The UN-HABITATs Water or Asian Cities (WAC)Programme is a collaborative initiative between theUnited Nations Human Settlements Programme(UN-HABITAT), the Asian Development Bank (ADB)and governments o Asia. The programme wasocially launched at the Third World Water Forum

(WWF) on 18 March, 2003, and a memorandum ounderstanding was signed between ADB and UN-HABITAT on the same day in Osaka, Japan. The rstAsian Ministerial Forum was held in Osaka, Japan, on19 March, 2003; participants adopted a ministerialdeclaration on the UN-HABITATs WAC Programme.

The overall objective o the UN-HABITATs WACProgramme is to support partner countries inachieving their water and sanitation- relatedmillennium development goals (MDGs) or urbanareas. The Programme specically promotes:

Pro-poor water and sanitation governance;Urban water conservation and demandmanagement;Integrated urban environmental sanitation; andIncome generation or the urban poor throughcommunity-based water and sanitation services

The UN-HABITATs WAC Programme works at thelocal, sub-national, national and regional levelsand seeks to achieve these our main objectives bymobilising political will; raising awareness throughadvocacy, inormation and education; providingtraining and capacity building; promoting new

investments; demonstrating innovative approaches;and monitoring progress towards the achievemento MDGs. Gender mainstreaming, HIV/AIDS,capacity- building and advocacy are issues which cutacross all our objectives and all UN-HABITATs WACProgramme strategies.

On the occasion o World Habitat Day 2002, Mrs.Anna Tibaijuka, Under-Secretary-General o theUnited Nations and Executive Director o UN-HABITAT,launched the Water and Sanitation Trust Fund (WSTF).The overarching vision o the WSTF is to improvethe access o the poor to water supply and basicsanitation. Its goal is to acilitate the achievement o

MDG 7, target 10, which proesses the aim to halveby 2015 the proportion o the population withoutsustainable access to sae drinking water and basicsanitation, or, more precisely, the achievemento the redenition o this goal issued at the 2002World Summit on Sustainable Development (WSSD):to reduce by one-hal the proportion o peoplewithout sustainable access to sae water and basicsanitation. In seeking to achieve this goal, the WSTFaims to create an enabling environment or pro-poorinvestment in water and sanitation in the cities odeveloping countries and to improve signicantly thevolume and eectiveness o overseas developmentassistance (ODA) fows.

The unds objective is to help developing countriesachieve sustainable access to sae drinking water andbasic sanitation or the poor, particularly those livingin urban areas. Specically, the und supports quick-impact initiatives in participating UN-HABITATs WACProgramme countries and helps secondary townsachieve their goals with respect to the provision owater and sanitation services. The WSTF has helpedUN-HABITAT to orge a strategic partnership with theADB designed to promote pro-poor investments in

urban areas o Asia.

opportunities to learn about the benetso RWH. We used to ace many hardshipswhen it came to managing water. FoR A CAUSe

Water or Asian Cities programme o UN-HABITAT in Nepal and Bottlers Nepal Limitedare set to install rainwater harvesting system in historical ponds located in Kathmanduand Lalitpur districts. The bid is believed to recharge sinking water aquier caused byover-extraction o groundwater and climate change.

The two parties signed an agreement yesterday to work together on rainwater harvestingat a number o places in collaboration with the communities. The partnership plansto employ indigenous ways o harvesting rain or groundwater recharge in selectcommunities in Lalitpur Sub-Metropolitan City. According to the pact, LSMC andKathmandu Upatyaka Khanepani Management Board would be working together,technically aided by Centre or Integrated Urban Development.

This initiative is claimed to be an example o public private partnership. The project is saidto be crucial in generating the source o traditional stone spouts in the work areas.

Until two years ago, Rupa Shrestha, 26, housewie rom Pigantole-Lubhu, in the outskirtso Kathmandu Valley, used to get up early in the morning and walk almost one hour toLamatar just to get a bucketul o water. This was her routine throughout the year.

But, that is history now, said Shrestha. Things have changed not only or her, but also

or over 1,100 households in Lubhu. Lie or women has become easier ever since LubhuInrastructure and Environment Improvement Committee (LIEIC) launched an integratedinrastructure and environment project in the area. Earlier, all the locals were using highlycontaminated water rom traditional sources like wells and ponds located in the area,ater the piped water line connected by the Drinking Water Corporation became uselesssince no water was being supplied through it.

However, now the locals can heave a sigh o relie at not having to ace such problemsanymore. They have ormed over 30 users groups and each member o the group hasbeen entrusted with the complete care o the system.

Now, no one here has to ace the agony o water shortage like in the past, said RamBahadur Shrestha, the president o LIEIC. A long unused water pipe rom Chanpakharkawas repaired and a new pipeline was also connected rom the nearby river or drinking

water and other purposes. Both the pipelines linking every household, and over 50traditional wells and ponds revived, there is now enough water to meet the demand.

It was a joint eort. Department o Urban Development and Building Construction,Centre or Integrated Urban Development, WaterAid Nepal and UN-HABITAT, all o whomhad jointly come up with a NPR 5.2 million aid to build the system and train the locals inmaintaining it.

e ciThe main livelihood earning o over 32 households in Galchhitole-Lubhu in Lalitpur isdependent on rearing o pigs and supplying the meat to the market. Until two yearsago, almost all the people in the area used to attend to natures call in open places, notbecause they did not have toilets, but because o the ear that the pigs would eat thehuman waste.

They would also slaughter animals and throw away the entrails and bones everywhere.But ever since some youths ormed a consumers group and initiated the upgrading othe drainage system and raised awareness, we have succeeded in changing the areaslook, said Naresh Shahi, member o consumers group.

Pranay Kumar Upadhaya, senior public health ocer at Epidemiology and DiseaseControl Division inormed that the hospitals in the Kathmandu valley have not recordeda single case o cholera this year. This is because o the Sae Water and HygieneCampaign launched this year beore Monsoon.

Rainwater harvesting has big potential in Nepal and can ease current scarcity o water,participants at the high level regional meet said. In their 9-point recommendation, theysaid that rainwater harvesting had important role in conserving o water in the urbanareas, and managing drainage and fooding.

Not only this, rainwater harvesting can be a instrument to address the challenges o theMillennium Development Goals, poverty alleviation, equitable development and climatechange, they said ater concluding the three-day Regional High-Level meet on rainwaterharvesting organized by the Ministry o Physical Planning and Works (MoPPW).

It had a theme Gain rom the Rain: Collect, Preserve and Use. The programme attendedby experts, researchers, policy-makers, entrepreneurs rom South Asian Region and othercountries including Spain, the Netherlands, said that good design, construction andmanagement would make rainwater harvesting systems multi-unctional, serving manydomestic and environmental needs, while keeping water sae and avoiding breedingo mosquitoes. It urther says Rain is a git rom the skies which can be harnessedeectively, always, and especially during emergencies.

The recommendation suggests, The indigenous knowledge and skills applied in the

design and construction o such systems be studied and well documented or applicationin present times with appropriate modication under the prevailing context.

It calls or ostering regional cooperation in sharing knowledge and best practices,strengthening and ormalizing through the establishment o a South Asia NetworkingCentre or Rainwater Harvesting. According to the recommendation, cost-eectiveoptions should be explored to develop rainwater harvesting systems under Private PublicPartnership (PPP) to enhance sustainability o water supply services, including localtraditional knowledge/entrepreneurship.

It stressed on the need to launch mass awareness campaigns, advocacy campaigns and toormulate and implement rain water harvesting policies to promote rainwater harvestingin the country. It maintains that good quality water will require public health authorities toinstitutionalize suitable water quality surveillances.

Scientic research and evaluation o rainwater harvesting applications through researchand development may be carried out or encouraging aordable and economic solutionsto enhance the eectiveness o systems and adaptation to the impacts o climate change.
