TCDD• Goverment owned company and has a board• Monopoly in rail passenger and freight transport• Approximately 38.000 workers• Responsible for line maintenance, renewal, traffic control.• Although its mission to operate trains on raillway lines, it also builds

new lines such as Ankara- Istanbul, Ankara- Konya and Ankara- Sivas high speed lines.

• Three dependent companies: TULOMSAŞ (locomotive freight wagon factory), TUVASAŞ (passenger coach factory), TÜDEMSAŞ (Freight wagon factory)

• 11.000 km line length, of which 21% electrified, 27% signalled and mainly single lines.

• No railway law in Turkey. General director or the board publish the regulations when needed.

DLH

• Directly dependent on the Ministry and its budget from the general budget.

• Projects and Builds new railway, harbour and airports projects. Also major rehabilitation projects including railway lines.

• About 800 workers• After building a new railway line, TCDD takes

over the line to operate the trains.

New TCDD• construct the conventional and high-speed railways based on the

government commissioning, or have them constructed. • renovate, rehabilitate, maintain and repair the railways infrastructure, or

have such works carried out. • regulate and manage the railway traffic, and operate the traffic-related

areas of railway infrastructure as a monopoly. • operate or to have operated the parts of stations, terminals, loading and

unloading centers and similar facilities that are not related to railway traffic, on the condition that it does not act as a monopoly,

• as the infrastructure manager, allocate the railway infrastructure to railway operators and set and collect the fees,

• install, improve and operate the cable and wireless communication network as limited to its own needs.

Railway Accident Investigation and Research Board

• Board shall be established as independent from railway undertakings and infrastructure managers, for the purpose of researching and investigating accidents and raising safety recommendations as necessary.
