GRUESOME ATTACK: INSURANCE CLAIM DENIED
Prasa shrugs shoulders
DESIRE RORKE
@dezzierorke
P
rasa recently denied liability in a pas-
senger liability claimof anelderlyman
whowas brutally attacked and injured
while waiting for his train on Brackenfell
Station.
Hennie Feyt (63) fromProteaVillage takes
the train to his place of work in Goodwood
every second Sunday.
On Sunday 3 December last year, he had
no idea of the nightmare that awaited him
on the station platform.
Being Sunday morning the station was
quiet and it was only Hennie and two more
passengers who sat waiting for the Cape
Town bound train, said his wife Hilletje in
an interview last week.
It was about 08:00 when the attack oc-
curred.
At the time a female Metrorail security
officer was patrolling the other side of the
platform, right opposite Hennie. No other
guards were in sight, she says.
The next moment Feyt felt a hard blow to
his head.
His attacker was standing right behind
him and continued to slash at him with a
knife as he turned around in an attempt to
defend himself.
He was stabbed in the head, sliced open
in his neck, on his hand and his face. His
jacket and shirt were sliced into shreds as
he warded off the attack. He later told me
that he was sure he would die that day, she
says.Minutes later a group ofmen ran to his
aid.
It was six or seven other Metrorail secu-
rity guards who were called on the radio by
the female security officer on the other side
of the platform. She witnessed the entire at-
tack, but we are not sure where the others
were at the time of the attack, as they were
nowhere in sight when Hennie entered onto
the platform.
The female security officer, according to
Feyt, contacted her the followingweek to en-
quire after Hennies condition.
She toldme that she witnessed the attack
and felt helpless as she couldnot doanything
as awomanalone. She also expressedher an-
ger at the fact that the other security person-
nel were not at hand to prevent the attack.
She genuinely showed concern for my hus-
band and I later included her name and con-
tact number in the claim as a witness to the
attack, says Feyt.
The security officers apprehended the at-
tacker, a 25-year-old man from Paarl, and
tried to stop the bleeding while waiting for
the ambulance. The attacker was later ar-
rested by the Brackenfell police and his
hearing is currently pending at the Kuils
River Magistrates Court.
Feyt was taken to hospital where he was
treated for his wounds.

NOTIFICATION OFA ENVIRONMENTAL IMPACT
ASSESSMENT PROCES
The amendment only pertains to the
section of the approved development toward the north of the
Bottelary River and within the site boundary as per the
existing approval. The main reason for the amendment is due
to a request from the City of Cape Town to substantially
increase the density of the development. It was also noted that
there is a large market demand for business and retail space
along Saxdowns road to form part of this development. The
purpose of this amendment is thus for a substantive change in
the land use composition of the approved development area.
To register as an Interested and Affected party and comment
on the proposed amendment report, please send your name,
address, contact details, preferred method of communication
as well as the reason for interest to the following address: Mr

Courtnall Skosan (matriek-2009) in Tukkies

trotse skoolhoof, Andr Pretorius.

Thankfully his injuries were not life
threatening and apart from the trauma, he
recovered well, says Hilletje.
After they lodged a complaint on the Met-
rorail customer service line, the Feyts were
contacted byPrasa and instructed to submit
a liability claim. The forms were completed
in detail and sent to them.
We only claimed a few thousand rand to
cover our medical expenses as well as loss
of income due tomy husband not being able
to work for a while.
After waiting for several months, the
Feyts were last week advised that their
claim had been unsuccessful.
A broker from Prasas insurance compa-
ny told me that they have finalised their in-
vestigation and found that Prasawas not re-
sponsible for the attack and therefore not li-
able, says Feyt. We were stunned! Why
send us the forms in the first place? They
could not provide us with any sensible ex-
planation other to say that they would send
us a letter. Im still waiting for that letter.
To put it mildly, the Feyts are angry.
We want to know why. Why is Prasa not
taking responsibility for an attack that oc-
curred on their grounds andwherewere the
security personnel at the time of the attack?
They could give me no answers.
In a landmark constitutional court case
between the Rail Commuters Action Group
(RCAG) and Metrorail in 2004, this court
made a declaratory order, ruling that Met-
rorail had the obligation to protect the secu-
rity of rail commuters ... and ensure that
reasonable measures are taken to provide
for the security of ... commuters whilst they
are making use of rail transport services.
In this case the plaintiff was Leslie van
Minnen, who founded RCAG, after his son
was stabbed to death on a train between the
CBD and Fish Hoek.
On this premise several courts ruled in fa-
vour of passengers in damages claims
against the rail giant over the past decade.
At the time of going to press TygerBurger
was still awaiting a response from Prasa.

The R487 million project by the Depart-
ment of Transport and Public Works to
upgrade nine kilometres of the N1 be-
tween Plattekloof Road and the Old Oak
interchange will disrupt traffic for the
next few weeks.
The project is to be completed in Febru-
ary 2019.
In a statement issued by the depart-
ment, every effort will be made to mini-
mise traffic disruption.
This part of the freeway carries about
120 000 vehicles every day. The addition
of a third lane in both directions will sig-
nificantly reduce traffic congestion on
one of Cape Towns busiest roads.
Shoulder closures for bridge rehabilita-
tion work at the Plattekloof intersection,
N1outbound,will bebetween08:00 to 15:00
daily. Lane closures for the installation of
a freeway management system and na-
tional long distance service route be-
tween the Durban Road and Old Oak in-
tersectionswill also be closed for the same
period. Therewill beminor operations on
the side of the road daily between 08:00

Upgrades to disrupt traffic
The City of Cape Town is preparing to track
down and prosecute callers who abuse its
107PublicEmergencyCommunicationCen-
tre number.
Of the 532 682 calls answered by emergen-
cy operators in 2015, 102 217 or 20% were
prank calls.
A look at themonthly statistics reveals an
average of just over 8500 prank calls a
month,with spikes experienced inJanuary,
April and August.
The calls range from emergency hoaxes
to the vilest verbal abuse, but also, more dis-
turbingly, calls of a very perverse nature.
It is unacceptable that our operators, who
are there to do a very serious job, have to
endure this type of abuse with no recourse
except to cut the call, says theCitysMayco
member for safety and security, JP Smith.
While children are routinely blamed for
prank calls, experience has shown that a
number of adults also abuse the system, of-
ten for sexually explicit calls.
Calls to the 107 line are free fromaTelkom
landline as well as via the 112 number used
by cellphone networks.
Our system allows us to pick up exactly
where the call is coming from. I have in-
structed the Citys Special Investigations
Unit to extract information on the top 10 ha-
bitual offenders and lay charges in terms of
national legislation that makes such prank
and hoax calls to an emergency call centre
an offence. A few well-publicised convic-
tionswill serve as a good deterrent if we can
get them, adds Smith.

A 38-year-old suspect with a slew of criminal
offences to his name, including two of mur-
der, was arrested following a cash in transit
robbery in Kraaifontein on Friday.
Guards were in the process of loading
cash into an ATM at Belmont Centre in Van
Riebeeck Road, when the robbers struck at
about 13:00, says Hawks spokesperson Cap-
tain Lloyd Ramovha.
The armed suspects, approximately five
of them, accosted them and robbed them of
firearms and four bags containing a yet to be
determined amount of cash before fleeing the
scene, he says.
No shotswere fired, nor injuries sustained.
The Hawks Cash in Transit Investigation
Teamwas summoned to the scene and follow-
ing an investigation, was led to Bigaba Street
in Wallacedene, a short distance from where
an Opel bakkie fitting the description of one
of the getaway vehicles was found aban-
doned.
The vehicle had beenhijacked earlier this
month in Lwandle near Strand. A subse-
quent chainof events and information led the
team to La Boheme Road, where a second ve-
hicle, a Volkswagen Caravelle, was found
abandoned. Officers from the Citys Law En-
forcement were in attendance and appre-
hended one suspect, aged 38, who had unsuc-
cessfully tried to outrun them earlier.
According to information available at this
stage, says Ramovha, the Khayelitsha-based
suspect is currently facing a litany of crimi-
nal cases, including two of murder, attempt-
ed murder as well as cash in transit robbery,
and is believed to be out on bail.
The suspect appeared in the Blue Downs
Magistrates Court on Monday facing a
charge of armed robbery.

T
he youth of Bloekombos mean busi-
ness.
Armed with a strong belief in the
Bill of Rights anda steelywill, theKraaifon-
tein Youth Forum summoned the Western
Cape police to hear their demands during
a protest action on Youth Day, Wednesday
16 June.
More than 500 primary and high school
children organised a march that started
early morning at the plaza ending at the
Bloekombos community hall at 11:00.
In a memorandum to the Western Cape
police commissioner,MajorGeneralKhom-
binkosi Jula, they demanded an increase in
the number of patrolling vans in the area,
random checks for substance abuse to be
stepped up, transparency of the station ra-
tio (the number of police officers to corre-
spondwith the population), feedback on the
number of cases reported and solved per
quarter, visibility and random searches be-
fore and after school, the establishment of
a task team that will focus solely on gang-
sterism and drugs, and mobile police sta-
tions within the area.
As the youth of Kraaifonteinwe demand
this. We also demand a response on the
above mentioned concerns within the peri-
od of 21 working days, one of the organis-
ers told station and cluster commanders
Brigadiers Gerda van Niekerk and Moses
Mamela, who received the memorandum
on behalf of Jula.
According to Myolisi Magibisela, the
youth representative on the ward commit-
tee for Bloekombos, the crime situation in
this area has become untenable.
One particular new subculture concerns
themmore than anything else at this stage.
In the last four years we have experi-
enced the rise of a new breed of youth gangs
who terrorise our schools and community.
Learners are powerless and even teachers
who try to stop them become targets, he
says.
According to Magibisela, three youths
were murdered in Masibambane High
School in recent months.
We dont know how many gangs there
are orwhatmotivates themorhow this new
subculture came to be. They are not in any
way associated to the number gangs, but
drug trade seems to be an activity, he adds.
It has disturbed learning at our schools
in such a way that some students fear com-
ing to school. Some of these gangs launch
attacks on their enemies during school
hours, trying to gain access to the school
grounds, or wait outside the school yard for
their targets to come out.
On 18 May, TygerBurger reported on the
murders of two youths inWallacedene, bor-
dering Kraaifontein.
Adelaine Bruiners and another teenager
were visiting friends, one of which was a
target to a gang, when they were attacked.
The wooden bungalow they were sitting
in was bombarded with rocks and then set
alight with the youngters trapped inside.
Magibisela says although some of these
youngsters domanage to get their hands on
firearms, they will fight with anything
available to them.
Brigadier Mamela said many of the de-
mands made were not within the power of
the Western Cape police to grant, but that
the forum will receive a written feedback
within the stipulated 21-day period.

vertisement campaign, improved
the overall seatbelt compliance in
Cape Town by an astonishing 27%.
The northern suburbs measured the
highest compliance rate with 72% of all ve-

Snap surveys were done before the
launch of the campaign inMarch and again
on Tuesday 3 May, six weeks into the cam-

In the northern suburbs the surveys took
place on the corner of Voortrekker and De
La Ray Roads in Bellville, during two time
slots in peak-time morning and afternoon
traffic, with 303 vehicles observed.
Seatbelt usage increases
According to the results that were re-
leased by the Department of Transport and
Public Works last week, 72% of all the vehi-
cle occupants were wearing seatbelts in the
second survey, compared to the 51%compli-
ance rate of the pre-campaign survey.
In the CBD post-campaign compliance
was measured at 66% 10% higher, in
Mitchells Plain 42% 16% higher, and in
Khayelitsha it remained 30%.
The First Kiss campaign was released
inMarch this year, with a hard-hitting tele-
vision commercial at the core of it. The com-
mercial, which was the subject of heated
public debate levelledat its graphicportray-
al, shows the consequences of not buckling
up.
Donald Grant, minister of transport and
public works in theWestern Cape, was elat-
ed with these results, saying the result of
the campaigns impact was successful.
International best practice and in-depth
research into local audience perceptions
drove the development and production of
the ad, with an impact assessment compo-
nent built into the project. The assessment
of the campaigns impact has proven that
the scientific, evidence driven methodolo-
gies employed to create First Kiss really
worked, he says.
Less impact in Khayelitsha
According to Grant these improvements
were driven mainly by behaviour change
in Belville, the CBD and Mitchells Plain,
with less impact recorded in Khayelitsha,
despite a concentration of outdoor advertis-
ing supporting the commercial in the area.
This aspect of the campaign has been ex-
tremely influential in howwe design the re-
search into our next TV advertising cam-
paign, which is centred on our #BoozeFre-
eRoads theme forNovember, December and
January. It is also driving the development
of a new activation of First Kiss for Sep-
tembers #AlwaysBuckleUp theme, he
says.
We will also be analysing fatalities and
injury data as these become available to
track this impact. So far the data is extreme-
ly promising, as passenger fatalitynumbers
from May 2016 (20) were 30% below passen-
ger fatalities numbers for both May 2014
andMay 2015 (both 26), although the depart-
ment cautions against drawing conclusions
regarding this aspect of the campaign im-
pact.
Muchmore data will need to be accumu-
lated and analysed, he concludes.
While TV and cinema airings have now
wrapped up, First Kiss continues online,
with ongoing billboard support.
The ad, released on TV, cinema and on-
line, can be viewed here: https://youtu.be/

runk drivers beware!
After an absence of five years,
the Drger breathalyser will be
backonour roads as ofMonday 1August.
TheDepartment of Transport and Pub-
lic Works in the Western Cape has been
given the green light to reintroduce so-
called Evidentiary Breath Alcohol Test-
ing (EBAT), commonly referred to as
the Drger, after the National Prose-
cuting Authority (NPA) confirmed that
the reintroduction can take place and is
to be piloted in the Western Cape.
EBAT uses a machine which can read
the amount of alcohol on someones
breath. It is called evidentiary as the
reading can be produced as evidence to
prosecute people accused of drinking
and driving.
Thismachine, the peoplewhooperate
it, and the location it operates in, must
all pass a very specific and demanding
set of tests in order to be used to prose-
cute suspects, says Donald Grant, pro-
vincial minister of transport and public
works.
Thrown out in 2011
The reintroduction of EBAT is the cul-
mination of years of dedicated work by
the Department of Transport and Public
Works and Safely Home, following the
State v Hendricks judgement in 2011,
which saw the Drger breathalyser be-
ing withdrawn from use.
In the case, the judge found that there
were problems in some of the ways in
which the Drger device was used, lead-
ing to the acquittal of the accused who
had been charged with driving with a
breath alcohol level higher than the legal
limit (of 0,05g per 100ml), says Grant.
More importantly, however, is that the
judge also found that breathalysers are
a reliable means of testing for alcohol in
a suspect, and that they should be used
as a tool to eradicate the scourge of
drunk driving for the betterment of soci-
ety.
Using the judgement as a guiding
tool, the Department of Transport and
Public Works then created a task team
to work through and correct all of the
problems which the court had identi-
fied, says Grant.
Ready for full rollout
The task team included experts from
the NPA, the national Department of
Transport, the South African Bureau of
Standards, the Western Cape Provincial
Traffic Services and the Gene Louw
Traffic College in Brackenfell
The task teamhas completed its work
and is ready for the full roll-out of EBAT
across the province. We are confident
that the reintroduction of EBATwill add
yet another weapon in our arsenal to rid
our roads of dangerous drunk drivers.
I am confident that the reintroduc-
tion of EBAT will see offenders receive
swift justice, thereby deterring others
from engaging in such life-threatening
behaviour, and refraining from getting
behind the wheel of a car after consum-
ing alcohol.

S
y o het oopgegaan toe hy
sy sig verloor het.
Hy was n uitblinker op
laerskool,maar net n skaduwee op
horskool.
Di man van die westelike kus-
streek was aan heroen verslaaf
toe hy in n ernstige motorfietson-
geluk betrokke was.
Ek was altyd siek en vol pyne
van die dwelms. Ek moes toe my
ouers alles vertel. In Januarie 2011
stories onthou.
Ek het begin branderplankry
toe ek 10 was en begin sigarette
rook op 13. Op 14 het ek en my
maats dagga begin rook. Op hor-
skool het ek begin raves bywoon
saam met ouer vriende en kennis
gemaak met ander dwelms soos
LSD, buttons, ecstacy, crack en he-
roen, vertel hy.
Iemand anders s: Die dwelm-
probleemhet bymyal hoe erger ge-
word en ek het alle dwelms pro-
beer.
hospitaal gelos is.
Storie agter verslawing
Daar is n storie agter elke ver-
slawing, besef diemanvandiewes-
telike kusstreek.
Nou, soveel jare later,
kan ek nie eens meer onthou wan-
neer of hoekom ek begin drink het
nie of wanneer dit buite beheer be-
gin raak het nie. Wat ek wel weet,
is dat ek eenMaandagoggend weer
half dronk en siek wakker geword
het en besef het dat ek nie so kon
voortgaan nie, s n ander per-
soon.
Ek het begin dwelms gebruik as
gevolg van kleintyd-trauma. Ek
Pahetmybaie
rondgeruk en gepluk. Ek was bang
vir alles en my pa het my vir alles
blameer. Ek het begin sigarette en
dagga rook en het baie gedrink, s
die man van Namibi.
Almal van hulle is f verwys na
n rehabilitasiesentrum f het self
besluit tot hier toe en nie verder
nie.
Waar hulle eers dwelms mis-
bruik het, het dwelms hulle nou
misbruik.
In die sentrum het almal die
woord verslawing beter ver-
staan.
Ver-slaaf-ing.
Hulle het slawe geword.
Hy gaan voort: My ouers het ge-
dink ek slaap oor by vriende en het
niks geweet van dwelms nie. Ons
het nooit daaroor gepraat nie. My
loor. Op 18 het ek 46 kg geweeg. My
ouers het iets begin vermoed,maar
ek het ges dit is van akademiese
spanning dat ek nie kan eet nie.
Hulle het gedink dit is gewone
adolessente probleme.Ekdinkhul-
Was verveeld
Maar toe een Sondag ...
Ek was verveeld en sonder om
te dink het ek weer heroen gaan
koop en gerook. Tot vandag toe kan
ek dit nie verstaan nie, want ek
wou regtig nie terugkeer na die ou
lewenswyse nie. Ek was toe in n
motorfietsongeluk enmygesigwas
vermink en ek was blind. Dit was
n aaklige tyd vol pyn en selfver-
wyt. Ek het geglo God straf my oor
my dwelmgebruik.
niesgatte oepe soes n pd sn. Dan
knyp ek my neus toe en stap weg.
Die lus duur net n minuut of
twee en dan gaan dit weg. Ek dink
net aan die string negatiewe gevol-
ge wat wag as ek weer dwelms of
alkohol gebruik.
Die man wat in die vroe sewen-
tigs Kaapstad toe gekom het, en
bevryding in alkohol gevind het,
voeg by: Vandag is dit nie vir my
Wat nou vir my
onmeetbaar belangrik is, is dat ek
vanoggend nugter wakker geword
het en dat ek hopelik vanaand nug-
ter sal gaan slaap. N meer as 16
my weggeneem kan word. Ek het
nie planne om nugter te bly nie;
My nugter lewe is te
tuut gekuier. Tien jaar gelede het
ek vir n agentskap in Seepunt ge-
werk, wat toe een aand beroof is.
My hande was vasgebind ter-
wyl die rowers twee kollegas se ke-
le afgesny het. Ek het n hek uit sy
skarniere gehardloop.
uitbasuin.
verkondig. Jongmense moet baie
versigtig wees vir dagga, want dit
is waar my probleme begin het.
tronk. Ek is blind, maar ek lewe en
ek is vry.

Learn to defend yourself
S
elf-defence is first and foremost
the ability to not put yourself into
a situation where you need to de-
fend yourself. Sadly, in the world we live in
today, we need to learn to defend our-
selves, says Karel van der Merwe, a mar-
tial arts andkickboxing instructor fromNa-
tional Martial Arts Academy.
Along with his colleague John Cain, they
recently hosted a self-defence workshop for
the mothers involved with the Daniel and
Friends Fund.
It was a great morning, and I think ev-
eryone that attended took home some food
for thought. Important concepts that were
discussed included spacial concept, which
teaches you that space between you and
your attacker is essential, as is distance cre-
ation, Van der Merwe added.
Techniques on how to achieve this were
discussed and demonstrated.
More importantly we covered the topic
of rape. The aimof themorningwas to teach
thewomenhow to bemore aware of our sur-
roundings and to grasp basic concepts that
can be practised in the safety in your own
home, to give you a better chance of defend-

n Ope brief
aan ons
Bok-afrigter
Beste Allister
saak dat jou ingevoerde Springbokke so
bietjie oorgewig en lusteloos op die
speelveld lyk.
So bietjie
loodvoetig en lomp, n?
Om daardie rede wil ek jou aanraai om
maar te hou by die Suid-Afrikaners wat
hul brood op eie bodem verdien.
En plaaslike spelers, Allister, wat op
huidige spelpeil hul plek in die span
verdien.
Ons praat nie hier van die regte
kleursamestelling van die span nie. Ons
praat ook nie hier
van ervaring nie.
My beroep op jou
is juis om te
vergeet van erva-
ring en prestasies
uit die verre
verlede. Frik du
Preez en Naas
Botha gaan byvoor-
beeld nie nou die
oplossing wees nie.
Ook nie Victor of
Jean nie.
Kies die ouens
wat vanjaar
uitgeblink het in
die superrugby-kompetisie. Manne soos
Ruan Combrinck, Warren Whiteley en
Jaco Kriel. Kyk net watter reuse-verskil
gaan jy n span vol jong, hardebaarde
saamvat, wat die stampe en stote van
toetsrugby ken en onder die knie het.
Dis die enigste manier om te roll,
Allister! Trust me on this one!

The other day it was reported
that 300 members of one party
in the Western Cape jumped
ship to join the opposition.
This tells me one of two
things:
They all suddenly had an
epiphany about the bad
policies of the previous party,
or they were promised some-
thing.
Now this is nothing new and
it is perceived to work to the
benefit of the party gaining the
new members. It does not.
It does however, unfortunate-
ly, just show how shallow
some people are when it comes
to election time as they are
serving themselves and not the
communities they supposedly
represent. As soon as a better
offer comes along, they will
jump again.

actions like this, and its called

nuclear power stations, and it
has been found that the cost of
making it safe for other
occupation, is currently
something in the region of
R80 billion per station!
It could be argued that
another such power station
near St Francis / Oyster Bay is
not such a bad location, as it
can be shut off from public
access after decommissioning
for decades, but the same
cannot be said about Koeberg.
This one is being surrounded
more and more by residential
suburbs, ignorant of the associ-
ated dangers of nuclear radia-
tion, which can easily happen
by accident and by which
time its too late. To even
consider building another one
nearby, or anywhere within
50km of Cape Towns boundary,
is just plain stupid and irre-
sponsible. Any new nuclear
power station should be built, if
at all, as far from human
habitation as possible some-
thing we are certainly not short
of in this country.
Its high time we stop being
starry-eyed about nuclear
power. It might be cheap, but it
certainly is anything but cheap
to build, if properly done, and
far from cheap to clean up the
site after use, never mind all

From left: Deane Tomas from Bastion Primary School, with the team from Danil and Friends,

Its totally cool to be different
During the second school term, the Danil
and Friends Fund, a non-profit organisation
which provides a holistic approach to sup-
porting familieswhohave childrenwith spe-
cial needs, launched its Different is cool
school awareness campaign.
We have become increasingly aware of
societys misperception of people with disa-
bilities, more so in children whose uncer-
tainty and, sadly, sometimes negative view
of those with special needs is based purely
on a lack of knowledge and understanding,
says marketing director Nicky de Beer.
With empathy and compassion being emo-
tions best instilled at a young age, the orga-
nisation created a campaign which could be
shared with children of school going age in
a fun, informative way.
The entire programme, which lasts no
more than fifteen minutes and can be easily
slotted into an assembly.
It consists of a short one-act play which
touches on several aspects regarding disa-
bilities including the use of the word re-
tard in a derogatory way.
In essence it teaches the children to ap-
preciate difference in others, she adds.
A presentation about the Danil and
Friends Fund and what it strives to achieve,
along with an interactive game which en-
courages children to view each individuals
packaging in a different light, ends the
presentation.
The excitement and eagerness with
which our campaign was received at both
Mikro Primary in Kuilsriver and Bastion
Primary in Brackenfell, have given us a re-
newed appreciation for just how necessary
a programme of this nature is, and we en-
courage all educational institutions to con-
sider introducing our programme to their
students, says De Beer.

A
pplication for special votes during
the upcoming local elections
opened on Friday 10 June and clos-
es on Friday 8 July.
It is important to apply early for this
voting right, should you not be able to
vote on election day on Wednesday 3 Au-
gust, says ward councillor Marian Ni-
euwoudt. There are essentially two types
of special votes firstlyType 1,wereavot-

on Monday 1 or
Tuesday 2 Au-

cast their vote.
A Type 1 special vote can be applied
for by any registered voter who for what-
ever reason be it travel, business, or
work will not be able to vote onWednes-
day 3 August. They will be able to apply
for a special vote and if successful, will
be able to cast their vote at the polling sta-
tion at which they are registered to vote,
on the special voting days prior to the
election, she explains.
Application for this type of special vote
can be done in three ways: an SMS to
32249, an online submission at www.elec-
tions .org.za, or a submission of form
MEC35 at the IEC office in Bellville.
A Type 2 special vote is only for the
sick and housebound. In this instance, a
voter would apply for an IEC official to
visit themat their home on special voting
days because they are not mobile and or
too sick to vote on election day. People re-
quiring a home visit must reside and be
visited in the voting district in which
they are registered to vote, she says.
Application for a home visit must be
doneusing theMEC35 formeither inhard
copy and submitted to
the IEC office, or using
the online form.
If your application
for a special vote is suc-
cessful, youwill vote in
the following manner:
Your thumbnail is
marked with indelible
ink, while your ID
book is stamped. You
will receive the rele-
vant ballot papers to be
marked in secret and placed and sealed
in an unmarked envelope. The unmarked
envelope is placed in another envelope
that is marked with your name, ID num-
ber and voting district number.
The use of two envelopes is to ensure
the secrecy of your ballot. The outer en-
velope is discarded before counting,
says Nieuwoudt. IEC officials will place
it in a secure ballot box for special votes
and your name is marked off the voters
roll to indicate that you have cast a spe-
cial vote.

s a youngwoman in your twen-

riage are very unrealistic. And
when those expectations fail us, depres-
sion is often a result, says well-known
local gospel singer Crystal Swanson.
A book authored by award winning
journalist Sisanda Nkoala, telling the
story behind Swansons career, was re-
leased on 1 April at a packed venue at
Centre for the Book in Cape Town.
The official book tour starts on Satur-
day 2 July, with its first stop being the
Kraaifontein library hall, where a book
signingwill take place between 13:30 and
16:30.
The book Shepherded: A Womans Tri-
umph throughDepression andDivorce, is
based on the very well known Psalm 23
and focuses on Swansons personal jour-
ney through depression and divorce, for-
giveness and healing and the birth of her
singing career, which flowed from this.
It is not a sombre book and the focus
is not on suffering hardship, but on over-
coming it. Many Christians are faced
with depression at some time in their
lives a topic that is often a taboo in
churches. But its very real and needs to
be treated seriously, as I discovered after
my marriage fell apart, she says.
Her approach to the disease was holis-
tic. It was a combination of medication,
therapy and spirituality that resulted it
successful treatment.
It is also a very practical book, offering
an arsenal of useful tips to married cou-
ples. By sharing the very many mis-
takes I made during my marriage, the
bookwill serve as a guide tomarried cou-
ples who might be facing troubled wa-
ters, she says.
In this respect issues like forgiveness
and the freedom it brings is looked at in-
depth and from a womens perspective.
Swanson hails from Ravensmead and
currently calls Durbanville home.
She is a radiographer of profession,
but as a multitalented gospel artist her
career spans more than a decade.
