TSDL Guide 2017 MISTAR Consortium

Teacher Student Data Link (TSDL) is a collection of student teacher and course data required
by the state. It is reported via file upload to the MSDS Application. The purpose of the collection is
to report student course and completion information when student program or course enrollments
meet specific requirements. Required student populations for reporting are:
Migrant Education Program Participants
o Students with a valid Student Migrant Program History Record
Dual Enrollment Participants (including Early Middle College)
o Students enrolled in courses where Course Work Level = 07, 10
o Students with a valid Early Middle College Program History Record
o Student transcript reflects Course Work Level = 10
Advanced Placement / International Baccalaureate Course Participants
o Students enrolled in courses where Course Work Level = 04, 05
Online / Virtual Course Participants
o Students enrolled in Master Schedule Manager Sections > Show Extension Data View
Virtual Delivery Method Selection exists (excluding ‘NV’ Not Virtual)
Selectable area for Mentor Teacher selection provided
You must submit and certify TSDL before running the Year End process which makes students
active in the next year’s track. The timing of this collection can be challenging for that reason. The
following outlines the data elements that must be addressed in the system in preparation for this
collection.

PICs may differ in
length and consist
of up to 10 digits
PICs must be entered for active teaching staff. PICs are retrieved from
the REP system. Your REP authorized user (typically human resources)
can search for each teacher’s name to find the PIC. A missing PIC will
generate errors for every student scheduled into that teacher’s classes
and will prevent the file from certifying. PIC codes are maintained in the
Staff Editor faculty record.
To associate a PIC to a staff record, navigate to:

Alternate Faculty
Be sure that team-
taught courses are
linked to PICs
If more than one teacher served as the teacher of record for a particular
class, the additional teachers should be added in alt faculty. TSDL rules
allow for up to three teachers for any class. To configure alternate
faculty, navigate to:

Items of Note:
As code description may vary (may have been re-named) from
district to district, ensure the following staff alternate code types are
associated as Alternate Faculty. Other Alternate Faculty type(codes)
are excluded from TSDL reporting.
o Staff Alternate Code = T; default description is TEAM TEACHER
o Staff Alternate Code = H; default description is HIST TEACHER

Be very careful to avoid overlapping dates when assigning
alternate faculty.

Section 64b Dual
Enroll Credit

These courses are dual/concurrent enrollment courses that receive both
high school and college credits. These courses are eligible for additional
funds under Section 64B incentive legislation.
Functionality has been added to pull student course records with a work
level of 10-64b Dual Enrollment reimbursement. Records will extract
from transcript records for courses identified as work level 10 that may
have been manually entered into Academic Transcript student records or
posted to history through marks processing.

SCED Codes
SCED codes are
nationally
assigned five digit
codes – the first
two digits
represent the
subject, the last
three digits
represent the
specific class
Every academic course must be mapped to a valid SCED code. Courses
without SCED codes will not be pulled for the TSDL collection. SCEDs
should be assigned by those with knowledge of course content, such as
principals, counselors, or curriculum directors.
High and Middle Schools considered Secondary in nature:
o Valid Sched Codes begin with 01 – 22
Elementary and Middle Schools considered Prior to
Secondary in nature:
o Valid Sched Codes begin with 51 – 58 and 60 – 73
Grade 14 students must be reported with at least one course using
SCED 73039
MSDS will display a warning if using a secondary SCED codes for grades K-8
Disregard warning if using a secondary SCED code for middle school
classes that award high school credit. To enter/maintain Sched Codes,
navigate to:

Assign a course type to every course that will be reported (every course
with a SCED-CIP code). Course Type represents the level and rigor of
the instruction provided.
Most courses will be coded with 01 (regular).
Code 03 is for courses that specifically prepare students for admission
to an AP program.
Code 07 is for college courses for which the student will receive high
school credit.

This option indicates that students are receiving instruction via a
virtual delivery method. Virtual Delivery and Mentor Teacher are
turned off (unchecked) as the default. Turn them on (check) only
where applicable.
The Mentor Teacher option may only be selected for classes which are
virtually delivered – in other words, you should not select the Mentor
Teacher option without also selecting Virtual Delivery. However, there
may be cases where the Virtual Delivery option is selected, but not
the Mentor Teacher option – such as when the teacher of record is
providing direct instruction in an online class. To identify sections as
virtual delivery and to select corresponding mentor teachers, navigate
to:

Preferences
Three TSDL preferences should be set to customize TSDL for your school/district.
To configure preferences, navigate to: MISTAR Q | System | Preference Editor | Application: State Reporting
Number of result rows to display at a time
o Determines number of rows to display when file is generated
MSDS Flag
o Preference to honor “Do not report to MSDS flag” in the Student Editor
o Default is No; all students will be reported regardless of report to MSDS status
o If Yes, students identified as “do not report to MSDS” will be excluded from extract
Scheduled days
o Prior to Secondary Sched Codes only - students must be scheduled for this
minimum number of school days to be reported – default is set to 20
Include Only Required or All Students
o Setting allows All populations to be extracted (ALL STUDENTS)
o Or required only (Populations identified on page one of this document)
Mark type
o Set for any school that uses a final mark type other than A (Academic). To set this
preference:
click on the mark type preference then click the ADD CHILD button in upper-
right
set Level to “School” and set Owner to the school for which you want to set
the preference
click Save and the school will now be listed under this setting
use the pull-down to select the final mark type used in this school
TSDL EXCEL Export:
In an effort to assist users with data quality, a report has been added to the Process Manager to
export a district TSDL report in excel format. To access this report, navigate to:

TSDL Logic Further Information
The following rules explain how TSDL will be handled in the system.
School Component
School code (STATE ID IN SESCHOOL) will be used to report against same schools as other MSDS
collections.
Courses and Schedules
1. Report courses that are active in the current reporting track/year.
2. Report courses that have a valid SCED code.
3. Report course sections that are scheduled in the current reporting year/track master schedule.
Excludes transcript records manually added to transcript
4. Report most recent students schedules by entry date to eliminate drop/adds from same course
section.
Marks and Credit
1. Report academic marks that are posted to history and are primary transcript record (no
supporting marks).
2. Report calculated credit awarded based on GPA CREDITS ATTEMPTED when the mark in Academic
History has GRAD CREDIT checked in Mark Values table – necessary so that middle school credit
is reported.
Faculty PICs
1. Report the first faculty PIC for each section in the master schedule.
2. Report up to two more faculty PICs from those assigned as Team Teachers in Alternate Faculty.
Not Reported
1. Schools without a school code (STATE ID IN SESCHOOL) are not reported.
2. Courses with Prior-to-Secondary SCEDs: Students scheduled in a course section for less
than the number of required calendar days as set by district are not reported.
3. Students marked with non-traditional code of Shared Time (S) are not reported.
4. Students marked as “Do not report this student to MSDS” may not be reported, per district
preference.
5. Students marked as Grade 30
a. Appear on MSDS Missing Student / REP Teacher List; Early Childhood are not reported
6. District Courses marked with Sched Code = “00 - A State Appr CTE Course”
a. CTE Courses should be reported via CTEIS
7. Special Education Students who are 22 years of age or older as of the Special Education count
date (October 5, 2016 for the 2016-17 school year) and have not completed K-12 education
8. Non-migrant-eligible students who were not enrolled in your district for a period long enough
for the course to be reported on the student's academic record

The special education student is reported in grade or setting 14 and is expected to continue in
this same course next year. This requires the use of Subject Area Code "73" and Course Section
ID "039". This status may also be used for any non-special education student who is expected to
continue in this same course and will be reported in a later submission when the course is
completed.
CS Grade 14 and exited enrollment and has enrollment exit code equivalent to “age 21”

Scheduling Requirements
This document outlines the recommended practices for scheduling students in Dual Enrollment
courses. Students are attending college course(s) and earning college credit. Student college
courses may also be earning credit towards high school graduation credits.
Use this guide to ensure data readiness for TSDL reporting accurately from MISTAR.
Dual Enrollment/64B/Early Middle College - Student must be scheduled into specific course of
study.

When saving course record, be sure to read the warning to determine what
choice to make.
If Creating a New Record, you can edit the effective date using the
button in the upper right corner.

Local staff for these courses should not reflect the college instructors. Generic Faculty should be
created to reflect the colleges that host district students such as HFCC - Teacher, WCCC - Teacher.
This is a recommendation from the Wayne County auditor. New this year at the state - PIC
numbers do not have to be submitted for Dual Enrolled courses (work level 10/64B).

TSDL Virtual Courses
1. Student Course – Virtual Delivery Method Characteristic
Virtual Delivery has been changed to Virtual Delivery Method with a drop down selection for
the type of virtual method of delivery for the course.
2. Student Course – Mentor PIC Characteristic
Mentor PIC allows districts to submit PIC(s) of the teacher that is mentoring the student in
the virtual classroom. Up to 3 Mentor PIC’s are allowed.
In , data fields need to be populated in MISTAR-Q | Schedule | Master Schedule Manager
order for a class to be identified as Virtual.
Use the COURSE, TEACHER OR TERM drop down menus, to view courses
Virtual courses must have the Online Course flag checked in Master Schedule Manager.
(scroll to the far right of your screen to view Online Course column, pictured below)
Once a course is identified as an Online Course, Extension Data fields need to be completed to
identify the Virtual Delivery Method and Mentor Teacher (if appropriate).
Use SHOW drop down menu, choose: EXTENSION DATA
Use COURSE, TEACHER OR TERM drop down menus, to view extension data for Online courses
Click RETRIEVE CLASSES

Virtual Method Descriptions from CEPI Manual – Student Course Component
BL - Blended Learning
A hybrid instructional delivery model where pupils are provided content, instruction, and
assessment at a supervised educational facility where the pupil and teacher are in the same
physical location and in part through internet-connected learning environments with some degree
of pupil control over time, location, and pace of instruction. For a course to be considered blended,
at least 30% of the course content is delivered online.
DL - Digital Learning
A course of study that is capable of generating a credit or a grade, that is provided in an interactive
internet-connected learning environment that does not contain an instructor within the online
environment itself. There may be a teacher of record assigned to the course, but this teacher does
not provided instruction to students through the online environment. For a course to be considered
online as opposed to blended, all (or almost all) the course content is delivered online.
NV - Not Virtual
Provided as an option for districts whose student record systems cannot easily exclude this
characteristic.
OC – Online Course A course of study that is capable of generating a credit or a grade, that is provided in an interactive
internet-connected learning environment, where pupils are separated from their teachers by time
or location, or both. For a course to be considered online as opposed to blended, all (or almost all)
the course content is delivered online.
