Council Gets Metro Site Opinions, Parcel I Condemnation Update .r

by Diane Oberg At its January 8 regular

meeting, the Greenbelt city council heard an update on the Parcel 1 condemnation trial. heard citizens views on .Metro vs. wetlands and agreed to invite the Corps of Engineers to attend a workl!elleion, tentatively scheduled for January 30 . Mayor pro tern Thomu ·X. White

The Smith prop... erty is located south of the Metro &tation property, north of Greenbelt Road. Many speakers at the December 18 meeting urged Metro to loeate the service yard on this property, part of which is currently used for a sand and gravel operation.

Turner aaid that building the yard on the Smith ·property would affect 62 aeres of wetlands, versus the 17 aeres af .. tee!ted on the BARC site. She said that 26 of the affected Sm!,th site acres are currently "palustrine forested wetlands," and that any lm'l\utborized filling of wetlands would not affect their eharacterb.ation as wetfands or the applie.,.bility of re111trietionl\ on their uae.

Further, Turner aaid that 201,-000 cubic yards of fill would have to be placed in the 100-year !loodplain on the Smit.J,. property, instead of the 2.400 cubic yards

1 equired for the BA R€ site. Sh,. further argued that r"'locatiny the yard would delay the startup of aervice on the Green Line f:>r at least !our yean.

Several citizena questioned the r.ccuracy of these -claims. COU!:dl agreed to send Turner's : i.er to the Corps of Engine.pra •nd a.sk them to verify the acc:-uracy of the information

Then Weidenfeld, Putens and Bram counter-charged that Kastner wu misreprt-aenting c:oune!il'• official position. Tbe three al'lfUed that they withdrew their oppoaitton to the bon<! financing at the request of Greenbelt East but that they continued to oppose the aptlrtmeflt complex.

At the January 8 meeting, Weidenfeld drew a distinction between the private business of the contents of the fliers, which he offe"red to discuss individually With either H:~~relgana or Kaatner. and the public isaue of what ie couneH'a po.aJtion on the Sumiae apartment&.

a.r-lao-The mayor noted that crty staff

had prepared a summary of relevant material whieh is avt~.Hable LO anyone upon request. He summarized t!'Ome flf the more ~ignific:aDt items. First, in JanuAry 1986'Council wted to oppose both the apartment project and the county proposal to iuue ta.l..-free Induetriai Development Bonds !IDB) to fl......,. t1le project. By .July 1986 tbe developer was aaaurina- counctl and eitiz.ens that tbe p.Ojeet ....... ld be built reprd. leu of whether tile bondo were appJ'O'Vejl but that a lowerquality project would be built without bond tinandnc.

On September s; 1985, Robert Zugby, preoident of the Gl"een· belt East Ad Hoc: Committee, preanted. a letter to eouncil re-

questing that the city withdraw Its opposition to the bond financing. Weidenfeld said that Zugby recentiy eonfirmed to the mayor that this request did not imply support for the apartment project but rather a desire for a highquality project, if it must be built.

The minutes of the October 15 regular meetin'{ show that Weidenfeld reconnnended that the city request a commitl1\ent from the county executive for additional parkland, road· improvements and impro~ed city-county communication before taking a position on either the waiver"J to the Maryland Trade Center: C!OVenants or the Sunrise bonrls. Then, at the Oc:tober 21, 198!l regular meeting, Weidenfeld suggested a motion to withdraw council's oppoaition to the bondt1 since the requeeted eommitmerts had been offered. Is There a Need? Weidenfeld asked why a form..1l

bargaining process and agreement were need~d. McA"rfrew .:-aid that collective bargaining, with established time tab~e!' for decisions and commitmen~s of time on both sides, would provide the policf with a morl!' meanine-ful role in decis:on making While thP city ~tllff and council as well aa no1ice would need to commit time up front to reachinJt the initial a~re~m~n t, there would be no nel!!d tn bargain again for the probable tw0 or· threl! year duratiou of :he agreement.

L::rner spoke of the role of collective be.r«aining in prott:cting the relationship bet·Ne<~;n tht: police depaootment 1nd futur(' counc-ils, police chiefs and city managl!'rs. Policies and inu" that are now decided informally, on a personal basis, would be clanfierl. The collective bargaimn~ 'rO<"ess would call for a mediator to be brou'l'ht in it the parties involved reach an imoasse. He referred to the "nositive exverierce" of m'lnV Maryland municionlib.?s su"h a~t Frederick, as well as Prinl'f' Geor~es County and ~-NCPPC in collective bar~taining with :.heir police forces.

Putens expreased his cone _.rn that the process would hat m ~ather than benefit relations be~wePn council and the polic'!, creating a.n adven•rial rel<>tiorahip. The "bottom line" will always be monev, he said, and co·lectivt> barcaining will not int•real!!e the money av'lilaL!(> rn
