1.0 Opening Comments

Chet Date opened the NMC meeting. A motion was made to approve the NMC minutes from the July 2005 Nadcap meeting. The motion was seconded and the minutes were approved.

Rossella Andreozzi is replacing Alessandro Ferretti as the Alenia Aeronautica NMC voting representative. Mark Rechtsteiner is replacing Dan Smith as the GE Aircraft NMC voting representative. Richard Hill is replacing Bill Lodwick as the Praxair NMC Supplier voting representative. Cherif Khelil is the new SAFRAN NMC member.

A leadership award was presented to Ed Engelhard. Jon Biddulph was presented the Rolls-Royce plc NUCAP certifications.

2.0 PRI/Nadcap Status Report

The program status report was given by Arshad Hafeez. Audits over the next three years will be leveling off due to merit. Preassessment audits will begin in 2006. The Electronics task group has been officially launched. The NESPB is evaluating the need for a Repair and Overhaul task group.

Workshops were held in Japan and Spain in June 2005. The Nadcap meeting in Beijing has been confirmed for April 24-28, 2006. Mr. Liu Le of PRI’s China office and Mr. Ryuichi Koyama of PRI’s Japan were introduced. (See attached presentation for more details)

Chet Daté gave the NMC Chairperson’s report. The Nadcap vision and strategies were discussed for the new meeting attendees. The PRI Board of Directors reiterated a position to establish a process for escape reporting. Three groups are working on the escapes issue with focus on data reporting by primes, and supplier self reporting. This proposal is currently with the SSC for review.

A document revision of the AS7003 was sent to Aerospace Council for review and approval. The revision to the document make it globally recognized by all sectors and provides better clarity and reduced redundancy. The revisions to the AS7003 were approved by NMC. During the ballot to Aerospace Council the SAE-AMS metals division objected to the use of Nadcap AC checklists without the use of an AS document. Due to this objection, Aerospace Council voted to place a 45 day hold on the ballot.

It was also noted that Nadcap meeting through 2008 will continue with the four meetings per year format.

Chet Daté also gave the Metrics Sub-Team report out. Supplier merit is at 71%. First pass yield is at 15%. Failed audits are at 4% of all closed audits. Cycle time is currently 78 days for initial audits and 54 days for reaccreditation audits. 33 audits are over 150 days. Backlog of audits has exceeded goal and lapsed accreditations are at 85%. The Globalization Sub-Team report was given by Camille Valmy. The globalization team is proposing that key documents must be translated into English. All other documents may be translated in writing or verbally during the audit. (See attached for more details)

The Standardization Sub-Team report was given by Arne Logan. The sub-team is working on summarizing and assessing task group baseline criteria and plan to make recommendations to the NMC at the January 2006 meeting. The sub-team is also looking at variations in task group NTGOPs as well as variations in Supplier Merit across the task groups. (See attached presentation for more details)

The Oversight Sub-Team report was given by Jay Park. The PRI Oversight audit will take place on October 24-26 at the PRI Headquarters in Warrendale, Pennsylvania. The audit team will be led by Chatt Rhodes. The audit team consists of seven primes, and the audit scope includes AS7003, the Nadcap Quality Manual, seven NIPs, two NOPs and NTGOP-001. The audit will also include random job audits. (See attached presentation for more details)

The Ethics and Appeals Sub-Team report was given by Steve Meyer. The sub-team has submitted changes for NOP-001, and NIP-008. The sub-team has also made a proposal on how to address Nadcap requirements for suppliers who have customers that do not require Nadcap. (See attached presentation for more details)

4.0 Task Group Reports

AQS – Mark Covert reported that all AQS metrics are green. The group has 100% consensus of revisions to checklists. The group will review audits as a group during this meeting.

COMP – Lance Loeks reported that the group is currently balloting documents and working on job audits. The group gave a recognition award to Staff Engineer Jeff Conrad.

CP – Ward Barcafer reported that the group held auditor training, conducted a supplier training, translated the auditor handbook into French, and discussed Operator Controlled Variation.

CT – Jack Saunders reported that the group held auditor training, resolved some prime issues, discussed metrics and completed its first revision of checklists.

ETG – Ed Nellans reported that the group’s AS document has been approved and two pilot audits were performed. The group is currently discussing revisions to AC7120 and plan to ballot by the end of the week.

FAST – John Sattler reported that the group has completed a second ballot of its AC and AS documents. The group has three pilot audits scheduled in November and December of this year.

HT – Doug Matson reported that the task group has revised AMS2750 and are working on prime specific requirements to their baseline.

MTL – Keith Kastner reported that the group held auditor training, completed ballot review of a slash three document. A sub-committee of the MTL task group is reviewing harness testing checklists.

NDT – Phil Keown reported that the task group held auditor training and a supplier symposium. The task group is planning to hold another supplier symposium at the January 2006 meeting.

NMSE – Mark Gleason reported that the group conducted auditor training, reviewed its baseline documents and checklists with their auditors, and plan to review metrics, and ballots of NM documents.

WLD – Wayne Canary reported that the group held auditor training, conducted a training session on baseline documents with the auditors, and are currently reviewing comments on a ballot of the AS document.

5.0 Supplier Support Committee report

Ed Engelhard reported on the Supplier Support Committee activities. The SSC structure is changing and moving forward two sector representatives will be on the leadership team. The new leadership team will confirm plans in the first quarter of 2006. The SSC actions resulting from the 2005 supplier survey have been captured on the 12 week schedule and regular reports will be given at each Nadcap meeting. A mentoring program was started at this meeting and the SSC currently had five mentors and seven suppliers who have signed up to be mentored. (See attached presentation for more details)

6.0 Supplier Survey Results

Michael McLean presented a summary of the 2005 supplier survey results. Out of 1684 surveys, 398 responses were received. 92% of the suppliers who responded to the survey were satisfied/very satisfied with the timely response to questions by PRI staff. 72% of the suppliers who responded were aware of the SSC. 77% of the suppliers who responded have seen an in crease in quality. Finally, 36% of the suppliers who responded have seen an increase in their business. (See attached presentation for more details)
