Dear Sisters and Brothers all over the World!
We all are facing the total crisis generated by the market fundamentalism. Social polarization has been almost
unrestorably worsening while the labour income share keeps declining and workers in non-standard forms of
employment are skyrocketing. The phenomenon of ‘Growth without Employment’ has driven billions of
young people into unemployment or exploitative situation by precarious employment, which makes the
brightness of our future fade away. Despite evident solutions to the crisis such as the creation of decent works,
reforms of the financial sector and expansion of the social security scheme, governments disregard those
lessons from financial and economic crisises but rather they are just echoing the voice of capital for low wage,
deregulation of labour and financial markets, free trades and privatization of public services.Meanwhile work-
ing families have despaired of decent life.
At such times, it is just we, working people, who can stop further polarization and guarantee ‘Just Transition’
and the sustainable growth. However retrogression of labour laws and government’s policies tilted in favour of
capital for decades have resulted in growing conflicts and tensions between regular and non-regular workers;
female and male workers; the young and the old; and even among trade unions. Then these strife and dishar-
mony have severly weakened the trade union movement. In order to overcome the crisis and to achieve the
social reforms, therefore, it is of uppermost importance to restore the trade unionmovement based on solidari-
ty and organizing.

To this end, the Federation of Korean Trade Unions(FKTU), the oldest and largest national center of trade
unions in Korea, strives to regain the prestige of Korean trade union movement based on unity at all levels.
Through this and strong grassroots labour movement, we can again become a pivotal figure to combine work-
ers‘ force into one, to carry over a proud tradition of Korean labour movement and to cope well with today’s
crisis. Furthermore those values only enable us to achieve the complete revision of ‘Trade Union and Labour
Relation Adjustment Act(TULRAA)’ of which current provisions seriously infringe on fundamental workers‘
rights and hinder trade union activities.
We alsomake every effort to organize workers, especially vulnerable workers and to repel themain causes of social
polarization such as non-standardization of employment, discrimination against non-regular workers and female
workers and so on.With continuous struggles as well as social dialogue, the FKTUdoes its best for increasing the
national minimum wage to a realistic level, improving social security system for the socially vulnerable as well as
workers, improving working conditions by reducing murderous long working hours.

Labour law reforms, organizing workers in non-standard forms of employment, eradicating all forms of dis-
crimination and protecting fundamental workers’ rights are your present tasks, too. Hence in order to success-
fully accomplish those tasks, solidarity and collaboration at the international level are very essential. Especially
today’s world in which capital flows are virtually unrestricted under the pretext of globalization and every
coner of the globe is affected by the climate change urgently requires solidarity of the international labour
movement.
Against this backdrop, we continue to strengthen our international policy capacity and to boost overseas
exchanges and international cooperation.While actively participating in international labour organizations at
all levels such as the ILO, the ITUC and the TUAC to OECD, we have delivered the voice of workers in
Korea and have made the important international labour agenda incorporated into domestic policies. The
FKTU also endeavours to expand its exchange programmes with national centers in other countries. By doing
so, our roles of labour diplomacy have been strengthening to resolve the current issues effectively together with
our international partners and accede to demands of workers all over the world for our solidarity actions.

Dec 1980 Industry-based union system was converted to enterprise-based oneby labour law amendments.
July-Aug 1987 A series of nationwide labour struggles broke out to bring aboutepochal changes in Korean trade union movement.
Dec 1996-Feb 1997 General strikes and mass rallies were organized against theretrogressive revision of labour laws.
Aug 2000 The first official meeting between FKTU and the General Federation ofTrade Unions (GFTU) of North Korea was held.
June 2005 FKTU headquarters was re-built in Yoido, Seoul.
July 2005 All-out struggles for protective legislation on non-regular workers were staged.
March 2006 FKTU’s logo and theme song were changed on the occasion of the 60th anniversary.
Feb 2007 Korea Labour Foundation was established at the initiative of FKTU.
March 2007 FKTU joined UN Global Compact for the first time in Korea as a labour organization.
Dec 2007 A policy agreement was signed between FKTU and the Grand National Party.
Feb 2008 The 22nd Leadership of FKTU was inaugurated.
Feb 2009 A Grand Social Pact among 4 parties was reached to overcome economic crisis.
May 2009 The Ethics Committee of FKTU was set up.
Sep 2009 Construction Equipment Union joined FKTU as the 26th industrial affiliate.
Jan 2010 A revised bill on wage payment to full-time union officials and union pluralismat enterprise level was passed through the National Assembly.
Aug 2010 Federation of Korean Public Enterprise Trade Unions joined FKTUas the 27th industrial affiliate.
Nov 2010 G20 Trade Union Summit was held in Seoul.
Jan 2011 The 23rd leadership of FKTU was inaugurated.

Leading Force for Social Reformswith Strong Grassroots PowerAs an oldest and largest organization of workers in Korea, the FKTU has made every effort in protecting workers andtheir families and making their voices heard. The full protection of workers’ rights is a prerequisite for socialadvancement and reforms. The FKTU, as a leading force of social reforms, values social dialogue and integrationunder the slogan of ’Social Reformist Trade Union Movement Supported by Workers and People’.However, our ultimate goal cannot be compromised. We have never ceased our struggles whenever workers‘ rightswere undermined or violated. Despite the patience and sacrifice for overcoming the recent economic crisis, workingpeople have been suffering from serious violations of fundamental workers’ rights, job insecurity, income disparityand social vulnerability due to retrogressive labour laws and labour market flexibility.Against the backdrop, the FKTU has continued all-out struggles for the complete revision of labour laws and fairersociety so that all working people can fully enjoy their basic rights and fair share of the economic fruits.

Overcoming Employment Crisisand Creating Decent JobsThe Special Committee on Employment Measures of the FKTU was set up in April 2010 to develop a new employmentparadigm in response to the job crisis amid the economic turmoil. In July 2010, ‘Future Employment Strategies andMeasures’ were drawn up, featuring 5 priorities including job security, quality employment, job creation, enhancedemployment protection and good governance of employment service. the FKTU conducted a variety of activities includ-ing campaigns, workshops and seminars for the legalization of mandatory retirement age at 60, the introduction ofyouth employment quotas, the increase in the national minimumwage to realistsic level, the reduction of working hoursand the implementation of unemployment assistance. The FKTU revealed its “Future Strategies 2045”, a comprehen-sive report on future visons and strategies, in order to effectively respond to the rapid changing environment.

Stronger International SolidaritySince its establishment, the FKTU has been firmly standing in solidarity with workers abroad and closely workingwith international labour organizations including the ILO, the ITUC and the TUAC to OECD. The FKTU has played a piv-otal role in regional economic blocks and global economic architecture including the APEC, ASEM, G20, etc.International conferences and seminars have been organized in order to share ideas and measures on current labourissues. For stronger international solidarity, regular exchange programmes with overseas national centers areactively carried out based upon more deepened mutual understanding.

Social Responsibility andProtection of the VulnerableSocial responsibility is one of the FKTU‘ top priorities. A variety of activities for sharing and social contributions havebeen conducted by The Sunlin Welfare Foundation which was established under the FKTU in order to provide assis-tance for those in need. Strong solidarity and technical assistance have been extended to the vulnerable of the societyincluding migrant workers and comfort women in a close tie with civil society organizations.
Promotion of Gender EqualityThe FKTU is strongly committed to promoting gender equality and eliminating discrimination against women under abelief that women workers‘ participation is essential for building stronger trade union movement. As part of theeffort, the National Women Workers’ Convention is held every year in celebration of the International Women‘s Day.“Equal Holiday Campain” has been launched ahead of festive seasons in order to raise awareness on the equal shareof household chores. Training and education for women union members have also proved to be effective ways ofempowering women and promoting equal treatment.

Ensuring Decent and Safe Workplace
The FKTU has developed policies and conducted researches to protect workers‘ life and their right to health. As part ofthe effort, health safety inspection, occupational environment measurement and chemical toxicity estimation have beenconducted and various supportive activities for affiliates have been made. The ultimate goal is to ensure decent workingconditions for all. Therefore, the FKTU has carried out a variety of studies, researches and awareness classes to pro-mote occupational safety and health, especially for non-regular, women and migrant workers.

Central Education Center
Established in July 1975, the Central Education Center provides union officials and members with various scientific and sys-
tematic education and training. The Center has become a mecca of education and training for trade unionists who will take
the lead in labour movement in the dynamic society. There have been full efforts made to provide general public with
high-quality educational programmes in comfortable and friendly environment. Surrounded by scenic natural environment,
the Center gives optimum services with modern and state-of-the-art equipments and facilities such as various lecture rooms, a
computer training room, cozy bedrooms and amusement facilities, a spacious restaurant, sauna, etc.

Established in September 2005, the FKTU Legal Service Center provides trade unions, workers and ordinary citizens with
quality legal services. A total of 50 legal experts including lawyers, judicial scriveners and counselors in the Seoul headquarters as
well as 19 regional counselling centers help people in need with practical legal relief such as legal advice, law suits, mediations,
etc. It also conducts education on labour laws for workers as well as students and publishes labour-related material.

The FKTUScholarship Foundation, established on 7April 1977 as a non-profit organization, has provided financial assistance
