc). The Online Writing Center drawson a group of writing experts to offer writing coaching to studentsunable to meet face-to-face.     Office of the RegistrarThe Office of the Registrar submits loan deferments to lenders;certifies degree audits; sends letters of good standing; doesenrollment verifications, degree verifications and transfer credit

    evaluations; processes transcript requests; works with GoArmyEd;registers students; and processes adds, drops and withdrawals.

    Webster University maintains permanent student records andtranscripts that show all course activity throughout the tenureof each student, to include completed degrees and certificates.Records will show recorded grades as well as incomplete orwithdrawn classes. In addition, the GPA is also included on thetranscript. The University stores student records electronically.Student permanent files are also imaged and stored electronically.Student records are released to third parties only by writtenconsent from the student or per a court-ordered subpoena. Suchrequests must carry the student’s signature.

    Access to student records is limited to authorized users of thestudent information system. Users must have been granteda username and password to access the system. Users aretrained in student confidentially and privacy laws such as theFamily Educational Rights and Privacy Act (FERPA).     Intercollegiate Athletics ProgramThe Webster University award-winning intercollegiate athleticsprogram is a competitive NCAA Division III program that sponsorsthe following varsity-level sports: women's cross country, indoorand outdoor track and field, soccer, volleyball, basketball, tennis,and softball; and men's cross country, indoor and outdoor trackand field, soccer, basketball, baseball, tennis, and golf. Theseteams compete as a member of the St. Louis IntercollegiateAthletic Conference (SLIAC) with the opportunity to compete forNCAA Division III championships.

    Webster University's WorldClassRoom offers courses andprograms that students can participate in any time of day or night,from anywhere they have a computer with Internet access, suchas work, home, the library, or while traveling.

    Online students will be taught under the same rigorous academicstandards as our traditional classroom programs, yet, everythingneeded to earn a degree or just take a course is online andaccessible 24 hours a day, 7 days a week during the regularacademic term.     WebNet+ is a new online video offering at Webster University,which is available for a limited selection of courses and programs.WebNet+, Webster's Networked course delivery method connectsstudents and faculty in real time to learn, engage and collaborate.This allows Webster students from any location to enroll in oneof the selected courses and participate virtually in discussionsand activities.     Online LicensureMissouri participates in SARA which creates a system ofreciprocity for the oversight of distance education. The followingstudent complaint process is in effect with this system.

    • Students with a complaint must first attempt to resolve theissue at the school by completing the school's complaintprocess. Exhaustion of all informal and formal institutionalprocesses, including both campus processes and anyapplicable system processes, is a prerequisite to filing anyformal complaint with the Missouri Department of HigherEducation & Workforce Development. (MDHEWD)

    • If dissatisfied with the resolution of the grievance, the studentmay contact the department by calling (573) 751-2361 andselecting option 2.

    • The student will be directed to submit the complaint inwriting, using a complaint form provided by the MDHEWD.It may be mailed or faxed to the department and mustinclude supporting documentation. If there is no indicationinstitutional remedies have been exhausted, the complaintwill be returned for that purpose. Complaints that fall withinthe jurisdiction of the department will be investigated andresolved as appropriate by the relevant unit of the MDHEWD.All parties to the complaint will be notified of its resolution bymail.

    Webster University is a private institution approved to operate bythe California Bureau for Private Postsecondary Education, withcampuses at Irvine and Los Angeles Air Force Base. Approvalto operate means the institution is compliant with the minimumstandards contained in the California Private PostsecondaryEducation Act of 2009 (as amended) and Division 7.5 of Title 5 ofthe California Code of Regulations. All programs offered at thesecampuses are instructed in English.

    "Notice of Student Rights" in California—You have the rightto cancel your agreement for a program of instruction, withoutany penalty or obligations, through attendance at the first classsession or the seventh calendar day after enrollment, whicheveris later, as described in the Notice of Cancellation form that willbe given to you. After the end of the cancelation period, you alsohave the right to receive a pro rata refund if you have completed60 percent or less of the scheduled days in the current programperiod in your program through the last day of attendance.Read the Notice of Cancellation form for any explanation of yourcancellation rights and responsibilities. If you have lost yourNotice of Cancellation form, ask the school for a sample copy.After the end of the cancellation period, you also have the rightto stop school at any time, and you have the right to receive arefund for the part of the course not taken. Your refund rights aredescribed in the contract. If you have lost your contract, ask theschool for a description of the refund policy. If the school closesbefore you graduate, you may be entitled to a refund.

    The State of California established the Student Tuition RecoveryFund (STRF) to relieve or mitigate economic loss suffered by astudent in an educational program at a qualifying institution, whois or was a California resident while enrolled, or was enrolledin a residency program, if the student enrolled in the institution,prepaid tuition, and suffered an economic loss. Unless relievedof the obligation to do so, you must pay the state-imposedassessment for the STRF, or it must be paid on your behalf, ifyou are a student in an educational program, who is a Californiaresident, or are enrolled in a residency program, and prepay all orpart of your tuition.

    You are not eligible for protection from the STRF and you are notrequired to pay the STRF assessment if you are not a Californiaresident or are not enrolled in a residency program.

    It is important that you keep copies of your enrollment agreement,financial aid documents, receipts, or any other information thatdocument the amount paid to the school.     To be eligible for STRF, you must be a California resident or areenrolled in a residency program, prepaid tuition, paid or deemedto have paid the STRF assessment, and suffered an economicloss as a result of any of the following:

    1. The institution, a location of the institution, or aneducational program offered by the institution was closedor discontinued, and you did not choose to participate in ateach-out plan approved by the Bureau or did not completea chosen teach-out plan approved by the Bureau.

    2. You were enrolled at an institution or a location of theinstitution within the 120 day period before the closure ofthe institution or location of the institution, or were enrolledin an educational program within the 120 day period beforethe program was discontinued.

    3. You were enrolled at an institution or a location of theinstitution more than 120 days before the closure of theinstitution or location of the institution, in an educationalprogram offered by the institution as to which the Bureaudetermined there was a significant decline in the quality orvalue of the program more than 120 days before closure.

    4. The institution has been ordered to pay a refund by theBureau but has failed to do so.

    5. The institution has failed to pay or reimburse loan proceedsunder a federal student loan program as required by law,or has failed to pay or reimburse proceeds received by theinstitution in excess of tuition and other costs.

    6. You have been awarded restitution, a refund, or othermonetary award by an arbitrator or court, based on aviolation of this chapter by an institution or representativeof an institution, but have been unable to collect the awardfrom the institution.

    7. You sought legal counsel that resulted in the cancellation ofone or more of your student loans and have an invoice forservices rendered and evidence of the cancellation of thestudent loan or loans.

    To qualify for STRF reimbursement, the application must bereceived within four (4) years from the date of the action or eventthat made the student eligible for recovery from STRF.

    A student whose loan is revived by a loan holder or debt collectorafter a period of non-collection may, at any time, file a writtenapplication for recovery from STRF for the debt that would haveotherwise been eligible for recovery. If it has been more than four(4) years since the action or event that made the student eligible,the student must have filed a written application for recoverywithin the original four (4) year period, unless the period has beenextended by another act of law.

    However, no claim can be paid to any student without a socialsecurity number or taxpayer identification number.

    NOTICE CONCERNING TRANSFERABILITY OF CREDITS ANDCREDENTIALS EARNED AT OUR INSTITUTION

    The transferability of credits you earn at Webster University isat the complete discretion of an institution to which you mayseek to transfer. Acceptance of the degree you earn in the BA inmanagement is also at the complete discretion of the institution towhich you may seek to transfer.
