‘We all lose out with vandalism’Vandalism not only hampers the City ofCape Town’s ability to carry out and im-prove service delivery, it also comes at greatcost. In the past financial year alone, vandal-ism flattened the city’s pockets by almostR130 million. In herweekly newsletter, CapeTownmay-

or Patricia de Lille, says that the city’s gov-ernment and the people they serve are insome ways fighting a battle against increas-ing financial targets, limited resources anda changing environment.“But there is another direct battle we are

fighting, a front that is particularly painful:and that is the battle against vandalism,”she states.“I am not sure that every citizen appreci-

ates the scale of this particular challenge. Some people might associate vandalism

with undesired graffiti, or perhaps a defacedsign.”Vandalism includes those things but it al-

so includes the destruction of robots; the de-struction or theft of electricity cables and in-stallations, water pipes and installations;and the blockage of sewers. In addition to this city-wide problem,

there are the multiplier effects of disrup-tions to networks, De Lille explained.“For example, broken street lights might

interrupt the safety grid of an area; a com-prisedwater pipe effects different communi-ties downstream; and a blocked stormwaterdrain can cause serious damage to the sur-rounding built environment.“All of these network disruptions have

consequences for the people of this city, bethey problems in getting to work through

water-clogged streets or a feeling of vulnera-bility and a lack of safety in the dark.”In the financial year to date, the city has

spent:V just over R115 million on vandalism re-

lated to sewers;V just under R7 million on vandalism re-

lated to water and sanitation;V just under R6 million on vandalism re-

lating to electricity.Budgeting for these amounts is challeng-

ing.“Given the scale of our challenges at local

government, this particular battle is an es-pecially bitter one for the simple reality thatit prevents us from doing our job and mak-ing delivery progress for the whole city.“Just as much as we install services, we

also need communities throughout the city

to take responsibility for those services andrealise that they become part of theneighbourhoods which they serve.“These facilities are installed by the city,

but they belong to all of the people of CapeTown...”

A grapevine in an Elsies River garden isproviding a rich harvest for the first timein many years.

Never mind about “Hearing it throughthe Grapevine” as Marvin Gaye once sang,a few strong words to the vine in the gardenof the Page family in Southern Cross Streethas yielded results.

Bronwin Page explained that a vine grow-ing in their yard was becoming a nuisanceand husband Gaylord was on the verge ofcutting it all down.

“It kept on growing over the washinglines, and every year there were no grapes,”she said.

“I really did not want to cut it down be-cause my grandfather planted it more than30 years ago.

“My husband then decided to give it onemore chance, and spoke to the vines tellingit that if it did not produce grapes this year,it would be gone.

“It must have worked because we havehad the most beautiful bunches of grapesthis year, and it has become in demand withfamily and friends as bunches ripen.”

Afterwards she admitted that anotherreason for the good harvest could be morethan the “talking to” from Gaylord.

“We had a visit from an uncle from Rob-ertson, and he did some quick pruning forus when he had a look at it.

“While this could be the logical explana-tion, we still prefer the version that thevines were worried about Gaylord’s warn-ing to them,” she laughed.

But, while the jury is still out on the expla-nations, the family is enjoying the fruits oftheir vines.

Two green-fingered community workersare making a difference to fight hunger intheir neighbourhood.

Klaas Appolis and Robert Scholtz are us-ing their talents with soil to start a vegeta-ble garden that is supplying the soup kitch-en in Extension 23 in Belhar.

Scholtz said that they started the garden

in September last year, and it is already pro-ducing some fine crops.

“The soup kitchen is very happy withwhat we have supplied for them, and whatwe don’t use we give to needy families,” hesaid.

“We started this to give something posi-tive back to our community and we wouldlike to encourage more people to join us ifthey want to help with the project.

“If more joined us we would be able to pro-duce much more and feed many more peo-ple.

“At the moment we have been doing thiswith our own money so if there are peoplewho can help us with seeds, fertilisers andother equipment we would be very happy.”

More information about the project andtheir needs is available from Scholtz on 074773 0198.

Community residents always have the solu-tions to the difficult issues plaguing society,so the City of Cape Town’s metro police arecalling on the public to participate in its an-nual Police Plan for 2013/2014.

The plan is a high-level strategic planningdocumentwhichwill direct the department’soperations for the upcoming financial year.

“The metro police are required to developa planwhich sets out the priorities and objec-tives of the municipal police service for thefollowing financial year.

“Public participation is vital for an effec-tive plan, as residents often have a better un-derstanding of what it is in their communi-ties that needs more attention.

“I encourage residents to submit their in-put, as they will in turn benefit from im-proved safety in their communities,” says JPSmith, mayoral committee member for safe-ty and security.V For more information contact Sean Petersen on021 370 2200, fax 086 620 1238 or sean.petersen

Life story inword & songGARY VAN DYK

Vocalist Heinrich Frans is getting ready tomake his own mark on the music world. It’s been a long journey from singing in

the choir and at concerts of Valhalla Pri-marySchool inElsiesRiver to taking to thestagewith some top local and internationalartists.Despite these achievements Frans, now

living inParklands, is still a humble youngman, but passionate about his craft ofmak-ing music. This passion will be coming to the fore

when he launches his debut recording onSunday 24 February at the KaleidoscopeCafe in Claremont with his presentation,Life Spoken – Live. When it comes to speaking about that

musical life it started when he was just ayoungster.“I started my singing career at the age

of 11 as a member of the St George’s Cathe-dral choir,”he says. “That led tome joiningtheTygerbergChildren’s choir and theProCantu Youth choir.“These choirs toured extensively and

competed both nationally and internation-ally.“My career spans from solo performanc-

es with the Cape Philharmonic Orchestra(under the direction of Bernard Gueller),and then as I got older, live performancesas lead and backing vocalist for AllouApril, Ernie Smith, Wanda Baloyi, TheCamillo Lombard Collective, Mynie Groveand recording sessions as lead andbackingvocalist for Vusi Khumalo and Ivan Maz-uze.“I have also performed as lead and back-

ing vocalist for international artists suchas Jonathan Butler, Kirk Whalum, OletaAdams, Diana Ross, Bebe Winans, JoshGroban and Mark Fransman’s Strait andNarro.”“I also kept myself busy with jazz duos,

trios andquartets that I had established forlive performances. Between 2007 and 2010,I occupiedmy time at the CapeMusic Insti-tute as deputy-principal and vocal coach.”With Life Spoken, he wants to show the

world another side of his passion, writing.“Iwill takeyouonamusical journey that

will include material that has shapedme...”

SAREL BURGER

Soccer action on the local scene ishotting up as both FCTygerberg andSalt River Blackpool are fighting itout to remain in the top four. This game should provide all the

thrills and spills of a top of the tableencounter with only five points be-tween them in the league. This Second Division league

matchwill be played onFridaynightat Shell Road in Salt River. For the Tygerberg side to have an

outside chance of winning theleague they will need to win all theirremaining games and hope CapeTown All-Stars lose two games.Anything less than three points

will put the brakes on their league-ti-tle sprint and this one against theSalt River side is the first make orbreak game for FC Tygerberg. In games like this, every goal-scor-

ing opportunity should be treatedlike gold because the team that isable to convert chances in front ofgoals, regardless of the run of play, will walk out victorious in the end. Both coaches are expected to field

more experienced strikers upfrontwho will be more composed when itcomes to handling the pressure ofconverting those opportunities. The fact that FC Tygerberg’s de-

fence hasn’t been the best this sea-son should certainly be giving theircoach headaches thinking abouthow he’s going to stop the maraud-ing Black Pool. A counter-attackingapproach should be expected.Last weekend results; Cape Town
