Introduction

To move goods from Great Britain to Northern Ireland, you will need a Goods Movement Reference (GMR) from HM Government’s Goods Vehicle Movement Service (GVMS)1

GVMS allows carriers or hauliers to pre-lodge the declarations completed for goods moving from Great Britain to Northern Ireland.

The haulier/carrier is required to provide a single GMR linking the required declarations for each goods movement, for each vehicle, before they can board the ferry to Northern Ireland.

This guide will tell you how to input declaration references provided by the Trader Support Service into GVMS in order to create a GMR.

What is GVMS?

GVMS stands for Goods Vehicle Movement Service.

This is an IT system which enables declaration references to be linked together so that the person moving the goods (e.g. a driver) is only required to present one reference at the port of departure.

GVMS also notifies the haulier, carrier and port of whether goods have been cleared or whether they are required to undergo checks on arrival.

What is a GMR?

GMR stands for Goods Movement Reference.

This is a number and barcode that is required for each vehicle, on each movement, leaving Great Britain for Northern Ireland.

Drivers must present it at the port of departure to prove that their goods have pre-lodged all the necessary declarations.

What do I need to have to create a GMR?

1. A TSS ENS email showing all of the consignments that a completed ENS Safety & Security declaration has authorised the goods to move

2. A TSS SFD email for a customs declaration, which can be both/either of:

An email with an EORI number representing some (usually non-controlled) consignments

and/or

An email with an MRN representing some (usually controlled) consignments

You must first register for GVMS. You can create a GMR using the GVMS web portal.

This guide will cover the following steps:

Login to the GVMS web portal1

To create a GMR, navigate to the GVMS web portal.

Then scroll down and click the green Start Now button.

Sign in with the Government Gateway user ID and password.

Create and edit a new GMR form

This opens the GMR dashboard, which lists all your GMRs created to date.

To create a new GMR, click the green Create a new GMR button.

To edit an existing draft GMR, click the blue ID of the relevant GMR.

Select the direction of movement

Select and confirm the direction of the movement (GB to NI).

Create a draft GMR

This will create a draft GMR, which you must then update with information about the movement.

Select Update your draft with more information.

Provide movement details

Next, complete details about the movement.

Select the route and confirm if the driver will travel with the vehicle.

Then, input the vehicle registration number and unit number(s):

• trailer number

• or container reference number

Provide vehicle details

Confirm if the vehicle contains goods and click Continue.

Your next steps will depend on the SFD reference number you received in your TSS SFD notification email

CAUTION: Please follow the instructions in this section carefully as this is where TSS users most frequently make mistakes in the GVMS process

If you have received either or both of these notifications, you should:

A) Review pages 18 to 22 if it includes an SFD Movement Reference Number (MRN) beginning with ‘21GB’ as you will need to select the ‘Customs declaration’ option when entering your TSS SFD reference

B) Review pages 23 to 27 if it includes an SFD EORI number beginning with country code ‘GB’ as you will need to select the ‘Entry in Declarant’s Record (EIDR)’ option for entering your TSS SFD reference

If you haven’t received a TSS SFD email for the goods movement

If you did not receive an SFD notification email for your goods movement, this could be for one of the following reasons:

1. The declaration requires trader input before being authorised for the movement – e.g. resolving an error code

➢ Please return to the TSS portal to amend information before moving the goods

2. The importer is not registered with TSS

➢ As a carrier you should ensure your trader is TSS registered, or that they will submit their own import declarations and provide you with an MRN directly

➢ Note: TSS will identify whether the importer is TSS-registered through the “Importer EORI” entered on the ENS Safety and Security declaration form

➢ You should ensure this is entered and is correct (using the name and address as an alternative will not allow generation of the import declaration)

If you haven’t received a TSS SFD email for the goods movement

You must not move any consignment unless:

A. You receive an SFD notification email from TSS saying your goods in the consignment are authorised for movement

B. The trader submits their own import declaration for the consignment and provides you with an import declaration MRN directly

Adding further consignments9

Once you have completed steps 7-8, you will then see the declaration added, as well as any other declarations already added to the GMR.

If you are moving multiple consignments, to add further consignment declarations to your GMR, click ‘Add another declaration’ and follow steps 7-8 again.

When all of your consignment declarations have been added to the GMR, click Continue.

Remember:

• Each consignment added should reference the unique SFD EORI or MRN in the email you received

• You need to add an ENS declaration reference for every consignment

• You can attach more than one ENS number to the same SFD EORI

Adding non-TSS consignments

If you are also carrying goods under declarations that TSS has not processed for you, you must include all these declarations on the GMR separately.

Depending on the movement type, you will need to add the relevant declaration to the GMR for each additional consignment. This could include: customs declaration MRNs, Transit declaration MRNs, TIR Carnet or ATA Carnet.

For each declaration you will also need to add the ENS declarations.

To add further declarations to your GMR, click ‘add another declaration’ on the screen showing your consignments and follow steps 7-10.

Review and complete the GMR

Once all the data has been added, click Continue to review the GMR, then click Finish to complete it.

You will then receive a number and barcode.

The barcode is mandatory to use at ports.

It therefore needs to either be:

or

✓ available via a smartphone for scanning
