Blikkiesdorp want to go big for their chil-dren on Youth Day, but they need our help.

The Caregivers of Blikkiesdorp feel verystrongly about showcasing the immense tal-ent they have in the area to send out a strongmessage of hope to the world.

They’re already hosting a series of audi-tions for the talented youth and on Monday17 June the finalists will go neck to neck to

win the Grand Prize of a scholarship at anArts and Culture Academy.

Even though they are already working onthe programme for the day, they still needhelp with specific requirements.

They issued a request for NGOs who cando campaigns to actively engage with theyouth who will be at the event.

The sponsorship of a sound system andservices of a sound engineer for the daywould also help, and they are also looking

for person who want to help with Master ofCeremony duties on the day.

Artists are also invited to be in action onthe day to produce some murals in the area.

Blikkiesdorp needs help with Youth Day Event

Bishop Lavis learners are becoming fitnessfreaks!

There was excitement at Bishop Lavis Se-condary School last week with the openingof a full gym facility at the school.

MEC for Sport, Dr Ivan Meyer, a formerlearner there, enthusiastically tried out so-me of the equipment and chatted to learnerswhile on a spinning bike.

He was pleased to be back at his old highschool and thrilled that a partnership withVirgin Active South Africa, and the Depart-ment of Education had made this FutureCrew project a reality.

This facility is the third in a series of Fu-ture Crew schools’ based projects aimed atempowering learners in challenged commu-nities to make positive changes in their li-ves through being active and with life skillstraining.

First piloted at Lavender High Senior Se-condary School six months ago, followed byHawston, the model is proving successfuland is set to be rolled out to additionalschools over the next two years.

The learners were equally as excited totry out the gym equipment.

Meyer told the learners that they had theopportunity to turn their lives around andbe successful, urging them to become addic-ted to a healthy and active lifestyles and tosay yes to exercise.

Ashwin Willemse, ex-Springbok rugbyplayer, Future Crew ambassador and direc-tor of the Greensmile Foundation sharedhis story of how sport changed his life.

From being involved in a gang and takingdrugs, he managed to turn his life aroundand told how the impact of someone caringand believing in him took him on the jour-ney from high school to being part of theteam that won the World Cup Rugby tourna-ment. He believes nothing is impossible andif you believe you can achieve. Inspirationalmessaging for the learners.

Principal, Kevin Sonn, talked about theimportance of education to build and impro-ve our society. How the youth are our futureand that the gym will go a long way to hel-ping changing attitudes.

The overall theme of the day was aboutbeing positive, achieving your goals and be-ing part of a dynamic future in South Africa.

The organisation is about the learnersand helping them make a better future andbeing part of the solution to the challengesthat face our country.

Play Day at the Bonteheuwel CommunityCentre with a special day of activities forchildren in the area.Book Buddies’ Soraya Salie said that the

projectwas an after-school reading exercisethat has been running for the past two ye-ars, but they have now learnt to incorporateplay into their activities.“Wewere invited to aworkshop to inform

us that 28 May is World Play Day, and wewhere we were educated on how to playwith toys and in the same time educate ourchildren and grandchildren with these toysand games,” she said.“I was quite amazed when the snakes and

ladders game was explained, because sincechildhood I was fond of that particular ga-me.“Now I’ve learnt that we need to explain

to our children that snakes and ladders isa perfect demonstration of life’s challenges.“By going up the ladder are the ups of life,

and by sliding down the snake, are thedowns of life. But its fine, as there is alwaysopportunity the get up and continue the ga-me! It’s not aboutwinning or losing, butme-rely demonstrating how to have respect forthe rules of the game.“Everything has its purpose – from the

amount of hand muscles used and serve asexcercise while shaking the dice. The abili-ty to count the dots on the dice and the num-bers, colours and pictures on the board. Ifound it so amazing.”She also pointed out that the basic ele-

ment is that they can start at an early agewith the children and teach them pre-rea-ding skills. Book Buddies has four facilita-tors working at the community centres inBonteheuwel and Netreg. Reading sessionsare hosted twice a week.“Today we are hosting a joint session for

Play Day,” she said.“The City’s Department of Sports and Re-

Community workers from Delft are leadinglights when it comes to caring.

Last week the Lighthouse Ministry inParow hosted some of them for a specialbreakfast to thank them for their tirelesswork in the community.

Charmaine Abdurahman was one of therecipients of a certificate of thanks, but isalso a member of the ministry, who assistsmany of the organisations with their workin the community.

“In recentweeks there have been somanyincidents of violence and killing in our com-

munity, and these workers are some of ourunseen heroes that were honoured by thechurch,” she said.

“All of themare volunteers in their neigh-bourhoods who care about victims of crimeand are there to offer their support.”

“Not just in counselling families but theyalso help with organising assistance forthese families during their timeofneed, andtheydo thiswith lots of compassion and car-ing too.”

She pointed out that the church wantedto host the volunteers to show them thatthere are people taking notice of their serv-ice to their community.

The City of Cape Town’s Rates and Tariff pol-icies are designed to ensure all citizens haveaccess to basic services.

This policy enables individuals who meetthe criteria to have access to free basic serv-ices and a rates rebate.

Johan van der Merwe, Finance Portfoliochairman, says there are criteria that the ap-plicants for indigent benefits must meet.

Applicants can apply for indigent benefitsat municipal offices by completing the rele-vant forms and submit it with other rele-vant documentation; such as, copy of ID andproof of gross monthly household income.

V The property involved must only be usedfor residential purposes,

V The applicant must be the registeredowner of the property or resident in a childheaded household where the property is reg-istered in the name of the deceased par-ent(s),

V A divorcee who received the property bymeans of his or her divorce settlement,

V Applicants must be full-time occupantsof property, and

V The applicant must have a prepaymentelectricity meter and a water managementdevice installed.

Every residential property will receive a100% rebate on the rates levied on the firstR200 000 of the municipal value of the proper-ty. A monthly indigent grant of R67,42 willbe credited to every residential property val-ued at R300 000 or below, and in addition tothe 6 kilolitres (kl) of water already allocat-ed, an extra 4.5 kl Z totalling 10.5 kl of waterfree of charge.

This grant also covers the sewage cost re-lated to the extra free allocation of water.

The charges for the 240 litre refuse binsprovided to residential properties are subsi-dised as follows: properties valued up toR100 000 receive a 100% rebate; those valuedbetween R100 001 and up to R150 000 receivea 75% rebate; those valued between R150 001and R350 000 receive a 50% rebate and thosevalued between R350 001 and R400 000 re-ceive a 25% rebate.

Every person deserves to put their best footforward, especially impoverished learnersfrom Belhar.

The Put Foot Foundation stomped into thearea last week and visited Gardenia and Eri-ca primary schools to ensure that more than300 children had new shoes to see themthrough the winter season.

This exercise was done in partnershipwith local representative councillor GeraldSiljeur, who has coordinated similar opera-tions at numerous schools in the area.

The Put Foot Foundation wants all SouthAfricans to realise the plight of the poor andannounced that Tuesday 18 June will be thefirst official National Barefoot Day.

All South Africans are asked to go barefootto highlight the plight of underprivilegedchildren in South Africa, and to commemo-rate Youth Month.

This organisation has become synony-mous with giving children hope, pride anddignity through the gift of a new pair ofschool shoes.

Through this simple act, children in needare able to play, learn and have fun.

The National Barefoot Day has been crea-ted to highlight the impact of not having thebasics, in this case a pair of school shoes.Walking to school at the height of winter istraumatic, and the embarrassment of not ha-ving shoes overshadows the necessity tolearn.

Daryn Hillhouse, chairman of Put FootFoundation, has challenged all South Afri-cans to go barefoot on this day for an houror a few minutes, to experience what milli-ons of young children in our country haveto deal with daily and to fully understand theextent of the problem and to show their sup-port for South Africa’s youth.

“We want to create a movement, and moreimportantly we want to help put brand newpairs of 100% leather locally producedschool shoes on the feet of every needy childin South Africa,” pledged Hillhouse.

Hillhouse went on to add that the organi-sation has raised more than R1.5 millionsince its inception in June 2012.

“We have helped over 5 000 children andtouched the lives of hundreds of teachers,parents and ordinary South Africans. TheNational Barefoot Day is the next chapter inthe Foundations success, and we need allSouth Africans to get involved, includingcorporates or individuals, we can all makea difference,” he said.

Supporters of the National Barefoot Day,who have registered on the official website,can also donate to the Put Foot Foundationor volunteer their time to participate in oneof the national shoe drops at schools.

my at a ceremony on Saturday 25May at theGlencairn Rotary Camp.Six high schools were invited to partici-

pate in the pilot phase of the project. TheywereBishopLavis, Lotus, Crystal, Phoenix,Oscar Mpheta and Isilimela.The initiative is aimed at reaching out to

youth at risk, where they engage in activi-ties which will enable being a positive rolemodel, life skills development and fun acti-vities including a ride-along in aMetroPoli-ce patrol vehicle.According to the City’s Mayoral Commit-

tee member for Safety and Security, JPSmith, the idea is to expose the 180 learnersto positive interactions with Law Enforce-ment and affording them the opportunity toparticipate in positive programmes of cha-racter building.Also, the initiative was designed to help

them define their role as positive contribu-tors in society.“Peer pressure leads many of our young

people astray and in some instances just loi-tering on the street corners can be a careerpath straight into crime,” he said.“We don’t want our youth hanging out on

the street corners. We want them to hangout with positive role-models, like the poli-ce.“The police officer can be described as the

person in the best position to identify theneeds of young people in a community,they have a first-hand opportunity to be apositive force in young lives.”Metro Police spokesperson Nowellen Pe-

tersen added that the pilot phase of the pro-ject will consist of three weekend campswhere 60 learners would be identified fromtwo schools per weekend.“We also have plans to involve the lear-

2. VERBRUIKSTARIEWE EN -HEFFINGSBTW teen 14% word by die volgende dienste bygevoeg: water, sanitasie,elektrisiteit en vaste-afvalbestuur.

2.1 WATER

Drie stelle watertariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppelaan die vlak van watervermindering wat opgelê word. Aangesien die10%-verminderingstarief as norm by die Waterverordening ingesluit word, saldít die tarief wees wat geld. Dit kan egter later na gelang van verdere vereistebeperkings hersien word.

2.1.1 Volledig huishoudelik – water wat hoofsaaklik vir huishoudelike doeleindesgebruik en aan enkelresidensiële eiendomme voorsien word.

2.1.12 In pas met die aanvaarding van die beleid oor stedelike landbou is ’n gratistoewysing van 10 kℓ per maand ingestel vir die uitsluitlike doeleinde vanbestaansboerdery deur kwesbare groepe.

2.1.13 Huishoudings in wooneenhede op gemengdegebruik-eiendomme kan om’n gratis toewysing van 6 kℓ per eenheid per maand aansoek doen. ’nBeëdigde verklaring sal vereis word, en die aansoek sal op grond van diepersentasie van die hoofgebruik ondersoek en oorweeg word.

2.1.14 Bestaande skuilings vir haweloses – geakkrediteerde skuilings wat bydie Stad Kaapstad geregistreer is. Bygewerk om die verbruikstariewe virouetehuise (buiten dié wat as huishoudelike groepe geklassifiseer is)sowel as tehuise vir die gesondheid van diegene met fisiese of geestelikegestremdhede in te sluit.

Hoogtepunte

• Deernistoelae word verhoog van R53,27 tot R67,42 (d.w.s. R40,36 water +R27,06 sanitasie).

• 10,5 kℓ gratis water per maand vir eiendomme met ’n waardasie van totR300 000.

• 6 kℓ gratis water per maand vir alle inwoners.• Die persentasie stygings in blok 2 van die volledig huishoudelike

kategorie oorskry die standaardstyging weens die verlaging in diesubsidievlak in hierdie blok, wat op sy beurt deur verbruikspatrone en diewatervraagstrategie genoodsaak word.

• Die volgende fase om die aantal blokke in die huishoudelike groepskategorieuit te brei ten einde dit verder met die volledig huishoudelike kategorie teversoen, soos wat kliënte gedurende die oorlegplegingsproses vir 2012/13versoek het, het ’n aanvang geneem.

• Veranderinge in diverse tariewe en prosedures, met inbegrip van stygings metbetrekking tot behandelde afvalwater (bepaald vir gholfbane), industriëleafvalwater en brandkrane, word in bylae 4 by die begrotingsdokumentuiteengesit.

2.2. SANITASIE

Drie stelle sanitasietariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppelaan die vlak van watervermindering wat opgelê word. Aangesien die10%-verminderingstarief as norm by die Waterverordening ingesluit word, saldít die tarief wees wat geld. Dit kan egter later na gelang van verdere vereistebeperkings hersien word.

• TARIEF VIR KOMMERSIëLE KLEINSKAAL- INGEBOUDE OPWEKKING: Nuwetarief ingestel om die ingeboude opwekking van hernieubare energie virnieresidensiële aansoeke te fasiliteer (nie beskikbaar vir verbruikers van kleinkrag 2).

• NUWE TYDSPESIFIEKE TARIEF: ’n Nuwe tydspesifieke tarief virmediumspanning word slegs vir die Atlantisgebied ingestel.

• KLEIN KRAGVERBRUIKER 1: Met die buitespits-kombinasie sal vanaf 1 Julie2013 tot slegs bestaande kliënte beperk word. Die buitespits-komponentestyg ook met ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit tefaseer.

Hoogtepunte

• 100%-korting op vullisverwydering vir eiendomme met waardasie van tot enmet R100 000.

• Die tariefbeleid is herskryf om die inhoud te vereenvoudig, duplisering uit teskakel en konsekwentheid deur die hele beleid te verseker.

• In ‘n poging om onwettige storting te bekamp, is die volgende wysigings aandie tariefbeleid en tariefboek aangebring:- Die bourommeltarief is verlaag van R50 na R0;- Die kapasiteit van voertuie wat bourommel by aflaaifasiliteite weglaai, isverhoog van 1,3 ton na 1,5 ton;

- Beide residensiële en kommersiële kliënte wat bourommel weggooi, kan dieaflaaifasiliteite gratis gebruik;

- Kliënte wat bourommel by aflaaifasiliteite weggooi, mag slegs een vrag perdag soontoe neem, aangesien hierdie fasiliteite nie groot hoeveelhede afvalkan hanteer nie.

3. DIVERSE TARIEWE EN HEFFINGS3.1 ’n Volledige afskrif van alle diverse tariewe en heffings lê ter insae by

bogenoemde munisipale kantore. (Sien bylae 6 van die begrotingsdokument).3.2 Alle diverse tariewe sluit BTW in.3.3 Boetes, terugbetaalbare deposito’s en behuising is vrygestel van BTW.3.4 BTW word bereken teen 14% ingevolge die Wet op Belasting op

Toegevoegde Waarde,Wet 89 van 1991.

4. TOEWYSING VAN TOELAES4.1 Raadpleeg bylae 11 by die begrotingsdokument vir ’n lys organisasies/

liggame wat as toelaagbegunstigdes aanbeveel is.

World-renowned Mozambican paint-er Sebastiao Matsinhe has trans-formed the bed he slept in at the

University of the Western Cape’s (UWC)residence, at which he resided during hisstudies, into a creative masterpiece.The artwork can be seen at the new Resi-

dence Life Centre Building at UWC thatwas opened on Monday 3 June and will re-main on campus for future generations toadmire.Love and tragedy have been Matsinhe’s

artistic inspirations. His artwork has beenpraised by presidents Jacob Zuma and Nel-son Mandela and one of his paintings,which depicts Nelson Mandela’s struggle,hangs in the home of the former president.Matsinhe (45) uses crutches as a walking

aid but this did not deter him from attain-ing his Master’s degree in Arts from UWCinMarch 2012.He fundedhis studies by sell-ing his artwork at various exhibitions.

Ambition“I came from Mozambique to UWC in

2001 with nothing but my ability. I could af-ford no other place to paint from, exceptmyroom,” says Matsinhe.His work has been exhibited at the BMW

Pavilion and the V&A Waterfront, the Art-scape, at the Baxter theatre, and abroad inAngola, Italy, Portugal, Japan, Spain, Swa-ziland and in his native country, Mozam-bique.He was a keen athlete at school, but in

1985, at the age of 17, tragedy ended his ath-letic career. He suffered an inexplicable pa-ralysis while he was training. “I rememberfeeling tired during training. When Istopped, I fell and I never could stand un-supported again,” says Matsinhe. To thisday doctors do not know what caused theparalysis, although some suspect it couldbe polio.

InspirationThe long stays in hospital gave Matsinhe

time to reflect on what he wanted from life.“If God allowed me to be like this, perhapsHe wanted to use me as an ‘instrument’ forothers to learn from.“I have lived life as a so-called ‘normal’

person and today I live life as a so-called‘disabled’ person. The experience has en-richedmypersonality andmyart,” he says.TheResidence Life Centrewas conceived

after the demolition of an ageing, stand-alone dininghall and study facility situatedon the existing residence construction siteat the furthest edge of campus.The new centre offers a unique opportu-

nity to combine the need to feed residencestudents and helpmeet their social and per-sonal needs.

THE opening rounds of Cape Town’smost prestigious under-17 footballtournament kicked off in a stormy

Manenberg on Sunday.Over 2 000 young footballers braved the

icy conditions in the hopes of securing theirplace in the finals of the 10th annual EngenKnockout Challenge. People’s Post is theevent’s print media sponsor.

The first play-off round of the tournamentsaw over 100 teams battle it out in almost 60matches, but the teams will still have toprogress through severalmore qualificationrounds to join tournament hosts Santos FC,defending champions Ajax Cape Town andPremier Soccer League side Chippa Unitedat the finals in August.

PrizesWith prize money of R10 000, tons of other

prizes and the bragging rights up for grabs,the competition should be tough.

Ajax will be looking to make it three-out-of-three this year, and five titles in total, af-ter dethroning then champions ASD Acade-my in the 2011 final and holding on to theircrown with a victory over Santos in 2012.

While Old Mutual, Hellenic and Vasco daGama will be hoping to take it one step fur-ther and win the tournament this timearound, after finishing in third, fourth andfifth places respectively last year.

The tournament is a highlight on the CapeTown football calendar and is well-knownfor its professional organisation, lively at-mosphere and quality football.
