    ForewordThis publication provides the monthly Consumer Price Indices for Uganda (Composite)and for the ten baskets of Kampala High Income, Kampala Middle Income, KampalaLow Income, Jinja, Mbale, Masaka, Mbarara, Fortportal, Gulu and Arua. All the basketsare for the urban households.

    The current Consumer Price Index was rebased from 2005/2006 using weights derivedfrom the Uganda National Household Survey (UNHS IV), that was conducted from May2009 to April 2010. During the rebasing exercise, Kampala was further decomposedinto three baskets from the two that has been existing. In addition, Fortportal Centrewas incorporated into the Index. The rebased CPI is now classified using internationalstandards, referred to as Classification of Individual Consumption According to

    Purpose (COICOP). This is a shift from the Central Product Classification (CPC) thatwas used in the earlier series.

    At the elementary aggregate (EA) level, the indices are computed using the Jevons(Geometric Mean) method for all items within the elementary aggregates. The modifiedLaspeyres index formula is used to compute higher level indices. The National CPI iscomputed as a weighted average of the ten baskets mentioned above and indices areavailable from the EA level.

    Highlights of CPI, May 2016

    1.1 Annual InflationThe Annual Headline Inflation for the year ending May 2016 increased to 5.4 per cent

    compared to the 5.1 per cent recorded during the year ended April 2016.The driver for the Annual Headline Inflation was the Annual Core Inflation whichregistered 7.0 per cent for the year ending May 2016, compared to the 6.4 per centrecorded during the year ended April 2016. The increase in Annual Core Inflation isdue to a rise in other goods Inflation of 7.4 per cent for the year ending May 2016compared to the 6.7 per cent increase recorded during the year ended April 2016. Inaddition, Annual Services Inflation increased to 6.5 per cent for the year ending May2016, compared to 5.9 per cent increase that was recorded during the year ended April2016

    On the other hand, Annual Energy, Fuel and Utilities (EFU) Inflation decreased to 5.6

    per cent for the year ending May 2016, compared to the 6.5 per cent recorded duringthe year ended April 2016. Similarly, the Annual Food Crops and Related ItemsInflation decelerated to 5.0 per cent for the year ending May 2016, compared to anearlier deceleration of 4.2 percent recorded during the year ended April 2016. Thedeceleration in Annual Food Crops Inflation was due to the decline in the annualVegetables Inflation to minus 8.1 per cent for the year ending May 2016 compared tothe minus 6.1 per cent recorded during the year ended April 2016.

    1.2 Food and Non-Food InflationThe Annual Food Inflation decreased to 2.1 per cent for the year ending May 2016compared to 3.5 per cent recorded during the year ended April 2016. On the otherhand, the Annual Non- Food Inflation increased to 6.8 per cent for the year ending May2016, compared to the 5.8 per cent recorded during the year ended April 2016 (Fig.

    2). Key Drivers for the increase in Non-Food inflation were Clothing and Footwear (at10.7per cent), as well as Miscellaneous Goods and Services(at 11.6 per cent).

    1.3 Annual Headline Inflation by Income Groups and GeographicalAreas

    Arua registered the highest Annual Inflation of 7.3 per cent for the year ending May2016, compared to 7.2 per cent recorded for the year ended April 2016. High Annual

    Inflation for Clothing and Footwear, at 10.3 per cent for the year ending May 2016, wasthe main driver for Arua. In addition, the Annual Inflation for Restaurants and Hotelsrose to 14.6 per cent for the year ending May 2016 compared to 13.9 per centregistered for the year ended April 2016.

    The second highest inflation registered was Masaka, at 6.5 per cent for the year endingMay 2016, though lower than 6.7 per cent recorded in April 2016. In particular, high

    Annual Inflation for Furnishings, Household Equipment and Routine HouseholdMaintenance that registered 11.3 percent in May 2016 compared to 9.3 per cent for

    April 2016 was the main driver of the Centre inflation. In addition, Miscellaneous Goodsand Services recorded an annual inflation of 4.6 per cent for the year ending May 2016compared to 3.1 per cent for the year ended April 2016.

    Kampala High Income registered the third highest inflation of 6.1 per cent for the yearending May 2016, up from 5.3 per cent registered for the year ended April 2016. Thiswas driven by Clothing and Footwear at 14.4 per cent, for the year ending May 2016,compared to 8.8 per cent recorded for the year ended April 2016. The other driver wasMiscellaneous Goods and Services that registered an 18.1 per cent for the year ending

    May 2016 compared to 9.0 per cent recorded during the year ended April 2016.The graph 3 shows Headline inflation for all CPI centres for the months of April 2016and May 2016.

    2.1 Monthly InflationThe Monthly Headline Inflation rose by 0.2 per cent for the month of May 2016, up fromthe 0.1 per cent recorded in April 2016. This rise is mainly attributed to the CoreInflation that registered a 0.5 per cent rise in May 2016 from the earlier 0.0 per centrecorded in April 2016. Food Crops inflation decelerated to 1.5 per cent in May 2016from the 2.4 per cent increase recorded in April 2016. Drivers of Food crops Inflationwere, Fruits and Vegetables Inflation that registered a minus 2.3 percent and a minus0.3 percent in May 2016 respectively. Similarly, the monthly EFU Inflation for May 2016dropped further by 0.7 per cent from the 1.6 per cent drop observed in April 2016. Thisis mainly attributed to a decrease in fuel prices during the month. In particular, Petrolprices decreased by 3.3 percent in May 2016 from an earlier drop of 6.2 percent thatwas recorded in April 2016, Kerosene prices decreased by 1.5 percent in May 2016compared to a decrease of 1.4 in April 2016 and Liquefied propane gas prices for themonth of May 2016 decreased by 0.6 percent from the 0.4 per cent decrease recordedfor the month of April 2016.
