The four major thrusts are: (1) a single market & production based, (2) a highly competitive economic region, (3) a region of equitable economic development and (4) a region fully integrated into the global economy. The AEC will establish ASEAN as a single market and production-based, making ASEAN more dynamic and competitive with new mechanisms and measures to strengthen the implementation of its existing economic initiatives; accelerating regional integration in the priority sectors; facilitating movement of business persons, skilled labour and talents; and strengthening the institutional mechanisms of ASEAN (ASEAN Secretariat, 2011). ASEAN is also working towards recognition of professional qualifications with the view of facilitating labour movement within the regions. One of the initiatives is on Facilitating towards harmonization and standardization.

"Partial" NQF

Some SEA countries have “partial” NQF whereby not all education and training qualifications included in the framework.

Several countries have more than one Qualifications framework. Some put emphasis on higher education while others

emphasize more on TVET. Example: Thailand: NQF for HE: Level 1 (Associate Degree), Level 2

(Bachelor), Level 3 (Graduate Diploma), Level 4 (Master), Level 5 (Higher Graduate Diploma), Level 6 (Doctorate).

Office for Vocational Education Commission (OVEC) developed TVET qualification framework consisting of 7 levels: Level 1(semi skilled), Level 2 (Craftsman/skilled), Level 3 (highly skilled), Level 4(technician), Level 5 (senior technician), Level 6 (specialist), Level 7 (senior specialist).

In preparation for AEC 2015, particularly on the growing mobility of students and workers, the SEAMEO member countries have been venturing into improving the connectivity of their TVET systems to support regional economic integration via cross-border investment and the mobility of skilled labour. Currently, these processes have striven towards mechanisms for improving cross-national connectivity, particularly regarding occupational standards and qualifications. The development of National TVET quality assurance frameworks serves to build a benchmark of assuring TVET programmes and services so that this will assure the employers to hire TVET graduates and also as a foundation for developing qualification frameworks.

One of the HRD planning is focused on TVET, especially in preparation for technician and skilled employees. This is very relevant in response to AEC and ACFTA. 2)There is a need for having articulation across various education and training and also recognition of the certification for employment, of which many countries in the region are still lacking on this arrangement. 3) It is important to have clear competencies or learning outcomes spelled out in the certification/credentials. These clear competencies must also be accompanied by a strong quality assurance, meaning that whatever listed competencies in the certificate really reflect the capabilities of the holder.

In anticipation of AEI and ACFTA, recognition of qualification across national border will be needed. This should be facilitated by having a regional framework or at least mutual recognition among countries agreed. The discrepancies of educational and training systems among ASEAN member countries and China may hinder the progress of having cross-national recognition of professional qualification. The willingness and commitments among member countries, especially at the implementing agency level is needed.
