Voters tackle Pot, Taxes, the Budget and lots of fees in 2010 Propositions

Coming into the November election, there are aplethora of propositions that are only identied bytheir respective number. We've decided to giveyou a digest of the propositions so there are nosurprises at the polls:

Proposition 19 - Marijuana LegalizationInitiative

This is the hot button issue of the midterms as faras initiatives go. Prop 19 aims to do to pot whatthe 21st amendment did to alcohol. If passed, thelaw would give local governments the jurisdictionto tax marijuana sales which, under Board ofEqualization estimates, could be around $1.3billion. The selling point that proponents have isthat the proposition will provide those funds.However, opponents have assert that the taxationand legalization of marijuana will at line prices(and tax revenue) as supply will exceed demand.From a non-economic view, many nd theproposition to be bad for public health and possesserious risks in recreational use.

Proposition 20 - Congressional RedistrictingInitiative

After Californians took some redistricting poweraway from the state legislature and formed the14-person California Citizens RedistrictingCommission (the Commission currently has thepower to redistrict State Legislative Districts only)there is a new initiative to give the Commissionfull power over Congressional redistricting aswell. The measure is being countered with Prop27 (Financial Accountability in Redistricting Act)which would return all redistricting power to thestate legislature.

Proposition 21 - Funding for State ParksInitiative

The proposition, if passed, would add an $18annual vehicle license surcharge to help fundState parks and wildlife programs. The initiativealso grants free admission into the state parks forvehicles that have paid the surcharge. There areminimal opponents to the proposition.

Proposition 22 - Local Taxpayer, Public Safetyand Transportation Protection Act

This proposition, if passed, would prohibit thestate from borrowing funds from local governmentproperty and gas taxes, transit andredevelopment funding and other revenueguaranteed to the local governments.

Proponents see this as a way to curb thepossibility of the next governor appropriatingfunds for the general fund from localgovernments.

Proposition 23 - Suspension of AB 32/ Cal JobsInitiative

If passed, this initiative would suspend the greenhouse gas emission law (AB 32) until unemployment

drops to 5.5 percent.

Proponents claim that the bill will provide for more jobsin industries that are required to curtail their emissionsdue to AB 32.

Opponents claim that the oil companies are goingafter California from stepping outside of the Americannorm and putting heavier restrictions on emissions inorder to increase sales on gasoline.

Proposition 24 - Repeal Corporate Tax LoopholesAct

If passed, Proposition 24 would stop tax breaks forcorporations that are scheduled for 2010 and 2012.These breaks were approved in budget negotiationsby Governor Schwarzenegger.

Proponents, such as the California Teacher ʼ sAssociation claim that this levels the playing eld onfair tax formulas for corporations.

Opponents contend that the tax incentives wouldprovide for a growth in California ʼ s economy byproviding business the opportunity to operate withouthaving to pay higher taxes than in other states.

Proposition 25 - Passing the Budget on Time Act

If passed, the proposition would change therequirement for passage from 2/3 of the Legislature to1/2. The proposition also puts forth a provision thatwould forfeit Legislator pay when a budget is notpassed on time.

Proponents say that this would expedite the budgetmaking process by incentivizing passage due to paycuts. Also, it is a lower amount of votes necessary topass.

Opponents to the proposition only oppose the votecount which could easily be used towards raisingtaxes without needing a greater number of votes.

Proposition 26 - Hidden Taxes Initiatives Act

If passed, the proposition would take “fees” andrename them to “taxes.” Along with that, new fees (or

taxes) would require a 2/3 vote for local and staterevenue increases.

Proponents say that it will stop hidden taxes on foodand gas in order to raise revenues without needing a2/3 vote in the legislature.

Opponents claim that big industries such as oil,tobacco and alcohol want you to pay for their mistakesby passing Prop 26.

Proposition 27 - Financial Accountability inRedistricting Act

If passed, this proposition would remove allredistricting power from the 14-person CaliforniaCitizens Redistricting Commision. This is being usedas a counter to Proposition 20.

IF PROPOSITION 20 & 27 ARE PASSED, THE PROPOSITION WITH THE MOST VOTES GOES INTO EFFECT.

Proponents claim that elected ofcials have theauthority and duty to redraw district lines in the statelegislature, Board of Equalization and Congressionaldistricts.

Opponents contend that the power grab of thelegislature is to ensure a continuation of partisanredistricting.

Carly Fiorina: How the Fireball is staging a comeback While the SF Chronicle endorsement debaclehas political commentators scratching theirheads, it’s a good thing for Carly Fiorina as theChronicle said that she’s able to do the job, butdoesn’t have the right political ideology. Forright-leaning independents that’s a good thing.

After years of Barbara Boxer, Californians arelooking for someone to get SOMETHING done.

Fiorina has scooped up the endorsement of theSan Diego Union-Tribune, BakerseldCalifornian, Fresno Bee, and LA Daily News.

While Fiorina is gaining in the polls, the glovesare coming off. Boxer’s committee is alreadypainting the ugly picture of Fiorina’s jobs planwhile at HP but the US Chamber and Fiorinaare ghting back with targeted ads at Fresno,San Diego and LA with location-specic issues.

As far as the polls are indicating, Fiorina iswinning the ad war.

The Final Gubernatorial Debate brought everything but a denite winner

In our rst edition of Undecided 2010 Magazine,the cover story was “The Fight For California”regarding the Fresno debate. Of course, it wasn’t. Itwas more of a safety net for Meg Whitman, but itbrought her back to normalcy. But Jerry Brown’srising star of comparatively “clean politics”fell after a staffer (unidentied) calledWhitman a ‘whore’ on a private phoneconversation.

Last night’s debate demonstrated that theGubernatorial race really is a ght forCalifornia. Yesterday, we told you what thecandidates should do during the debate, andthus we’re going to tell you what went well andwhat didn’t go so well for the candidates.

Jerry Brown’s Substance

The Good:

Brown’s heavily emphasized his experience as thepast governor. Meg failed to call him GovernorMoonbeam (a sting to the Brown legacy). He also

stressed his police background as the AG (highestlaw enforcement ofcial in the State) as a way tocrack down crime.

Brown also pushed his devolved governancestyle that many conservative-leaning

independents like to hear. It shows thathe’s willing to play ball with theRepublicans by decentralizing the Stateof California’s power (whether it is

ACTUALLY a part of the agenda).

THE BAD

Brown proposed that, along with bringing a budgettwo weeks after election day, he would allowspecial interests to harp their concerns about thebudget. To Californians who were slightly intriguedby Meg’s rhetoric of Jerry catering to SEIU and theTeacher’s Union, their concerns of Brown allowingthe Purple Shirts to make deals might be raisedsignicantly.

In the ABSOLUTELY dumbestway possible, Brown says “screwthe apology” and rips PeteWilson (for jealousy more thananything).

Also, he dropped the W-bomb.Big mistake when people arealready wondering if Whoregatecould be decisive with femalevoters.

Jerry Brown’s Tidbits

First question: Did he prep forthis debate? He seemedperilously unorganized andunprepared for some of theissues. One of the biggestproblems with Brown his isspeaking, he has failed to ridhimself of the “ums” and it makeshim look terrible next to acandidate who has near perfectand clean expression. That was amajor part of success (and oursecond style issue) and he didn’tdo well there. In fact, it made himlook old and clumsy.

Brown also blatantly used theword “whore” in one of hisanswers. While there is somecontext to the usage, it shouldn’tbe used, period. There goes therst style issue for Jerry Brown’sside of last night’s debate.

His last major blunder involvedthe Police Chiefs. It must betough for Jerry Dyer to be in theback pocket of Jerry Brown.Brown said that he had “thepolice chiefs in [his] backpocket.” Meg slapped him upsidethe head.

Meg Whitman’s Substance

Meg was on the offensivepushing Jerry into a hole onpensions, education (and thehard-nosed Teacher’s Union). Shereally brought some key points

up that were very very importantto Californians.

She pivoted like none other, andwith style. When she didn’taccept the premise of thequestion, she moved around to avery closely related issue. For theNicky Diaz issue, she movedtowards immigration reform (andE-Verication) as a method ofanswering a question aboutillegal immigrant detection.

Meg made Jerry look like an idiot.When Brown said that his biggestcut to the budget would be onthe Governor’s budget, Megslammed him by saying that the$18 million Governor’s budget

didn’t even account for .01% ofthe $10 billion decit.

Lastly, her composure throughoutthe debate was phenomenal, Shewasn’t stiff, and was composedas a respectful leader would be(that was demonstrated at herabhorrence of Brown’s whoreremarks).

Meg Whitman’s Tidbits

First, she didn’t use stupidrhetoric. No “blood relatives andpaid staffers” in this debate,which shows originality ofanswers and a thought process.However, her stump speech wasa crutch for three separate pivots.It wasn’t bad, but noticeable forpeople who’ve heard her stumpspeech a few times.

Like her substance, her stylereected leadership ability. A polished candidate compared toa sloppy one is a guideline forCalifornians to realize who’sready for ofce.

California 19th: Les Marsden, Write-in Candidate

After falling to Lorraine Goodwin in theDemocratic Primary for the 19th Congressional District, former Actor Les Marsden has come

back to make a statement.

It was a tough loss for Democrat LesMarsden on June 8. But over thecoming months, he refused to takethe loss. The Democratic Nominee,Dr. Lorraine Goodwin took the win by5% of the Democratic vote.

Jump to October, Marsden has beenbrought back into the race over the loss with aserious allegation: voter fraud. Marsden allegedthat Goodwin’s use of “Attorney” on the ballotwas a fraudulent title and caused voters to votefor her rather than him.

Following Marsden’s accusations, the District Attorney of Mariposa County investigated intothe titles associated with Goodwin. His ndingswere that she had no legal credentials to speak

of, and then forwarded the ndings to DebraBowen, Secretary of State. The ndings

allowed the Secretary to strip Goodwinof the “Attorney” title on the November 2ballot.

Marsden and Goodwin had a ridiculousonline ght that can only be described as

pitiful, and a shame to the CaliforniaDemocratic party (though it would explain whythe DNC packed up after Goodwin’s victory inJune, and why the DCCC won’t give her a dime).See MARSDEN, Backpage

Attorney at Fraud?Goodwin’s title on theJune ballot named her asan “Attorney.” She,however, has been provednever to have passed theBar Exam. Marsden isoffering voters an optionas write-in, withoutcampaigning.

Podium problems plague Valley Assembly Races

It seems that Michael Esswein’s offer to hold adebate between the two 29th Assemblycandidates was refused, but not for any politicalreason.

Either Linda Halderman is extremelycondent (which she should be) or shereally doesn’t give much of a thought toher bid for the Assembly, but her excuseis priceless: She’s performing surgery...inOklahoma. Halderman’s campaign issued astatement stating that she would be performingsurgery at an Indian Reservation in Oklahoma onThursday and would miss the debate at FresnoState.

Esswein’s challenge was sent via e-mail, with afollow-up scheduled Monday morning.

The initial press release from the Essweincampaign did not indicate the issues nor

name a moderator (The Esswein campclaims that the moderator ought to bedecided by both campaigns).

Looking at the motives for the debate,Esswein has plenty to gain by offering the

olive branch to the Halderman camp; namelythat he looks to achieve some level ofbipartisanship, an extension of his moderateapproach to being the Democratic nominee.

DON’T SING TO THE VOTERS

There’s a reason why actorsbecome politicians: they canstump like nobody’s business.There is also a reason whysingers do not becomepoliticians: their musicalmessage never get across.

Apparently, Democratic nominee for the 19thCongressional District LorraineGoodwin never got the memo.On her website, the webmasterhas embedded an MP3 le ofGoodwin singing to the visitorabout how she’ll bring goodtimes to the voters. The song’shas a Parental advisory Don’t

Vote For Me advisory written ALL OVER IT.

The song proves two things:Don’t sing to the voters, andstick with Dancing with theStars.
