L'AQUILA (AFP) - Six Italianscientists and a governmentofficial were sentenced to sixyears in jail on Monday formultiple manslaughter in awatershed ruling that foundthem guilty of underestimat-ing the risks of a killer earth-quake in 2009.

They were also ordered topay more than nine millioneuros (almost $12 million) indamages to survivors in thedevastated medieval town ofL'Aquila in a case that hassparked outrage in the interna-tional science community.

Seismologists in Italy andbeyond were horrified by theunprecedented sentence andargued that all science wasbeing put on trial.

Under the Italian justicesystem, the seven remain freeuntil they have exhausted twochances to appeal the verdict.

Prosecutor Fabio Picuti hadasked for jail sentences of fouryears for each defendant forfailing to alert the populationof the walled medieval townto the risks, days before the6.3-magnitude quake thatkilled 309 people.

"I am crestfallen, desperate.I thought I would be acquitted.I still don't understand whatI'm accused of," said EnzoBoschi, who was the head ofItaly's national geophysics in-stitute (INGV) at the time.

All seven defendants weremembers of the Major RisksCommittee which met inL'Aquila on March 31, 2009 -- six days before the quakedevastated the region, tearingdown houses and churchesand leaving thousands of peo-ple homeless.

Picuti had slammed the ex-perts for providing "an incom-plete, inept, unsuitable andcriminally mistaken" analysis, which reassured locals and ledmany to stay indoors when thefirst tremors hit.

"This is a historic sentence, above all for the victims," said

lawyer Wania della Vigna, who represents 11 plaintiffs, including the family of an Is-raeli student who died when astudent residence collapsed ontop of him.

Some commentators hadwarned that any convictionswould dissuade other expertsfrom sharing their expertisefor fear of legal retribution.

WASHINGTON (AFP) - USmarine biologists puzzled byhuman-like sounds comingfrom the whale and dolphintank of an aquarium concludedthey were actually comingfrom a whale.

Anecdotal reports of whalessounding like people are notnew. But in this case in SanDiego, California, scientists forthe first time recorded the utter-ances, did an acoustic analysisand were surprised to find arhythm similar to that of humanspeech, Sam Ridgway of theNational Marine MammalFoundation reported Monday.

The sounds marked quite afeat: whales make sounds viatheir nasal tract, unlike people, who use their larynx. So thisparticular white whale had tomake some tricky muscularand blowhole adjustments.

"Such obvious effort sug-gests motivation for contact,"said Ridgway, the main author

of a study featured in the jour-nal Current Biology. "Thesounds we heard were clearlyan example of vocal learningby the white whale."

The whale, named NOC,died five years ago.

Ridgway says that back in1984, he and others startedhearing sounds near the whaleand dolphin enclosure that re-called two people speaking inthe distance, too far away to beunderstood.

The sounds were later tracedto one particular white whalewhen a diver in its tank cameto the surface because hethought he heard colleaguestell him to do so.

NOC had lived among dol-phins and other white whalesand had often been in the pres-ence of humans.

The whale made human-likesounds for around four yearsuntil it reached the age of sex-ual maturity, Ridgway said.

OSLO (AFP) - The agree-ment between BP and Russ-ian oil giant Rosneftannounced yesterday is saidto give the British group afirm foothold in the Arctic, aregion often hailed as a newfrontier for oil and gas com-panies.

But the allure has fadedwith the rise of cheaper en-ergy sources such as shalegas.

BP plans to sell its share inthe Russian joint ventureTNK-BP to Rosneft in returnfor $17.1 billion and an addi-tional 12.84 percent stake inRosneft, a state-owned firm.

Analysts said the dealwould allow the British oilmajor to revive its stalled ef-forts in the Arctic, after a tie-up with Rosneft last year wasblocked by BP's Russianpartners in TNK-BP.

Interest in the regionsurged in 2008, when the USGeological Survey (USGS)estimated that it could hold22 percent of the world'sundiscovered oil and naturalgas resources. Since then, in-

The accord, originally ne-gotiated in 2007, will allow USproducts such as rice and sugarto enter the Panamanian mar-ket with gradually reduced tar-iffs. This has alarmed Pana -manian producers of thesegoods.

Panama is attractive to theUnited States because of itsstrategic location and the on-going enlargement of thePanama Canal, through whichtwo-thirds of US trade passes.

They exchanged formal no-tices, which was the last re-quirement for the agreement tokick in.

"Under this comprehensiveagreement, Panama will eli -minate tariffs and other barri-ers to US exports, which willpromote economic growth, andexpand trade between our twocountries," US Trade Repre-sentative Ron Kirk said.

Loew, whose team face theNetherlands in a friendly inAmsterdam next month, ad-mits he could have done betterand can understand criticismlevelled at him.

"Of course I can, ab-solutely," Loew said in an in-terview with SID, an AFPsubsidiary. "I also couldn't be-lieve the game was turning."Maybe I could have sent outa signal by making a substitu-tion, with a defensive manwho could have providedsome relief to the team.

With debate now raging inGermany as to what wentwrong, Loew said he could un-derstand the criticism becausehe was "also stung" by thedraw.

The head coach said he isconvinced Germany willemerge stronger from the ex-perience.

"We will grow from this sit-uation and it won't happenagain, of that I am certain.

"I expect, and I also have tolook at myself, that we workon solutions so that we don'tget into a situation like thatagain."

Armstrong -- even accepting adonation to cover up a positivedope test. McQuaid on Mon-day said the UCI "absolutelydeny" that Armstrong boughtoff the body.

There were still calls forthe UCI high command toquit, however, most notablyfrom former Spanish riderOscar Pereiro, who won the2006 Tour de France after USrider Floyd Landis, Arm-strong's former team-mate,was disqualified for doping.

Armstrong's remarkablecancer backstory and Tour tri-umphs from 1999 to 2005were seen as key to restoringcycling's tattered image after astring of high-profile dopingscandals in the 1990s.

Armstrong has yet to com-ment directly on the affair, saying only that recent weekshave been "difficult" andstanding down as the head ofthe cancer foundation Live-strong that he set up in 1997and which has raised morethan $500 million.

Meanwhile Dallas insur-ance company SCA Promo-tions is demanding the returnof millions of dollars inbonuses paid to Lance.

SCA was seeking $7.5 mil-lion paid out to Armstrongafter a 2006 arbitration pro-ceeding, which included a $5million bonus as well as legalfees and interest.

On Monday, sunglassesmanufacturer Oakley becamethe latest high-profile sponsorto ditch the fallen star.

There have also been fearsof a wider withdrawal of fi-nancial backing for the sportafter Dutch sponsor Rabobanksaid it was ending the sponsor-ship of its professional cyclingteam after a 17-year associa-tion.

The sponsor described pro-fessional cycling as "sick" toits core and unlikely to recoverin the foreseeable future.

The strongly-worded com-ments went to the heart ofclaims of failings at the UCIand in particular to McQuaid, who has been criticised forfailing to see the extent ofdoping within the sport.

GENEVA (AFP) - LanceArmstrong was on Mondaystripped of his record sevenTour de France titles and givena life ban, as cycling's worldgoverning body said the USrider should be permanentlyerased from the sport's historyfor doping.

The International CyclingUnion (UCI) said it supportedthe US Anti-Doping Agency(USADA) decision to erasethe rider's entire career afterAugust 1, 1998, as presidentPat McQuaid called the scan-dal "the biggest crisis" thesport had faced.

Cycling federations, raceorganisers and former ridersbroadly welcomed the deci-sion as an inevitable step butthe USADA said more neededto be done to stamp out doping

and restore the sport's credibil-ity.

European cycling federa-tions, race organisers and for-mer riders on Monday broadlywelcomed a decision to banLance Armstrong for life andscrub his record for doping, in-cluding his seven straight Tourde France titles.

Punishing Armstrong andriders who came forward totalk about his activities cannotbe seen as "penance for an eraof pervasive doping", Tygartadded, calling for an inde-pendent truth commission tospur reform and break with thepast.

The UCI earlier rejected apotentially lengthy legal chal-lenge at the Court of Arbritra-tion for Sport to the USADAclaims and punishment against

Armstrong."The UCI will strip him

(Armstrong) of his seven Tourde France wins. Lance Arm-strong has no place in cy-cling... He deserves to beforgotten in cycling," Mc-Quaid told a news conferencein Geneva, saying he was"sickened" by the revelations.

The US body earlier thismonth released a devastatingdossier on Armstrong, detail-ing over 202 pages and withmore than 1,000 pages of sup-porting testimony how he wasat the heart of the biggest dop-ing programme in the historyof sport.

The revelations, includingevidence from 11 of Arm-strong's former team-mates,plunged a sport which hasbeen working hard to rid itselfof its murky doping past intocrisis.

McQuaid succeeded HeinVerbruggen as president ofworld cycling after Arm-strong's seventh and final Tourvictory in 2005 and is creditedwith boosting the body's anti-doping programme, notablywith the pioneering bloodpassport scheme.

The Irishman was underpressure to answer how Arm-strong and his teams managedto dope for so long withoutbeing detected. But he rejectedcalls to quit, vowing to con-tinue his work against the use
