INTRODUCTION This supplement in conjunction with the latest revision of the organization approved DGAC/OSAC Maintenance Organization Exposition (MOE) defines the organization and procedures upon which compliance with the Civil Aviation Regulations (CARs) of the United Arab Emirates is based and shall form the basis of acceptance by the UAE General Civil Aviation Authority (GCAA) to perform and certify maintenance on aircraft registered in the UAE or on components, or on engines, or on APUs or propellers installed on aircraft registered in the UAE under the regulatory control of the UAE GCAA. Whenever there is an amendment to the organization approved DGAC/OSAC MOE, the Quality department shall send a copy of the revised and approved EASA MOE in the form of a CD to the UAE GCAA. The Same copy of the CD shall contain the latest approved UAE GCAA MOE supplement. The supplement shall be amended as necessary to remain in compliance with the requirements of the UAE GCAA Civil Aviation Regulations. To maintain GCAA CAR 145 approval, this supplement and any subsequent amendment shall be approved by the GCAA.

1.1 CORPORATE COMMITMENT BY THE ACCOUNTABLE MANAGER This supplement and the latest DGAC/OSAC approved MOE define the organization and procedures upon which the UAE GCAA CAR 145 approval is based as required by CAR 145.70. These procedures are approved by the undersigned and shall be complied with, as applicable when work/orders are being processed under the terms of GCAA CAR 145 approval. It is accepted that these procedures do not override the necessity of complying with any new or amended regulation published by the UAE GCAA from time to time where these new or amended regulations are in conflict with these procedures. It is understood that the UAE GCAA shall approve this organizations whilst the UAE GCAA is satisfied that the procedures are being followed and work standards maintained. It is further understood that the UAE GCAA reserves the right to suspend, limit or revoke the CAR 145 approval of the organization if the UAE GCAA has evidence that procedures are not followed or standards not upheld. 1.4 NOTIFICATION PROCEDURE TO THE GCAA REGARDING CHANGES TO THE ORGANIZATION’S ACTIVITIES/APPROVAL/LOCATION/PERSONNEL
In accordance with UAE GCAA requirements, the Quality Assurance Manager or in his absence, his deputy, is responsible for notifying the UAE GCAA as soon as practicable of any of the changes listed below:
The name of the Organization; The location of the Organization; Additional locations of the Organization; The Accountable Manager; Any of the senior persons specified in UAE MOE Supplement/Maintenance Management
Personnel; The facilities, equipment, tools, material, procedures, certifying staff and scope of work that
could affect the GCAA approval. The purpose of this notification is to enable the GCAA to determine continued compliance and amend, if necessary, GCAA CAR 145 approval certificate.
1.5 SUPPLEMENT AMENDMENT PROCEDURES The Quality Manager is responsible for the issuance and administration of this supplement including the submission of proposed amendments to the GCAA for approval. Whenever the DGAC/OSAC MOE is amended, the Quality Manager shall ensure that the changes affecting UAE GCAA supplement are also addressed simultaneously for GCAA approval. The GCAA approval of the supplement shall be made by stamping the cover page of the supplement. 1.6 CONTINUED VALIDITY OF APPROVAL
The UAE GCAA approval certificate is valid for 1 year from the date of issue, or as stated in the certificate. The approved Organization shall forward a request for renewal to the UAE GCAA 60 days prior to the expiry date. The renewal shall be applied using GCAA form AWF‐AMO‐001 Application for CAR 145 Approval. The approval shall be renewed upon satisfying the following: a) The approved organization remains in compliance with GCAA requirements. b) Payment of any charges as prescribed by the GCAA. 1.7 AUDITS BY UAE GCAA

The GCAA reserves the right to audit the organization’s facility and station(s) at any time during the validity period of the GCAA CAR 145 approval for which prior notice shall be served. The organization shall provide the GCAA with the necessary arrangements to access the facility and station(s) in order to determine continued compliance with GCAA requirements.
2.1 Release to Service Procedure The UAE GCAA requires that the performance of maintenance of UAE registered aircraft are carried out by UAE GCAA approved Aircraft Maintenance Organizations and certified in accordance with UAE GCAA Civil Aviation Regulations (CAR) and the organization’s release to service procedures. A certificate of release to service (CRS) shall be issued by an appropriately authorized certifying staff when satisfied that all required maintenance had been properly carried out in accordance With UAE Civil Aviation Regulations and DERICHEBOURG Atis Aeronautique (DAA) release to services procedures specified in MOE §2.16 Additionally, DERICHEBOURG Atis Aeronautique (DAA) being identified as a UAE GCAA approved maintenance organization shall annotate the UAE GCAA approval number on the aircraft Certificate of Release to Service. The Certificate of Release to service shall contain the statement laid down in CAR AMC 145.50(b) “Certifies that the work specified except as otherwise indicated was carried out in accordance with CAR 145 and in respect to that work the aircraft/aircraft component is considered fit for release to service”. AW Form 1 or EASA Form 1 with GCAA dual release shall be used, when releasing to service aircraft components, engines, or APUs. 2.2 Reporting Defects to the GGCAA/Operator/Manufacturer . Refer to CAAP 22 and ROSI online
form.
Any un‐airworthy condition or defect on UAE registered aircraft, aircraft engine or aircraft component as defined in GCAA Civil Aviation Advisory Publication CAAP 22, Appendix C shall be reported to Quality Department and Line Maintenance Manager of DERICHEBOURG Atis Aeronautique (DAA) within 24 hours from identification of the condition, using the “Reporting of Safety Incident (ROSI)” or “Occurrence Reporting Detected in Maintenance (DOC MOE 16) of (DAA)” by Station Manager (DAA). Any un‐airworthy condition or defect on UAE registered aircraft shall be reported to the GCAA within 72 hours from identification of the condition, using the “Reporting Of Safety Incident (ROSI) form, on line or print hard copies, and submit after filling in thought the GCAA FAX +971 4 2820847 by Quality Department (DAA). http://www.gcaa.ae/en/rosi/pages/reportform.aspx

2.3 Certificate of Maintenance Review Procedures Not applicable 2.4 Certificate of Fitness for Flight Procedures Not applicable 2.5 Duplicate Inspection Procedures Reference GCAA CAR Part V, Chapter 2, Section 9, and §2.23 of MOE DERICHEBOURG Atis Aeronautique (DAA). All vital points or control systems must be identified in the Aircraft Maintenance Manuel. Whether vital points or control systems were not identified, the customer must be informed. Where vital point have been identified in the maintenance documents for the aircraft, such points shall be subject to duplicate inspection following initial assembly or following any disturbance to them or to any control system. 1. A duplicate inspection of all vital points/control systems (as indicated/provided by the UAE operator)
in an aircraft shall be made after initial assembly and before the first flight after overhaul, repair, replacement, modification or adjustment.
2. Vital points/control systems subject to duplicate inspection shall not be disturbed or readjusted after the first certified inspection and the second part of the duplicate inspection shall, as nearly as possible, follow immediately after the first part.
3. If a vital point/control system is disturbed after completion of the duplicate inspection, that part
which has been disturbed shall again be inspected in duplicate before the aircraft flies.
4. The duplicate inspection shall be the final operation to establish the integrity of the vital point/control system when all the work has been completed.
An additional inspection shall be made, when all covers and bearings are finally secured, to ensure that full, free and correct movement of the controls is obtained. 5. Persons holding valid customers approval letter with appropriate aircraft type and rating are qualified
