SUBJECT : Cooperation with t he Federo.l Bureau of I nvestigation and Military Intelligence Division, and the Training of I - V(S) Offi cers in connection therewith.

The ?resident of the United Sto.tes has direct ed that all espionage , counter - espionaEe , and sabotage matters be controlled and handl ed by the Federal Bureau of Investigation of the Department of Justice , the Military Intell i gence Divis ion of the Yfar .D<=lpartment , and the Office of Navo.l Intelligence of the 1Javy Department. It was specified that the Directors of these agencies function as a commi ttee to coordinate their activi ties .

2. In order to pr ovide and insure the utmost coordination and cooperat ion with the Feder al Bureau of Investigation and the Militar y Intelligence Division, it is necessary that the closest liaison be established and maintained with each Federal Bureau of Investi go.tion Divis i onal Field Off i ce and each Army Corps Ar ea Head­quarters . This liai son should be established through the personal contact of the Di strict Intelligence Officer in the cases where these offices are s i tuated i n the i mmediate vicini ty of the head­quarters of the Naval Distr i ct. In other cases where o.n office of a Federal Bureau of Investigati on Fi eld Division , or an Army Corps Hendquarters, is situated i n a Naval District but not in the same locality, one or more suitable I - V(S) officers residing in that vicinity shall be des i gnated to establish and maintain this neces­sary liaison with ea.ch of the above- mentioned offices (example -San Antonio, Texas , Buffalo, New York, Columbus , Ohio , etc , ) ,

3. It i s assumed and desir ed that District Intelligence Off i cers have a map not only outlining the ir distr icts but graphic­ally indicating the following data.:

4 . I n conjunction with t he Clbove , it is also desired that all I - V(S) off icers r e ceive :)racti co.l i nstruction and training in the duties that may be expected of them on mobilization . Advantage must therefor e be t aken of the op:_;ortunity for them to assist the agents of the Federal ilurenu of I nvestigation i n cas es pertaining to espionage , counter- espionage , and sabotage , whi ch pertain to National Defense , and particularly those in whi ch t he u. s. Navy has an interest. The assi s tance , in conne ction v,i th these acti vi­ties , will be requested f rom the District I n t ellige11ce Off i cer by the agent in charge of the Federal Bur9au of Inves t i gati on Fi e ld Di vision , and t he Di s trict Intelligr:mce Of f i cer will t hen det a il the appropriate I-V(S) of ficer(s) for t he as signment.

5. The t a sks ass i gned to I - V(E) of f icer s who rtr e no·~ on active duty must be on a vo l untary basis , and thos e tasks shoul d generally conform to t he t ype of duty nhich an I - VU_;) officer woul d be r equi red to perfo r m on mobilizat i on. The Di strict Intelligence Officer , in making an as s i gnment , should take into cons i de ration the nature of t he task i n or der t hat the bus i ness , pr ofession , or f riends hi ps , of the I - V(S) officer( s ) i n questi on, be not placed in j eopar dy . I - V(S) officer( s ) designut ed to carry out un a ss i gn­ment mus t be i nstructed t o avoi d publici t y i n connect i on t her ewi t h,

6. No special funds for t rave l i n connection wit h as sir,n-ment s v1ill b e provi ded by the Office of 1faval Intelligence , but t here i s _no objec t i on t o Di str i ct Intelligence Allotments bei ng expended for this pur pose . '•-·~

self by which District Intelli~cncc Of f icer s may evaluate the competence and ada.ptabili~r of 1- V(s) officers by the quality of their work with Federal Bureo.u of Investie;a t ion representatives. However , in the lo.st analysis , the point that it is desired to stress is that the full es t cooperation is des ired between the Office of Naval Intelligence, the Federal Bureau of Inves t i gat ion, and the Military Intelligence Divis ion , and all the ir r epr es enta­tives in the f i eld, in handling mat ters with which they are jointly charged.
