Expectations for Fall 2020

NMPED’s Phased Approach to Reentry:

New Mexico will take a phased approach to reentering schools. Beginning August

3rd, all schools in the state will be able to start the school year utilizing a remote

model of instruction. We may begin our hybrid model after September 7th (Labor

Day).

The state’s goal is to move all schools into a full school schedule as soon as it can be safely accomplished.

The state will assess the impact of school reentry on the rate of spread of the virus

statewide in each of the 5 regions. When overall state data indicate that it is safe

to move forward to a full school schedule, the regions will be able to do so. Our preference is to move together as a state; if statewide data supports general

advancement to Full Reentry, but an individual region’s data suggests that its

opening would be unsafe, that region may be held back until numbers improve.

Back-to-School Plan Updates Per

Governor’s Current Health Order:

DD Pre-K – All students who want to attend face-to-face will attend in a hybrid model with students attending in two groups for a full day (8:00-2:30). One group attending Monday and Tuesday and the second group attending Thursday and Friday.

Pre-K Students – All students who want to attend face-to-face will attend in a hybrid model with students attending in two groups for a full day. One group attending Monday and Tuesday and the second group attending Thursday and Friday.

K-3rd Grade Students – Groups of 5 students to 1 teacher may attend face-to-face (1 group per classroom) for those students who have chosen to attend in the “Hybrid Model.” Decisions about who will be able to attend will be determined by student need first.

4th-12th Grade Students – 100% Remote under Governor’s Health Order.

K-12th Grade Special Education – Groups of 5 students to 1 teacher may attend face to face (1 group per classroom) for those students who want to attend face to face. Decisions about who will be able to attend will be determined by student need first and IEP team determination. Students will severe disabilities will be a priority as to mitigate any loss of learning due to COVID.

Ancillary – For students who attend face to face, all ancillary services will be provided F2F while they are in the building.

Avoid large group gatherings.

Face masks and/or face shields are required for all staff, students, and visitors while in schools and on busses.

6-foot social distancing must be maintained (Pre-K may have 20 in a classroom).

Staff and students must be screened daily with temperature check and review of symptoms.

Staff and Family/Community Input:

We developed a PowerPoint presentation that outlined our District’s plans for school

reentry with 4 Hybrid Schedules from which to choose, and a School Reentry

Questionnaire for Staff that was sent in an email as a link to all staff districtwide on

Thursday, July 2nd.

We developed a separate School Reentry Questionnaire for Families/Community that

was posted on our School District website as a link on Thursday, July 2nd.

A robocall was sent on the evening of July 2nd to all staff and families to encourage all to

complete the questionnaire. We also posted information on our District Facebook Page.

The deadline to submit a questionnaire was Thursday, July 9th at 6:00 pm.

Remote School Preparation Week

(August 10th-14th):

Teachers will plan their daily/weekly lessons on the Schoology learning

management system so that students who are face-to-face, and

students who are remote, have equitable access to the general

curriculum each day.

Before School Begins:

• Attendance will be taken daily and will follow state and district policy. Students need

to do their best to arrive on time with a charged digital device and be ready and

prepared to learn each day. Attendance will be pulled from students logging into their

Schoology accounts daily for days where students are learning remotely.

• All students and staff will be required to wear their face mask/shield before they enter

school busses and their schools.

• All students and staff will be required to enter the school building through one entrance

where they will be temperature checked and COVID-19 symptom screened.

• All students and staff are required to maintain social distancing of 6 feet including

when they enter the school building.

• Students should prepare for a great day of learning and communicate with their

Teachers and Principals if problems arise.

During School Hours:

• Students need to get to each class on time to maximize instructional time.

• All students and staff will be required to wear their face mask/shield during school hours unless they are

exercising, eating, drinking, or if they have a documented medical condition on file with the school principal.

• If staff leave the school, they will be required to enter the school building through one entrance where they

will be temperature checked and COVID-19 symptom screened again.

• Students and staff are always required to maintain social distancing of 6 feet in the hallways, in classrooms,

and during lunch.

• Students may go to the restroom with teacher permission. They must sign out and sign back in. No more than

three students are allowed in the restroom at one time.

• Students must bring a filled reusable water bottle each day. Water fountains may not be used unless they are

no-touch fountains, or unless a teacher is the only one pressing the button for all students then disinfect.

• Students and staff are expected to wash their hands multiple times per day.

• No sharing of books/supplies/equipment/toys.

When School Day Ends:

• Students need to go directly to their bus or car and leave the campus

immediately. If students are involved in after school athletics or activities, they

must get to their assigned locations immediately.

• Schools will create a staggered Parent Pickup to allow for social distancing. (We

request that parent/guardian remain in their cars).

• Group gatherings of any kind are prohibited.

• Students and staff are always required to maintain social distancing of 6 feet.

• Take face mask/shield and water bottle home and wash if necessary, then be prepared to bring them back the next day.

• Take digital device home and bring back charged the next day.

School Visitors/Families:

• Family members and visitors will be restricted to the front office area for emergencies only.

• Family members and visitors must wear a face mask or face shield before entering the building.

• Family members and visitors will be required to check in and check out.

• When family members drop off and pick up students, they must do so outside the school building to avoid group gatherings.

Digital Device Distribution

• The district has purchased a digital device for every student through CARES Act funding.

• Pre-K and Kindergarten (iPad, cover, carrying case).

• 1st Grade-12th Grade (Laptop, cover, and carrying case).

• Students will have to pick up their device on their designated day (TBD) with a legal parent/guardian (with picture ID) to check-out their device and sign their Technology Use and Assurances Agreement.

• Students are required to bring their charged digital device to school each day.

• We are working on internet access with multiple agencies.

• Students will have access to internet from all of our school parking lots.

• Damage, loss, or theft of device will require a $100.00 replacement fee.

Assignments in Schoology:

• Our district will adhere to our grading policies and expectations.

• Teachers, students, and families will have access to our new learning management system called Schoology. For more information on Schoology, go to www.schoology.com

• Teachers may go to torcschools.schoology.com to log in. (Teachers will use their webmail login information to access).

• Schoology is where teachers will upload all content, assignments, quizzes, and direct instruction videos for every class/content-area each day/week.

• Parents and students will receive guidance documents and “how to” videos from their schools to get access to their accounts and to help them navigate the Schoology platform. You may review guidance documents at support.schoology.com

Social Emotional Learning:

• We will honor every student’s identity.

• We will create and maintain healthy, caring relationships among and between students, families, and staff by creating a sense of belonging and connection.

• We will offer opportunities for students to share and process their emotions.

• We will support students, families, and staff in adapting to a change in traditional school structures.

• We will implement The Mind Up Curriculum in grades K-8.

Transportation:

• Busses will run on their regular daily schedules.

• While transporting students to and from schools, we will require students to sit in spaced and assigned seating with a maximum of two students per bus seat. (There will be 35 max students on each bus).

• Students will be temperature-checked as they enter the school bus (Must be 100.4 or less).

• We will provide hand sanitizer on the bus.

• We will provide face masks or face shields for bus drivers and bus attendants.

• We will require bus drivers, bus attendants, and students to wear face masks or face shields.

• We will eliminate field trips and non-essential travel except travel conducted under NMAA guidelines for sports and extra-curricular activities.

• We will clean and disinfect frequently touched surfaces on the bus at least daily.

• We will encourage students to social distance while waiting at bus stops.

• We will air out buses when not in use.

Student Nutrition:

• We will provide meals to students per remote guidelines for those students who are doing remote learning on any given day.

• We will consider pre-packaged boxes or bags for each student.

• Cafeteria Staff will wear masks and disposable gloves at all times.

• We will use disposable plates, utensils, etc..

• We will not allow meal sharing.

• We will mark spaced lines to enter the cafeteria and serving lines.

• We will designate entrances and exit flow paths.

• We will schedule longer meal periods for more staggered meal delivery and consumption.

• We will maximize social distancing to space seating and utilize outdoor seating as practicable and appropriate.

• We will conduct cleaning of cafeterias and high-touch surfaces throughout the school day.

• HSHS students who leave campus for lunch will be re-screened upon arrival to school.

Playground and Common Areas

• Masks/face shields must be worn on playground and common areas during recess, etc..

• Maintain social distancing guidelines.

• No sharing of balls, toys, etc. Students may not bring toys from home.

• Students will be asked to wash hands (or hand sanitize) upon arrival to school, before and after lunch, and before/after recess.

Libraries and Computer Labs

• Libraries and computer labs will be repurposed as classroom space for social distancing as needed.

• Specialized websites will be available for students to access books online (Epic, Scholastic, etc.).

• Specialized computer labs will continue to be restricted to their respective programs.

Special Education:

• IEPs will continue to be implemented by all teachers and staff.

• IEPs will be individualized to meet student needs and goals.

• Ongoing communication between teachers and families will continue to be a priority as we continue to adjust to student needs during this pandemic.

• General education teachers will work collaboratively with special education teachers to optimize learning for all students (Co-planning/co-teaching face-to-face and remotely).

• Services for severe/profound students who are identified in their IEPs as “D Level,” will be determined by the IEP team.

• Ancillary services as determined by the IEP will continue to be implemented face-to-face and/or remotely.

Athletics/Activities (NMAA):

• We will follow NMAA guidelines for athletics and activities.

• NMAA is looking to postpone all athletics/activities until January (Volleyball and Cross Country may start in October). Seasons will be shortened.

• Locker rooms and weight rooms will be closed until further guidance.

• PE Classes should be outside, when possible (“5” 5:1 pods outside)(“3” 5:1 pods inside). Students will be in pods of five, and within those pods, equipment may be shared.

• All athletic equipment sanitized after practices.

• Gymnasiums will be limited use only. Individualized conditioning and skills training. 1:5 coach to player ratio.

• Athletics/activities will not resume until the Governor allows for hybrid or full reentry.

Protecting High Risk Populations:

• We will survey high risk staff members to gauge their intentions in returning to work in the school setting while maintaining confidentiality consistent with the Americans with Disabilities Act (ADA) and other applicable federal and state privacy laws.

• We will survey families with high risk children to gauge their intentions in returning to a traditional school setting, when available, while maintaining confidentiality consistent with the ADA and other applicable federal and state privacy laws.

• We will provide remote/distance learning opportunities for high risk teacher and student populations in consultation with parents and public health officials.

• We will consult with local board attorneys and District Human Resource officials to offer special accommodations (such as an alternative teaching assignment) for personnel who are members of high-risk populations.

• We will adhere to FERPA and HIPPA requirements.

• We will adhere to state and federal employment law and extended leave allowances.

CDC (Center for Disease Control) guidance on approved products and methods will be

used.

• Disinfect and sanitize high-touch areas of building service systems (e.g. on/off switches,

door handles, water fountains) daily.

• Signs will be displayed throughout buildings to encourage proper hygiene, masks and

social distancing.

• Classrooms will be cleaned daily.

• Restrooms will be cleaned and stocked daily.

COVID-19 Prevention Practices:

• We will reinforce good hygiene measures such as handwashing, covering coughs, and appropriate use of face coverings.

• We will provide hand soap and hand sanitizer with at least 60% alcohol, paper towels, and no-touch trash cans in all bathrooms, classrooms, and frequently trafficked areas.

• We will post signage in hallways and entrances to communicate how to stop the spread of COVID-19.

• We will clean/disinfect frequently touched surfaces at least daily and frequently shared objects after each use.

• We will provide face masks and face shields and other appropriate personal protective equipment (PPE) to staff.

• We will require the wearing of a face covering for all staff and students, except when there is a valid medical reason.

• We will allow students and staff to bring hand sanitizer and face masks/coverings to use from home.

• We will take steps to ensure all water systems and features, such as water fountains, are safe and cleaned regularly.

• We will ensure ventilation systems operate properly and increase circulation of outdoor air as much as possible, if this does not pose a safety or health risk to students or staff.

• We will conduct deep cleaning of schools prior to students/staff returning; schedule additional cleanings when necessary.

What Happens if Someone Becomes

Sick at School?

• We will work with school administrators, school nurses, and other healthcare providers to identify an isolation room to separate anyone who exhibits COVID-like symptoms.

• School nurses and other healthcare providers will use Standard and Transmission-Based Precautions when caring for sick people.

• We will contact families to transport their student(s) to a healthcare facility if they are sick.

• We will notify local health officials, staff, and families immediately of a possible case while maintaining confidentiality consistent with the Americans with Disabilities Act (ADA) and other applicable federal and state privacy laws.

• We will close a school building up to 48 hours if used by a COVID-19 positive person and will not use before thorough cleaning and disinfection.

• We will advise sick staff members and children not to return until they have met NMDOH criteria to discontinue home isolation.

• We will contact NMDOH to activate contact tracing.

How and when to contact Teachers,

Principals, and Superintendent:

• Students and families are encouraged to email their students’ Teachers about questions or concerns any time. When Teachers are not in the middle of direct instruction, or not helping other students, they will return emails and if necessary, schedule a time to meet. Please allow 24 hours for a response.

• Students and families are encouraged to email their students’ Principals if necessary, and they will respond when they are able, and if necessary, schedule a time to meet. Please allow 24 hours for a response.

• Students and families are encouraged to email the Superintendent with concerns if resolution has already been attempted with the Teacher and Principal. The Superintendent will respond when she is able, and if necessary, schedule a time to meet. Please allow 24 hours for a response.

• We will soon have a new District App that can be downloaded from the Apple and Android Stores where staff, students, families, and community members can access important updates and information. Stay tuned!

Next Steps:

Make sure you have registered your student(s) for the 2020-2021 school year.

Registration is REQUIRED for every student.

If families opt for the 100% remote setting during the Fall Semester, then a legal

parent/guardian must go to their student(s) school(s) and sign the TCMSD remote

Educational Plan Assurances Document for each of their student(s). By signing this

document they:

Commit to making sure their student(s) engage daily on Schoology for their classes and not fall behind on their learning and assignments.

Commit to a 100% remote setting for the entire Fall Semester and may not switch to face-

to-face setting after the semester begins.

Acknowledge that they have internet access and a digital device at home, and if not,

that they will inform their school principal to discuss options.
