VI. Community Concerns a. Kate, Victor, Hoku

i. Hoku – hi, organizer for BAMN…DACA young people threatened with deportation. Told having programs ending and facing deportation. Effort to deport all 11 million immigrants from country. Now is not the time for Schlissel to be bringing white supremacist to UM. Time for student body to send message condemning Spencer and to Trump that himself and fascist movement will not be tolerated at UM. Racist purge Trump administration conducting moral outrage and threat to democratic principles country is founded on. Richard Spencer record is

clear. Speaker in Florida, Charlottesville, that’s what he wants to bring here, have to send message that’s unacceptable. During slavery ideals of democracy threated as well, response of Americans was to make law and make sure slaves could get away and get shelter. I’ve spoken at rallies, when we say will shut him down was greeted with loud cheers. Trump marks beginning of fascist movement in this country, supporters will continue to support him as long as he delivers them deportations. MLK said in first civil rights movement, Jim Crowe was given to supporters. That’s what Trump supporters are given in deportation attempts. By this body taking stand and opposing and condemning Spencer can be heroes to…people willing to stand in front of busses. Schlissel says wants to invite Spencer to protect freedom of speech rights, attack on democratic rights of people in this community. Does not deserve to have fascists come here to carry out attacks on who knows what. They don’t care whose life they take. Have to stand against that and we think you can.

ii. Victor – hi, also with BAMN, Trump inspired by fascist white supremacists, one of most dangerous things about Trump. Making sure Spencer cannot come here by any means necessary one of most important things we have to do…along with stopping as many deportations as possible. Depends on what we do. Have heard people saying he’s gonna come. Think we have to speak to movement Hoku is talking about stopping Trumps deportations. Hopefully you saw some deportations going on here. High school student walk out on Friday. Up in the air as long as he doesn’t have a date.

ready to hit the ground running. I know can be overwhelming and confusing, here to help you and guide through process, don’t be afraid to ask questions or for help. Over 3400 signatures now, will be bringing to board of regents Thursday and presenting remarks. 4pm Anderson Room Union. Ongoing projects, Innovate public service pitch competition. Workshops and mentors for developing projects as well as money, guided process. Ask for finding people to be mentors or workshop leaders, let us know. Research on reading days for exams. c. Ethics Committeei. Lloyd – a few weeks ago opened investigation on improper use of

clerical services, officially closed. Not personal attack on anyone. For ethical question brought must always be investigated, take everything in professional matter. Due process. Called forward improper use, outlined in resolution, Sunday 12/3 select committee ended investigation, called forth Joe Goldberg, 2:22pm, discussed all information and question of improper use, presented evidence, 3 screenshots at top. Sent in email to wolvpac listserv. Mr. Goldberg presented with messages and more than complied to everything asked and more. Compliant through whole process. Taken in consideration all sides. Asked select committee, gave suggestion of no action. Message to share and platform that intent versus impact may not always be seen as something happening. Second half of statement sent to fix…voted in together and work together for higher goal. All human and respect one another. Intention was not to hurt anyone and correcting repsose was sent out to certify. If did not see correction…remember respect utmost thing to remember. Every individual may not remember what CSG is. If questions let me know. Minutes and evidence we and Joe presented. Yield to Joe.

ii. Joe – glad to see committee clear name, thank for time and diligence. Thanks Lloyd, included evidence of suggestion to make correction. While glad closed, personal anecdotes on process. Committee informed investigated because posted correction email in Facebook post with original email. Thought necessary to protect CSG. Worry precedent will limit future leaders from publically protecting organization. Worry process not as efficient as possible. Decrease legitimacy. Offer thoughts as advice. d. Election of Ethics Committee Vice Chairi. Hafsa – nominate Frank; seconded; accepted

ii. Zeke – nominate self; seconded; acceptediii. Lloyd – nominate Megan; seconded; approvediv. Frank – greetings fellow representatives. Member all semester of

committee. Preparing for divestment discussion, most experience due to being in ethics. Hopefully studying public policy.

v. Zeke – worked with Lloyd and others on committee, fun, a good time, intense in trying to decide penalty. Like rules stuff, compiled code procedures and information. Think ethics investigation did good job of keeping to exact evidence and logical reasoning and could help if got into emotions area.

vi. Megan – junior in engineering. Seems like interesting position. Experience conducting ethics investigation in sorority. Interesting due to my experience, respected work committee just did, think could bring a lot to the table.

1. Hafsa – people not on ethics, apply to join if not vice-chair? a. Megan – yesb. Zeke – yesc. Frank – already on

2. Ibtihal – challenge technicality with compiled code, what do you think challenge?

a. Megan – members on assembly, all friends and personal connections, consider self objective

b. Frank – going through investigation, compiled code and detaching emotionally and being objective

c. Zeke – rejecting implicit bias, compiled code tricky but not hardest part

3. A.J. – all said issue navigating compiled code, willing to work with rules and compiled code reforms and name one?

a. Frank – open to that, kinda jargony. More readable for average person.

b. Zeke – read sections dealing with ethics and select investigations…if complaint brought to Lloyd/chair has to start investigation. Could include clause about implicit bias and power to reject or not. Limiting to truly necessary would probably be best.

Page 7: umcsg.files.wordpress.com€¦  · Web viewAds going well, airbus, boosting FB soon. New reps like the page. Stickers. Outreach for organization. ... DEI office could be way to make

c. Megan – willing to work with Jared, could be cases with necessary changes to discuss for compiled code. Going through process of making new committee.

4. Jared – ethics met twice in last 5.5 years. Value to permanent sitting committee?

a. Zeke – I think sitting to discuss anything coming close to limit of ethical actions beneficial, not sure how many members but probably open if anyone had complaints didn’t want to officially file. So see value but understand.

b. Megan – agree I think value in having as resource. May become unnecessary later one.

c. Frank – definitely echo those sentiments. Not always needing to meet every week. Monthly basis maybe, outline what is ethical and what isn’t.

vii. Congratulations Zekee. Election of Executive Nominations Vice Chair

i. Eli – nominate Efe; seconded; acceptedii. Efe – spent last semester on exec noms with Eli as chair, nice to see

nominations and interviews, really rewarding, if there are more moving ahead with that.

1. Ali – favorite memory from exec noms? A – not sure, nothing distinct, cool spending time with my boys Frank and Eli and Jay who’s not with us any longer and Lauren. Good old CSG continuity

2. Alex – favorite question to ask? A – batman or superman. Agree to disagree with Eli

3. Jared – who feels which way? A – preface with I have unpopular opinion. Eli says superman. I understand batman doesn’t have superman powers but I think he’s tactical enough to figure out how to be superman

4. Zeke – only way to beat superman…batman smart and rich enough to have kryptonite in his possession? A – sure…it’s going to be batman. Probably is official answer

5. Zoha – favorite Marvel superhero? A – patriotic answer, captain America

6. Tom – batman versus captain America? A –rolling on batman train. It will be close. But batman.

iii. Congratulations Efef. Appointment of Ibtihal Makki as College of Pharmacy Representative

Page 8: umcsg.files.wordpress.com€¦  · Web viewAds going well, airbus, boosting FB soon. New reps like the page. Stickers. Outreach for organization. ... DEI office could be way to make

i. Ibtihal – first year in college of pharmacy. LSA SG last year. MENA box. Go to UC meetings. Love resolutions.

1. A.J. – topics could not have conversation about? A- superhero stuff, don’t know who batman is. And sports.

2. Zoha – something you want to see done in CSG in relation to pharmacy? A- horrible facilities. Leaking ceiling. Not enough study spaces. Share with geological sciences. Sharing their space during our lunch period.

3. Zeke – prescription medication take back? A – not supposed to flush medication down toilet. Pharmacy takes them back, huge event, not a lot of people know about it, could use CSG for advertising

4. Rachel – ceiling leak, fixed temporarily, could you contact them to fix this? A – big facilities budget

5. Jesse – favorite thing to talk about? A – politics. Resolutions6. Tom – batman equivalent in politics? A – Elizabeth Warren 7. Austin – Elizabeth Warren access to kryptonite? A – don’t think

iii. Referred to finance committee b. A.R. 7-025 A Resolution to Fund Barnes & Noble Gift Cards For Study

middle of moving can contact again, short code at BNd. Austin – BN still sells wooden pencils, mechanical more

than $5? A – (Zoha) work at BN, North campus hase. Austin – North, planning on distributing in same

manner? A- yesii. Comments on how to improve

1. Zoha – work at BN, $5 not enough to buy supplies, amending to $10

2. Austin – agree and look into up to valueiii. Referred to finance committee

c. A.R. 7-026 A Resolution Seeking University Funding to Compensate Members of Central Student Government for Their Work

i. First reads1. Brittney – we put in a lot of work and standard across country is

compensate members and at very least president and vice president. Obvious norm and in minority, assembly make up used to be a lot different, majority came from background didn’t require them to be financially stretched. Funds from student life and scholarships for eligible members of assembly.

a. Marianne – just for CSG? A – yes

Page 10: umcsg.files.wordpress.com€¦  · Web viewAds going well, airbus, boosting FB soon. New reps like the page. Stickers. Outreach for organization. ... DEI office could be way to make

b. Kevin - Members in general or just Pell grant? A – language of resolution states for all members of assembly. Everyone can be compensated but if not needed can go back into pool

c. Tom – graduate school has position as staff assistants, anything like that? A – just have GSI’s in Social Work not sure (Zeke) engineering has course credit or money compensation (AJ) by department not college of engineering

d. Austin – mentioned want to have 3 spaces in LES reserved for Pell eligible, number ? A - conversation with folks in student life from small cohort of initial LES

e. Marzia – grants for remaining members, semester basis? A – yes and then hours more so for treasurer, SOFC chair, more like stipend for assembly members

i. International student, grant paid by hours can limit international students, president or vice president couldn’t be

f. Jesse – compensation based on family’s economic standing, everyone giving same amount of time? A – goal was to figure out in same way have need-based aid, payments need-based, speaking for myself open to accepting amendments or comments (Hafsa) students who come from different economic status families more pressured, involvement on CSG might be affected

g. Ali – 70% colleges do this you mentioned, one model in mind? A – I think waiting to pass to create model

h. A.J. – greater opportunity cost if working or CSG? A – yes

i. Pell grant base level and scale up, all reps giving up some time, open to that? A- yes

i. Eldar – given at end? A – include language about recalled or limited meetings, weird things happen

j. A.J. – secure pot of money first? A – yesk. Zeke- how much LES and pell grant eligible number? A

– LES just moved forward so not sure, Pell is certain percentage below federal poverty line

l. Austin – characterizing financial aid situation? A – financial aid.

Page 11: umcsg.files.wordpress.com€¦  · Web viewAds going well, airbus, boosting FB soon. New reps like the page. Stickers. Outreach for organization. ... DEI office could be way to make

i. If don’t submit? A – will keep in mindm. Kevin – money from? A – would not want to raise

student feesn. Motion to extend by 5 minutes; seconded; approved

i. Brittney – negative reaction to raise student fees, voted against in last assembly, included clause for funding from student life

ii. Frank – attract students from lower income who have to work

o. Kevin – if not raising student fees taking money from something else? A- wouldn’t frame as taking away from anything, DEI office could be way to make good on their word

p. Jesse – consider making part merit-based? A – yes would consider

q. Zeke – whereas “exploitation of labor” phrase, open to including impactful things CSG has done? A – yes

ii. Comments on how to improve1. A.J. – certain population thinks CSG useless, most use resources

we provide2. Sujay – might be good idea to add structure and dispersal, so

university can’t withhold money for some reason if student says something that disagrees with university

3. Marzia – international students, not eligible for work study or financial aid, suggestion is to frame as grant or scholarship. Work or hourly basis creates issues. Find problematic. Financial need hard to…

4. Jesse – implementation, do research and find and cite programs in documents

5. Zeke – if I were administrator reading…exploitation of labor…should provide examples of valuable output from CSG that merits compensation. Also have concern about productivity for assembly, motive-drive, attaching dollar sign may influence motivation for being here.

6. Kevin – idea never going to change negative perception problematic…don’t think merits us being paid.

7. A.J. – seen David work 60 hour weeks, Anushka more than 40. Work that would get paid in any other circumstance. Very extractive. Have seen people get broken by these positions.

Page 12: umcsg.files.wordpress.com€¦  · Web viewAds going well, airbus, boosting FB soon. New reps like the page. Stickers. Outreach for organization. ... DEI office could be way to make

Setting up airbus. Work being done that helps a lot of students. Took this job to serve people not get paid. Should be trying to tear down cost barriers. Paying students about opportunity cost about being at CSG.

8. Jared point of order comments to improve resolution not comments on resolution. Pertinent comments please.

9. Marianne – for compensating all reps, need based would counter idea we’re paying ourselves.

10. Jesse – try to define how much money, seems like substantial amount

11. Austin – a couple whereas discussing other aspects of DEI not relevant to proposal don’t think relevant

iii. Referred to resolutions committeed. A.R. 7-027 A Resolution Requesting the Creation of a Student Regent Position

on the University of Michigan Board of Regentsi. First reads

1. Brittney – continuation of putting pressure on regents. Not brand new idea. Every year president and vice president have pushed. Aware would have to have constitutional amendment. That would be if student regent had voting rights, could have in future if regents in future appointed. Would have regents pretend to care about what students think. Literally removed bylaws concerning students on board.

a. Austin – spirit to create dedicated advisory? A – yesb. Anushka – explain difference between this and CSG

president? A – president in space to deliver speech and more collaborative separate work, difference in viewpoints and interpretation…added language about consideration for vote

c. Tom – voting members other schools? A – UC system has constitutional amendment and yes

i. Tom – would have to open to Dearborn and flint campuses? A- yes

d. Kevin – time commitment board of regents? A – once a month except November and august, 1.5 to 4 hours, not including committee or other private meetings regents have

Page 13: umcsg.files.wordpress.com€¦  · Web viewAds going well, airbus, boosting FB soon. New reps like the page. Stickers. Outreach for organization. ... DEI office could be way to make

e. Ibtihal – other assemblies, biggest pushback in past? A- constitutional amendment. David and Micah…biggest pushback. Overlap in president and regent.

f. Zeke – in examples, one of fewer that has regents above president, other schools above or below? A – unsure (AJ) UT has chancellor as ex-officio member

g. Izzy – talks about 2 year term, csg member, we have one year terms? A – added onto CSG. Fall underneath assembly.

h. Jesse – regents selected state-wide not just students…? A – that was why we took out saying student could vote. Think would be fair to leave to students

i. Elect another person campus wide to represent, Anushka? A – can change some language, shift responsibility

i. Kevin – regents compensated for work? A- noj. Marzia – compensation for scholarship? A – something

we saw in other schoolsk. Tom – RSG talked about same thing, open to one

undergrad one grad? A – yesl. Austin – consider as officer within CSG? A – no can take

under considerationm. Sujay – 2 years, undergrad students? A- working with

regents 2 years thing, experience with issues, building…working with students.

ii. Comments on how to improve1. Anushka – when David and Micah ran, I ran campaign, this was

core tenet of their campaign, hired external law firm. Even ex-officio member requires constitutional amendments, not voting component that necessitates amendment. Fear no difference between my role and this one. Already point of contact for students. Dilutes influence CSG president can have and regents will only rely on one and dilute others’ position. More specific thing to do. Hired law firm, looked into regent bylaws, removed as clerical error about student participation open to regent decision making process, has been added back. No explicit codification of it, talked about 2nd regent bylaw about what it means to participate as student in process. Description of role I

Page 14: umcsg.files.wordpress.com€¦  · Web viewAds going well, airbus, boosting FB soon. New reps like the page. Stickers. Outreach for organization. ... DEI office could be way to make

already hold, if we get committee and private meeting access I think better move for us.

2. A.J. – committee access, with codified influence on how laws get made. Pushing for greater student involvement. Goes to payment thing again. Opportunity cost…need more student voices on committees

3. Zeke – voted on regents. As in state student has say, out of state students, chose to come to public university for taste of Michigan and people from here, board of regents as representative of people of state of Michigan. That’s what we’re doing. We pass resolutions that tell people how they feel.

4. Ibtihal – find out how many committees in board of regents so multiple students can be involved

5. Jared – graduate student representation6. Anushka – caution against bifurcating graduate and

undergraduate representation7. A.J. – attacking issues and dicing of people…8. Tom – obviously I have feelings. Disagree with a lot of those

points. Graduate students…teach for school, work for the school. A different experience altogether.

9. Austin – was undergraduate and now graduate. 10. Efe – different ways to detract...if committee could have

graduate and undergraduate different ways to approach problem.11. Austin – reframe as advising to presidents

iii. Referred to resolutions committeeXIII. Old Business

a. A.R. 7-023 A Resolution Calling on the U-M Regents, President Schlissel, and U-M Administration to Defend the Safety and Well-Being of Our Diverse Campus Community by Declining the Request of Richard Spencer Coming to Speak at the University of Michigan

i. Second reads1. Jason – made some changes from last week to focus on violence

and safety aspect of Richard Spencer coming to speak, removed references to content of speech. Events have been accompanied with violence. Call on regents, president, administration to prioritize safety of student body which would be jeopardized by him coming to speak on campus.

a. Nadine – meet with Will? A – yes. Said changes good. b. A.J. – he was on board with it? A – yes

Page 15: umcsg.files.wordpress.com€¦  · Web viewAds going well, airbus, boosting FB soon. New reps like the page. Stickers. Outreach for organization. ... DEI office could be way to make

c. Marzia – value added and whereas into rest of resolution, DEI clauses fit in into rest of resolution, refers to substance of speech? A – university stated priority.

d. Tom – wouldn’t you agree added in because minority students target of Spencer followers?

i. Yara – DEI part of institution university created, opportunity to thrive, threat of violence contradicts.

e. Marzia – consider rephrasing in a way to circle back to endangering safety in another way

f. Megan – what Anushka was saying about lawyers using wording against…talking about DEI in this sense could be seen as not following that, do you think could detract from argument of pushing safety to be most important argument against? A – I see how it might be distracting, CSJ rep didn’t bring it up

g. A.J. – CSJ? A – Willh. Zeke – point of including whereas third on page 2,

applies to situation? A – (Yara) responsibility to make judgment.

ii. Proposed amendments1. Ibtihal – standard practice guide clause, originally added.

Propose amendment to strike whereas clausea. Friendly

2. Jared – list of whereas I think don’t directly relate, motion to strike. Second whereas first page. Fourth and fifth whereas second page. Third page second whereas. Amend to strike all four whereas clauses.

a. A.J. – office of DEI states…keep to add and amend?b. Hafsa – make amendments separatec. Rescind

3. Jared – first to remove second whereas on first pagea. Ibtihal – every clause to say about students?b. Rescind

4. A.J. – whereas DEI office…in order to thrive students need to feel safe and secure.

a. Megan – making separate? A – will keep as one

Page 16: umcsg.files.wordpress.com€¦  · Web viewAds going well, airbus, boosting FB soon. New reps like the page. Stickers. Outreach for organization. ... DEI office could be way to make

b. Marzia – bringing up diversity…diversity of opinion…freedom of speech? A – don’t take as given call to diversity trumps basic safety
