Los Zetas, enemigos internacionales

WASHINGTON – El presidente Barack Obama ha declarado al cártel de Los Zetas “una inusual y extraordinaria amenaza a la estabilidad de los sistemas políticos y económicos internacionales”, de acuerdo a una orden ejecutiva que él emitió.
Esta orden ejecutiva es parte de la Estrategia para combatir el Crimen Organizado Transnacional presentada el 25 de julio en Washington y dirigida a combatir cuatro organizaciones criminales en México, Italia, Japón y el este de Europa.
La orden, firmada por el presidente Obama, bloquea los intereses de propiedad de las organizaciones y autoriza sanciones financieras contra cualquier persona que los esconda.
“Organizaciones criminales transnacionales de importancia se han vuelto más sofisticadas y peligrosas para los Estados Unidos y sus actividades han llegado a tal punto y gravedad que desestabilizan en sistema internacional”, escribió Obama en una carta al Congreso.
Los Zetas fueron incluidos en la lista debido a que son uno de los principales grupos de tráfico de drogas en la frontera México-Estados Unidos.
“Los Zetas son específicamente responsables del cruce seguro de enormes cantidades de narcóticos ilegales, incluyendo cocaína, metanfetaminas, heroína y marihuana a través de México y eventualmente hacia Estados Unidos” dijo el Departamento de Estado.
Esta organización criminal ha sido acusada en varias cortes federales de Estados Unidos, por cargos que van desde narcotráfico hasta lavado de dinero.

WASHINGTON – President Barack Obama has declared the Los Zetas cartel as an “unusual and extraordinary threat to the stability of international political and financial systems,” according to an executive order he issued.
This executive order is part of the Strategy to Combat Transnational Organized Crime, introduced in Washington July 25, directed at cracking down on four criminal gangs in Mexico, Italy, Japan and Eastern Europe.
The order, signed by Obama, blocks these organization’s property interests and authorize financial sanctions against anyone aiding them.
“Significant transnational criminal organizations have become increasingly sophisticated and dangerous to the United States, and their activities have reached such scope and gravity that they destabilize the international system,” Obama wrote in a letter to Congress.
Los Zetas were included in the list because they are one of the main drug trafficking groups in the U.S. –Mexico border.
“Los Zetas are specifically responsible for the safe smuggling of large quantities of illegal drugs, including cocaine, meth, heroin and marijuana through Mexico and eventually reaching the United States,” said the Department of Justice.
This criminal organization has been charged in several U.S. federal courts of several crimes, from drug trafficking to money laundering.
“Mexican transnational criminal organizations make the United States border more vulnerable, because they create and sustain illicit routs that can be used by other criminals or terrorist groups,” the executive order reads.
The other groups are: The Brothers’ Circle, a multiethnic criminal group
from the Soviet Union which seeks to spread their criminal influence worldwide.
The Camorra, a Neapolitan crime group that earns about $25 billion each year through illicit activities, including counterfeiting, smuggling pirated goods and drug trafficking.
The yakuza of Japan, an 80,000-member organization that engages in weapons trafficking and white-collar crimes.

MONTERREY – Resientes de la colonia Santa Lidia en el municipio de Benito Juárez en Nuevo León reportaron el hallazgo de 12 cuerpos en una fosa clandestina.
Originalmente se reportó la ubicación de dos cuerpos en el área. Una vez que llegaron ahí los técnicos de la Agencia Estatal de Investigación, ellos localizaron una fosa con diez osamentas.
Los cuerpos fueron ubicados en un área conocida como Palos Altos, a 10 kilómetros de la cabecera municipal, sobre la carretera a Cadereyta.
De acuerdo con los investigadores, todos los cuerpos y los esqueletos se encontraban en avanzado estado de descomposición, por lo que se cree pueden haber estado ahí por lo menos un mes.
En los últimos 13 meses las autoridades han
localizado cuando menos seis fosas clandestinas en el estado. Se cree que son utilizadas por grupos criminales para esconder sus víctimas o rivales.

En ese mismo municipio, las autoridades localizaron 13 cuerpos en cuatro fosas en un rancho en junio de 2010.
El 14 de julio de 2010 un grupo de militares encontró ocho fosas clandestinas y tres barriles de 200 litros con restos humanos en un depósito de vehículos en la zona conurbada de Monterrey.
Nuevo León es un territorio en el que los cárteles del Golfo, Sinaloa y La Familia luchan contra Los Zetas por el control de la ruta de tráfico hacia Estados Unidos.

MONTERREY – Residents of the Santa Lidia neighborhood in the Benito Juarez Municipality of Nuevo Leon reported 12 bodies found in a body pit.
Initially there was a report of two bodies in the area. Once technicians with the State Investigation Agency arrived at the site, they located a body pit with other ten skeletons.
The bodies were located in an area known as Palos Altos, located 10 kilometers from the municipal seat, on the road to Cadereyta.
According to the investigators, all bodies and skeletons are in advanced state of decomposition, and may have been there for at least a month.
In the last 13 months authorities have located at least six body pits throughout the state. It is believed they are used by organized crime groups to disappear their rivals or victims.
The largest body pit in the state was located in July 2010, when an anonymous tip took the Army to a plot of land where they found 51 bodies. This place was located in the Municipality of Benito Juárez.
In this same municipality, authorities located 13
bodies in four pits in a ranch in June 2010.On July 14, 2010 a group of army troops found eight
illegal body pits and three barrels with human remains in a vehicle deposit business located in the Monterrey Metropolitan area.
Nuevo Leon is a state were the Gulf, Sinaloa and La Familia cartels fight against Los Zetas for control of this trafficking route to the United States.

‘El Ponchis’ condenado a tres años de prisión

MORELOS – El adolescente asesino, conocido como El Ponchis, fue condenado a tres años de cárcel por su conducta antisocial y por posesión de armas de fuego para uso exclusivo del ejército.
El fiscal del caso, dijo que en base a pruebas presentadas en el juicio oral, el juez llegó a la conclusión de que el joven Edgar N. es responsable de asesinar a cuatro personas, tres secuestros y de llevar armas prohibidas y drogas al momento de ser detenido. El fue arrestado el 2 de diciembre de 2010 cuando se disponía a tomar un vuelo a Tijuana y de ahí ir a San Diego, California, donde reside su madre.
Su sentencia empezó a contar el 2 de diciembre de 2010 y concluirá en diciembre de 2013.
En cuanto a la indemnización que la fiscalía pidió de que el detenido pague 4.5 millones de pesos a los familiares de sus víctimas, este será tema de otra audiencia.
Las autoridades determinaron que Édgar pertenecía a un grupo de adolescentes afiliados al Cártel del Pacífico Sur. En el internet circulaban videos donde se veía al joven torturando y degollando a sus víctimas.
‘El Ponchis’ sentenced to three years in prison

MORELOS – The teenager murdered, known as ‘El Ponchis’, was sentenced to three years in prison for his anti-social behavior and for carrying weapons exclusively destined for the army.
The prosecutor in the case said that based on evidence presented at the oral trial, the judge arrived to the conclusion that Edgar N was responsible for four murders, three kidnappings and for carrying
weapons exclusively used by the military when he was arrested. ‘El Ponchis’ was arrested Dec. 2, 2010 when he was getting ready to board a plane to Tijuana, and then he had plans to travel to San Diego, where his mother lives.
His sentence started counting on Dec. 2, 2010 and will end in December 2013.
Regarding the payment of damages to the relatives of his victims, the prosecutors said this will be the subject of a future hearing.
Authorities determined that Edgar was member of a group of teenagers affiliated with the Pacifico Sur cartel. In internet there were videos that showed him torturing and killing his victims.

En Illinois la violencia doméstica se da cuando 1) se causa daño corporal intencional a un miembro de la familia o del hogar, 720 ILL. COMP. STAT. 5/12-3.2(a)(1); ó 2) cuando se hace contacto físico de forma provocadora o insultante con cualquier miembro de la familia o del hogar, 720 ILL. COMP. STAT. 5/12-3.2(a)(2).
Dependiendo de su situación migratoria actual, los dos estatutos diferentes , (a)(1) y (a)(2) pueden tener resultados drásticamente diferentes.
Si usted ha sido residente permanente por los últimos siete años y usted es acusado de un delito de violencia doméstica (a)(2), esto no debería llevarlo a la deportación.
En el pasado, si usted era encontrado culpable de un delito (a)(1), esto podrá llevar a su deportación, asumiendo que este fuera su único delito.
Si usted está aquí de forma indocumentada, por supuesto que puede ser expulsado de los Estados Unidos por cualquier razón y cuando usted es acusado de uno de estos crímenes, esto hará que usted sea colocado en proceso de deportación.
El 20 de julio de 2011 la Corte de Apelaciones del Séptimo Circuito de los Estados Unidos, del cual es parte Illinois, determinó que si usted es encontrado culpable o se declara culpable de un estatuto de violencia doméstica (a)(1), este será considerado un crimen de violencia bajo la ley federal, y por lo tanto es considerado una felonía agravada.
Anteriormente no estaba considerado como una felonía agravada. Bajo las leyes de
inmigración de los Estados Unidos, si usted es un residente permanente o una persona indocumentada y es encontrado culpable de una felonía agravada, usted no puede solicitar ningún beneficio de inmigración.

Recently I was charged with domestic battery in the state of Illinois, and I want to know how this will affect my immigration status.

In Illinois, domestic battery is committed by 1) intentionally causing bodily harm to any family or household member, 720 ILL. COMP. STAT. 5/12-3.2(a)(1) ; or 2) making physical contact of an insulting or provoking nature with any family or household member. 720 ILL. COMP. STAT. 5/12-3.2(a)(2).
Depending on your current immigration situation, the two different statues (a)(1) and (a)(2) can have drastically different outcomes.
If you are a permanent resident for the last seven years and if you have been charged with (a)(2), this should not lead to deportation.
In the past if you were convicted of (a)(1) it could lead into deportation, assuming this is your only charge.
If you are here undocumented, of course you can be removed from the United States
for any reason and when you are charged with one of these crimes it will lead to you being put in deportation proceedings.
On July 20, 2011 the United States Court of Appeals for the 7th Circuit, which Illinois is part of, ruled that if you are found guilty or plead guilty to the domestic violence statue (a)(1) it is also considered a crime of violence under the federal law and therefore is considered an aggravated felony.
Previously it was not considered an aggravated felony.
Under the immigration laws of the United States, if you are a permanent resident or undocumented and are convicted of an aggravated felony you cannot apply for any immigration-related benefits.
While in deportation proceedings you cannot bond out of jail, therefore you will be in jail until your immigration court is finished, and if you are convicted of an aggravated felony, or an immigration judge rules that it was an aggravated felony, you will be deported and never allowed to emigrate back to the United States. There is no waiver, there is no way of coming back under the current laws, even if you are married to a U.S. citizen, have U.S.
citizen children , it does not matter. If you are convicted of an aggravated felony, you will be removed from the United States and not allowed back.
Therefore, it is very important that you never plead guilty to the domestic violence charge (a)(1).
Currently, the Kane County State’s Attorney has instituted a new plan to help families make it through difficult times. Part of that program is if you plead guilty to domestic violence they will withhold judgment on your case, and then if you do certain counseling, pay fees and fines and behave yourself, at the end of the period the Kane County State’s Attorney will dismiss the charges against you.
While this is fine for the State of Illinois and the State of Illinois courts, this is not acceptable for the federal immigration courts.
Even when Kane County dismisses the charges, under the immigration law the rules and regulations are if you ever plead guilty and you are found guilty, you are always guilty, you can never take that back. The state of Illinois court cannot take it back, even though they withhold judgment.
Therefore, the program of Kane County is
not acceptable if you plead guilty of an (a)(1) for helping you with immigration. It will lead to your automatic removal from the United States.
Therefore, it is important if you have been charged with domestic battery to consult with an immigration attorney to determine what consequences this will have in the future.

Salmonella outbreak in Illinois linked to Mexican papayas

SPRINGFIELD – The Illinois Department of Public Health has issued an alert for a salmonella outbreak linked to Mexican papayas.
Until now 17 people in the state have been affected by the disease, including residents in Cook, DuPage, Kane and Will counties.
Five cases have been identified in Chicago, four in suburban Cook County, four in DuPage and one each in Kane, Lake, Will and Winnebago. Eight people have been hospitalized.
While the outbreak was traced to the consumption of Mexican papayas, a spokesperson with the Illinois Department of Public Health said they have not been able to locate the store or restaurants where those papayas were purchased or eaten. That’s why they are recommending consumers to check the stickers of their papayas before eating them.
The company Agromod Produce Inc. in McAllen, Texas has recalled voluntarily the brands Blondie, Yaya, Mañanita and Tastylicious. These brands were distributed throughout the United States and Canada. The brands are on stickers adhered to the fruit.
The Centers for Disease Control and Prevention and the Food and Drug Administration are conducting studies to identify all the cases related to this outbreak, which has affected a total of 97 people in 23 states from Jan. 1 to July 18.
Consumers who bought papayas with the brand names Blondie, Yaya, Mañanita or Tastylicious must throw away the fruit or return it to the store where they were purchased.
Salmonella symptoms include fever, diarrhea (which may be bloody), nausea, vomiting and abdominal pain.
The symptoms generally appear between six and 72 hours after ingesting the bacteria, but can take longer. People with any of these symptoms who have recently eaten papaya should contact their health care provider and local health department.

Man charged with attacking a woman in a home improvement store

AURORA – A 29-year-old man has been charged with attacking a woman inside a washroom in an Aurora home improvement store.
The man, Tyrone M. Young, of the 800 block of Sard Avenue, has been charged with felony counts of criminal sexual assault, attempted criminal sexual assault and aggravated battery, as well as misdemeanor public indecency in connection with the incident at Lowe’s Home Improvement store, 2300 block of Orchard Road.
At about 7.53 a.m. July 20, Aurora Police responded to a call from the store, reporting that a woman had been battered while in the women’s washroom
According to police, the victim was attacked by a man who was wearing only boxer shorts while she was washing her hands inside the bathroom. The suspect, who had been hiding in one of the stalls, grabbed the woman by the head and slammed her on the floor. The victim began to scream and when another woman came out of a different stall, the suspect got dresses and left the bathroom.
When he heard the commotion, a 50 year-old man followed the suspect to the parking lot and saw him boarding a dark green Pontiac. The man wrote down the license plate and gave the information to police.
Police officers then went to Young’s home, where he was arrested.The victim suffered some bruises but declined medical treatment.At bond call Judge James Hallock set the bond at $500,000.Apparently the victim didn’t know the attacker. To protect the
identity of the victim, police have not revealed if she is an employee or a customer of the store.
Hombre acusado de atacar a mujer en ferretería

AURORA – Un hombre de 29 años ha sido acusado de atacar a una mujer en el baño de una ferretería en Aurora.
El hombre, Tyrone M. Young, de la cuadra 800 de Sard Avenue, ha sido acusado de asalto sexual criminal, intento de asalto sexual criminal y agresión agravada, estos cargos de felonía, así como un cargo menor de indecencia pública en relación con un incidente sucedido en la tienda Lowe’s en la cuadra 2300 0de Orchard Road.
Alrededor de las 7:53 a.m. la policía acudió a un llamado de la tienda, reportando la agresión a una mujer de 35 años mientras ella se encontraba en el baño para mujeres.
La investigación arrojó que la víctima fue atacada por un hombre que vestía solamente ropa interior mientras ella se lavaba las manos en el baño. El sospechoso, que había estado escondido en uno de los sanitarios, cogió a la mujer por la cabeza y la aventó al piso. La víctima comenzó a gritar y cuando otra mujer salió de otro de los sanitarios el sospechoso se vistió y salió del baño.
Al escuchar la conmoción un hombre de 50 años siguió al sospechoso y vio cuando se subía a un vehículo Pontiac color verde oscuro. El hombre escribió las placas y dio la información a la policía.
La policía acudió a la casa de Young donde lo encontraron y fue arrestado.
La víctima sufrió algunas cortaduras pero rechazó tratamiento médico.En su audiencia para fianza el juez James Hallock fijó la fianza en 500
mil dólares.Aparentemente la mujer no conocía a su atacante. Para proteger la
identidad de la víctima la policía no ha dicho si es empleada o cliente de la tienda.

AURORA – The celebration of Mexican Independence Day, known as Fiestas Patrias, caused controversy and unrest when organizers proposed a $2 fee to enter the event.
However, this proposal was reconsidered and entrance to the festival will be free of charge.
The Government Operations Committee took up the issue during their July 26 meeting. At that time there were two pints in which committee members and the organizers didn’t see eye to eye.
The Aurora Hispanic Chamber of Commerce wants to organize Fiestas Patrias for second year in a row and in their permit application they requested the discretion to charge a $2 entrance fee per adult per day.
This idea was not well received by people ,who started calling up Alderman Juany Garza to express their opposition to this idea.
During the committee meeting Garza asked Rene Cruz, President of the Aurora Hispanic Chamber of Commerce Board of Directors, about this charge.
Cruz told the committee that the Chamber wanted to use that fee to have the means to bring a big musical act to town for the celebration.
However, he said the organization had reconsidered this idea and entrance to the event would be free. Only people wanting to consume alcoholic beverages would be charged. Alderman Garza didn’t oppose this idea.
The second sticking point of the proposal was that Alderman Garza wanted more information and a commitment from the organizers to give a set amount of scholarships with revenue from the event.
“My concern is to give some of the money made by Fiestas Patrias back to the community in scholarships,” Garza told Cruz.
She was adamant about the scholarships because there was no detailed information as to who received the scholarships given out with
the money obtained from last year’s festival and she wanted a commitment in writing from the organizers to give out a certain percentage of their revenue in scholarships.
Cruz told the committee that the Chamber was not ready to commit to a certain percentage for scholarships, and also considered the organization had a good track record of giving out scholarships without committing to something in writing.
“We will do the festival, and at the end we will see the funds and determine how we are going to proceed,” Cruz said, empathizing that
the Chamber does not select the scholarship winners, but a series of local organizations they have partnered with to distribute the funds to students who need them.
While at these meetings only the committee members and people who have an item on the agenda are allowed to speak, committee chair Alderman Scheketa Hart-Burns opened the meeting to comments from the public.
Aurora Hispanic Chamber of Commerce board member Edwin Trinta said they shouldn’t be forced to set an amount for scholarships before the event takes place.
“We are going to do it, but we won’t commit to a set amount,” he said.
For a few moments audience members started voicing their opinions and corporate counsel Alayne Weingartz reminded the audience that they should follow the rules or they would be escorted out of the meeting.
The meeting ended with the committee moving the festival application to the city council for its consideration and possible approval.
The festival is scheduled for Sept. 16 to Sept. 18.

AURORA – La celebración de Fiestas Patrias en Aurora vuelve a ser motivo de controversia y descontento, ante la propuesta de los organizadores de cobrar por la entrada al evento.
Sin embargo, esta propuesta fue reconsiderada.La junta del Comité de Operaciones Gubernamentales del
concilio de la ciudad abordó este asunto el 26 de julio y había dos puntos en los que la ciudad y el comité organizador no estaban de acuerdo.
La Cámara Hispana de Comercio de Aurora busca organizar por segundo año consecutivo la celebración de la Independencia de México en Aurora, y en su solicitud de permiso para realizar el evento pidió la discreción de cobrar dos dólares la entrada al evento por día, por persona adulta.
Esta idea no fue bien recibida entre la gente, que comenzó a llamar a la concejal Juany Garza para expresar su oposición a esta propuesta.
En la junta la concejal Garza preguntó a René Cruz, presidente de la mesa directiva de la Cámara Hispana de Comercio de Aurora sobre este cobro.
Cruz informó al comité que la Cámara buscaba la discreción de poder cobrar esta cuota para traer un acto musical de importancia a la celebración.
Sin embargo, mencionó que se había reconsiderado la idea, la entrada al festival va a ser gratuita y solo se les va a cobrar a los que desearan ingerir bebidas alcohólicas en el evento, algo con lo que la concejal Garza estuvo de acuerdo.
El siguiente punto en el que la concejal Garza deseaba más información y un compromiso por parte de los organizadores, es en la distribución de becas con el dinero ganado del evento.
“Mi preocupación es que algo del dinero que se gane de Fiestas Patrias se devuelva a la comunidad en forma de becas”, dijo la
concejal a Cruz.Garza recalcó el punto de las becas porque no está muy claro
quién recibió las becas del festival del año pasado, por lo que buscaba un compromiso de los organizadores para destinar un porcentaje fijo de las ganancias a becas.
Cruz informó al comité que la Cámara no estaba lista para comprometerse a un porcentaje de becas, además de que consideraba que la Cámara tenía un buen historial de otorgar becas a la comunidad sin tener que comprometerse por escrito.
“Haremos el festival y al final veremos qué fondos hay y determinaremos la forma de proceder”, dijo Cruz, recalcando que los que eligen a los ganadores de las becas no son los miembros de la Cámara, sino distintas organizaciones con las que se han asociado para hacer llegar estos fondos a los estudiantes que la necesitan.
A pesar de que en este tipo de juntas los únicos que hablan son los miembros del comité y las personas que acuden a hablar sobre algún asunto en particular, en este caso la presidenta del comité, concejal Scheketa Hart-Burns, abrió la sesión para que los asistentes también pudieran opinar.
Edwin Trinta, miembro de la mesa directiva de la Cámara dijo que ellos no debían ser obligados a fijar una cantidad para otorgar en becas antes de realizar el evento.
“Vamos a hacerlo, pero no nos comprometemos a una cantidad fija”, dijo.
Por un momento los miembros de la audiencia empezaron a hablar y expresar su opinión en voz alta, por lo que la abogada de la ciudad, Alayne Weingartz recordó a los asistentes que debían guardar compostura y observar las reglas de la junta o serían escoltados fuera del lugar.
La junta terminó con el comité pasando la propuesta de la realización del festival de Fiestas Patrias del 16 al 18 de septiembre al concilio de la ciudad para su estudio y posible aprobación.

Soldados mexicanos arrestados por entrar a Estados Unidos

TEXAS – Over 30 Mexican soldiers in uniform were processed by U.S. authorities after they crossed the border without authorization on board four military vehicles near McAllen.
The incident was reported July 26.
A spokesperson with the U.S. Immigration and Customs Enforcement said the soldiers were processed by ICE and Customs and Border Patrol officers and then returned to Mexico.
The soldiers crossed the Rio Grande through the international bridge located nine miles south of Donna, a town 15 southwest of McAllen.
According to local media reports, four Mexican army vehicles with 33 soldiers on board crossed the international bridge and entered the U.S. without authorization.

dijo que los soldados fueron interrogados por oficiales de esa oficina y de Aduanas y Control fronterizo y después devueltos a México.
Los soldados cruzaron el Río Bravo por el puente internacional localizado a unos 15 kilómetros al sur de Donna, una población está unos 24 kilómetros al suroeste de McAllen.
De acuerdo a reportes de medios locales, cuatro vehículos del ejército mexicano cruzaron a territorio estadounidense sin autorización. A bordo iban 33 soldados mexicanos.
“Tenemos protocolos para manejar este tipo de incidentes”, dijo el vocero de Aduanas y Protección Fronteriza Rick Pauza en un comunicado.
“Continuamos en constante comunicación con nuestros colegas mexicanos y mantenemos un interés conjunto de asegurar nuestra
frontera común”.Souza no quiso hacer declaraciones sobre la razón por la que los soldados cruzaron la

Fast and Furious weapons in the hands of El Chapo
Armas del operativo Rápido y Furioso llegaron a manos de El Chapo

WASHINGTON – The head of the Alcohol, Tobacco and Firearms office in Mexico, Carlos Canino, said during a hearing on the operation Fast and Furious that this program allowed weapons to reach the hands of the Sinaloa Cartel.
“We provided weapons to the Sinaloa cartel. It’s repulsive,” Canino said during his intervention in a hearing before a Congress committee in which he also described the operation as a storm of stupidity and explain that there will be more victims because of this.
“Brian Terry (a U.S. Border Patrol who was killed by one of the weapons purchased in the operation) won’t be the last. There are probably hundreds of Brian Terry in Mexico”.
Also, researchers with the United States Congress have information that weapons sold as part of this operation under the surveillance of ATF were used by two other criminal organizations: the one headed by Teodoro Garcia Simental and by La Familia Michoacana.
“Most of these weapons have been seized from criminals involved in drug trafficking, kidnapping, extortion and other crimes,” said Jose Wall an ATF agent assigned to the Tijuana, Baja California office during his intervention in the hearing. He said that ATF agents in Mexico did not participate in allowing the guns to reach the drug cartels.
“I never believed that someone from within the ATF would allow these weapons to cross over and end up in criminal hands as part of an operation apparently sanctioned by the Department of Justice, with hopes of arresting a big fish,” Wall said.
William Newell, a former special agent assigned to the Phoenix, Arizona area
said that the Fast and Furious operation was created to identify straw purchasers, sponsors and suppliers of guns for drug cartels; legally intercept weapons destined for Mexico; share when necessary information with Mexican authorities and develop intelligence information about gun trafficking organizations.
“It was not the purpose of the investigation to permit the transportation of firearms into Mexico, and as far as I know, none of the suspects in this case saw any of our agents crossing the border with firearms,” Newell said.
Other ATF agents who were at the hearing criticized the operation.
“The strategy … did not take into account the safety of the citizens of the United States and Mexico and blindly concentrated only on the goals of their investigation,” said Lorren D. Leadmon, head of the ATF support team for the southwest border.
Another agent, Darren Gil, a former ATF attaché in Mexico City, testified he was concerned that weapons that could be traced to Phoenix were showing up in crime scenes in Mexico, but that neither he nor Mexican authorities had any information about the operation in Mexico.
“These guns went to ruthless criminals,” Canino said. “It infuriates me that people, including my law enforcement, diplomatic and military colleagues may be killed or injured with these weapons.”
According to a Washington Post report, of the 2,020 weapons purchased by straw purchasers at gun shops cooperating with authorities during the Fast and Furious operation, 227 have been recovered during criminal activities in Mexico, 363 were recovered in the United States and the rest, about 1,430 are still on the streets.

WASHINGTON – El jefe en México de la Oficina para el Control de Alcohol, Tabaco y Armas de Fuego de los Estados Unidos (ATF, por sus siglas en inglés), Carlos Canino, dijo en un testimonio ante un comité gubernamental que el operativo Rápido y Furioso permitió que armas llegaran a manos del Cártel de Sinaloa.
“Armamos al cártel de Sinaloa. Es repugnante”, dijo Canino durante su testimonio, en el que también describió el operativo como una tormenta de idioteces y explicó que habrá más víctimas a raíz de esto.
“Brian Terry (un agente de la patrulla fronteriza asesinado con una de las armas del operativo) no será el último. Probablemente hay cientos de Brian Terry en México”.
Además de las armas que llegaron a manos del cártel de Sinaloa, liderado por Joaquín Guzmán, investigadores del Congreso estadounidense tienen documentos que prueban que armas vendidas como parte de este operativo y bajo la vigilancia de ATF fueron usadas por otras dos organizaciones criminales: la de Teodoro García Simental y La Familia Michoacana.
“La mayoría de estas armas han sido decomisadas a criminales dedicados al tráfico de drogas, secuestro, extorsión y otros crímenes” declaró ante el comité José Wall, agente especial de ATF asignado a Tijuana. Baja California, quien dijo que los agentes asignados a México no participaron en dejar quelas armas llegaran a los cárteles de las drogas.
“Nunca creí que alguien dentro de ATF dejara que estas armas cruzaran y terminaran en manos de criminales en una operación aparentemente aprobada por el Departamento de Justicia, con la esperanza de atrapar un pez gordo”, dijo Wall.
William Newell, un ex agente especial asignado al área de Phoenix, Arizona, dijo que el operativo Rápido y Furioso tenía
como objetivo identificar compradores, patrocinadores, transportistas y abastecedores de armas de los cárteles de drogas; interceptar, cuando tuvieran los elementos legales para hacerlo, las armas de fuego destinadas a México; compartir cuando fuera necesario información con autoridades mexicanas y desarrollar información de inteligencia de organizaciones de tráfico de armas.
“Nunca fue propósito de la investigación permitir el transporte de armas a México y hasta donde yo sé, ninguno de los sospechosos en este caso vio a ninguno de nuestros agentes cruzar la frontera de armas de fuego”, dijo Newell.
Otros agentes de ATF que testificaron fueron muy críticos de este operativo.
“La estrategia… no tomó en cuenta la seguridad de los ciudadanos de los Estados Unidos y México y ciegamente se concentraron solamente en los objetivos de esta investigación”, dijo Lorren D. Leadmon, líder del equipo de apoyo de inteligencia de ATF para la frontera suroeste.
Otro agente, Darren Gil, quien era un agregado de ATF en México, testificó sobre su preocupación de que grandes cantidades de armas de asalto rastreadas a Phoenix estaban siendo encontradas en escenas criminales en México, pero que ni él ni oficiales mexicanos estaban enterados del operativo.
“Estas armas fueron a parar a criminales despiadados”, dijo Carlos Canino. “Me enoja el que gente, incluyendo mis colegas del cumplimiento de la ley, diplomáticos, militares, puedan ser asesinados o heridos con estas armas”.
De acuerdo a un reporte del diario The Washington Post, de las 2 mil 20 armas compradas por intermediarios a tiendas de armas que estaban cooperando con las autoridades durante el programa Rápido y Furioso, 227 han sido recuperadas durante actividades criminales en México y 363 han sido recuperadas en los Estados Unidos. El resto, alrededor de mil 430, permanecen en las calles.
Jail riot in Juarez leaves 17 interns dead, 72 injured

CD. JUAREZ – A fight between rival gangs inside the Ciudad Juarez Prison left 17 people dead, including a woman, and 72 people injured.
The fight inside the prison took place July 25 at about 9 p.m., when prisoners housed in cells 16 and 17 abruptly entered the preventive area to attack 13 prisoners who were being held there.
A press release from the municipal government states that 17 people were killed, 16 men and a woman, who had been illegally introduced to the jail. The deceased were facing charges of homicide, extortion, kidnapping and robbery.
Authorities said that when they arrived at the Penitentiary, they were shot at from inside the jail and had to use armored units.
Once inside, Federal Police officers checked the interns and seized a long weapon, a gas grenade and several knives.
Federal Police also said that inside the jail they found a 15-year-old girl, who was at the site illegally. Apparently she had entered the jail on June 24.
The municipal government said no prisoners escaped and the prison was under control by 2 a.m. July 26.
Late July 25 there were several attacks on law enforcement personnel throughout the city, raising the possibility that they were made to distract authorities from what was going on inside the prison.

CD. JUÁREZ – Un pleito entre pandillas rivales dentro del Centro de Readaptación Social de Ciudad Juárez dejó 17 personas muertas, entre ellas una mujer, y 72 heridos.
La riña dentro de la prisión sucedió el 25 de julio alrededor de las 9 p.m., cuando prisioneros de las celdas 16 y 17 entraron en el área preventiva de la cárcel, donde había 13 internos.
En un comunicado la administración municipal informó que se habían registrado 17 internos muertos, entre ellos una mujer, quien se encontraba de forma ilegal dentro de la cárcel. Los fallecidos estaban en la cárcel enfrentando procesos de homicidio, extorsión, robo y secuestro.
Autoridades dijeron que al llegar a la penitenciaría fueron agredidos a balazos desde el interior del penal, por lo que tuvieron que usar vehículos blindados.
Una vez dentro de la penitenciaría, elementos de la Policía Federal catearon a los internos y encontraron un arma larga, una granada de gas y varios cuchillos.
La Policía Federal también detectó a una joven de 15 años que se encontraba en el penal de forma ilegal desde el 24 de junio.
El gobierno municipal dijo que ningún prisionero había logrado escapar y que la cárcel estuvo bajo control a las 2 de la mañana del 26 de julio.
La noche del 25 de julio se registraron varios ataques a miembros de las fuerzas policiacas, por lo que se cree que estos ataques se hicieron para distraer a las autoridades de lo que estaba sucediendo dentro de la cárcel.

CHICAGO – El defensa mediocampista Pável Pardo ha firmado contrato con el equipo Chicago Fire.
Él podría hacer su debut en la ciudad de los vientos el 3 de agosto cuando el Fire se enfrente al Philadelphia Union en Toyota Park.
Los términos de su contrato no fueron revelados.

CHICAGO – Defensive midfielder Pavel Pardo has signed a contract with Chicago Fire.
He could debut with his new team at Toyota Park on Aug. 3, when the Fire host the Philadelphia Union.
Details of his contract were not made public.
“Pavel is a very talented player who can help our team,” interim Head Coach Frank Klopas said. “Pavel’s international credentials and track-record as a professional were defining factors in us bringing Pavel to the Fire. He will provide additional depth in the midfield as we push for a playoff spot in the second half of the MLS season.”
Pardo started his career with Club Atlas in 1993. Then he played with UAG Tecos and Club America.
Afterwards, he went to Europe, where he played with German team Vfb Stuttgart in 2006 and returned to Club America in 2009.

The designation was made public by the International Bureau of Cultural Capitals. This
organization said they conducted an open voting on the matter and 327,496 people from 72 countries participated.
In total 42 Argentinean players, 57 Brazilian and 41 Mexican players were considered for this honor.
The organization stated in a press release that they want to “foster the consolidation of the importance of preserving the sports reality worldwide.”
The campaign to determine these winners went on for four months.

MEXICO – After weeks of speculation the news has been confirmed: Kate del Castillo is splitting from her husband, actor Aaron Diaz.
The leading lady of The Southern Queen, 38, told her followers about her split via Twitter:
“Aaron has been the most beautiful thing I have ever had and he will still be, that’s why we have decided to separate, to keep loving each other forever… I beg you not to stain this separation with speculations; there are no guilty parties, only growth in love and in search… I ‘ll take his love and his family’s love with me forever.”
In the last few weeks there was speculation that the marriage was in trouble and that he couple were leading separate lives. Also, lately there have been rumors that Kate may be lesbian, after she and actress Eva Longoria shared a passionate kiss onscreen.
At that time Kate said she didn’t need to have her husband by her side at all times to have a happy marriage.
However, her father, actor Erik del Castillo, showed his concern when he was questioned about her daughter’s marriage saying it was “not a normal marriage”, considering she was living in Los Angeles and he was living in Mexico.
Del Castillo and Diaz, 29, were married in San Miguel de Allende, Mexico in an Episcopal Church on Sept. 6, 2009 and in a civil ceremony in Las Vegas on Aug. 29.
After the split was made public, Aaron sent a press release about the issue.
“How hard it is to separate from someone when it’s not because of lack of love. It’s even more difficult to accept that such a beautiful relationship has failed, because of the success of two people on two different paths. First, I want to thank a woman who filled me with life lessons, laughter, love and happiness. A beautiful human being that will be
always in my memory and in my heart. Thanks, Kate. I also want to thank my beloved father and mother-in-law, Veronica and Darwin, for their love and for welcoming me from the first day and for making me part of the family. You know that you will always be part of ours.
“With this I want to say that Kate and I have made the decision of ending our relationship of over five years. MÉXICO – Después de semanas de especulaciones la noticia se ha confirmado: Kate del Castillo se separa de su esposo, el también actor Aarón Díaz.
La protagonista de La Reina del Sur, de 38 años, informó a sus seguidores de su separación mediante su cuenta en Twitter:
“Aarón ha sido lo más hermoso que he tenido y lo seguirá siendo, es por eso que hemos decidido separarnos, para poder amarnos siempre...Les suplico no ensucien con especulaciones esta separación, no hay culpables, sólo hay crecimiento, amor y búsqueda...me llevo su amor y el de su familia conmigo...para siempre."
En las últimas semanas se había especulado que el matrimonio no andaba bien y que ya la pareja se encontraba haciendo su vida por separado. Además, últimamente se ha rumorado que Kate pudiera ser lesbiana, después de escenificar un beso apasionado con la actriz Eva Longoria en un filme.
En ese tiempo Kate dijo que no necesitaba tener a su esposo a su lado todo el tiempo para tener un matrimonio feliz.
Sin embargo el padre de la actriz, el también actor Erik del Castillo, mostró su preocupación al ser cuestionado sobre el matrimonio de su hija, describiéndolo como un matrimonio que “no era normal”, ya que ella vivía en Los Ángeles y él en México.
