Your water meter measures your monthly water use. There is no meter on your wastewater line. For residential and most business customers, the City of Austin determines the wastewater volume for which you will be billed each month in the coming year by monitoring your water usage over three consecutive winter months between November and March. Here is how it works: Beginning on the date tied to your billing cycle, your water usage will be monitored over three consecutive months (billing cycles) between November and March. The month of highest usage of the three will be eliminated. Water usage during the two remaining months will be totaled and divided by the total number of days in those two months. That water use average is then multiplied by 30.4, the average number of days in a billing cycle. The result is your new daily wastewater average (in gallons) that will be used during the coming year, beginning with your April billing date. Please note, however, your wastewater charge each month will be based on your new wastewater average or actual monthly water usage, whichever is lower. Visit www.cityofaustin.org/water or call 494-9400 for the specific dates used to determine your wastewater average. Please have your utility bill handy for referencing. What is a Neighborhood Watch? Neighborhood Watch (NHW) is a police-associated community awareness program in which residents get to know their neighbors and surroundings and learn how to identify and report crimes.Goals of the Neighborhood Watch• To increase citizen awareness of the crime

of burglary and other property crimes prevalent to neighborhoods including theft and vandalism.

    • To educate citizens in various safety and residential security strategies to make their neighborhood homes more secure.

    • To develop a neighborhood action program where neighbors help watch each other’s residences and report suspicious persons and activities to the Austin Police Department.

    • To encourage all citizens to cooperate with the Austin Police Department in reporting crime.

Neighborhood Watch Organization Coordinators - Your Neighborhood Watch

TCW Neighborhood Watch ProgramCoordinators work closely with the local police department and the neighborhood to organize and facilitate the Neighborhood Watch Program. The Coordinators work with the Block Captains to maintain the program and keep track of crime in the neighborhood and correspond on a regular basis with the Austin Police Department District Representative. They are also responsible for organizing NHW meetings and events. Block Captains - The Block Captain is the primary link in the NHW chain of communication. They are responsible for meeting each resident on their block and offering to register them in the NHW program. Block Captains will be available to pass on information about criminal activities in the area and forward information to the NHW coordinators. Members – The most important part of a Neighborhood Watch is the membership. Being a NHW member is not a hard or time consuming job. It mostly involves becoming

aware of activities in your area and taking time to report them. Members should report any suspicious activities. Non-emergency incidents should be reported by FIRST calling 311 and then reporting them to your Block Captain by email or phone. Emergencies or a crime in progress should be reported by FIRST calling 911 and then calling your Block Captain.Reporting an Incident When you witness a crime or suspicious activity there are a few important pieces of information that should be recorded and reported.• Date, time and location.• Detailed description of the incident.• Suspect description: clothing, height, hair/

eye color, race, and weapon.• Vehicle description: make, model, color,

license plate no. and state• Number of subjects, direction of departure,

    and dialog with suspects.

Odds are, you’ve already been robbed.

Traditional alarms are useless if your phone line gets cut. But now there’s uControl. It works with your existing alarm system but

replaces your outdated security provider with up to three redundant connections: broadband, cellular, and phone line. uControl’s

advanced technology is perfect for VoIP and cell-phone-only homes. So switch to uControl now. (It would be a crime not to.)

Block Designations The neighborhood is divided into 11 neighborhood watch blocks. Please refer to the designation chart for your block information.

NHW Adopt-A-Trail Program The TCW trail adoption program is sponsored by the Neighborhood Watch group. The hike and bike trail has been mapped out and divided into 11 sections. Each section is one-tenth of a mile. Each of the eleven blocks of the neighborhood watch program has been designated as an adopter of one section. Each block captain will be responsible for organizing a regular trail walk day. On this day volunteers from the block should bring a large trash bag, and meet to walk their section of the trail. During the walk volunteers should pick up litter on or around the trail that is visible and within reason (i.e. fi ts in a trash bag and light enough to carry out). Volunteers should not enter any drainage fi eld areas and are not expected to pick up litter in the drainage fi elds or water detention ponds. During the walk volunteers should observe any maintenance issues or vandalism and security issues and report them to their block captain. The main focus of this program is to get neighbors together to meet each other while working on a common goal. This builds a better sense of community and aids in the effectiveness of the Neighborhood Watch program. The secondary benefi ts of this program are the litter control and trail monitoring. The adoption program gives residents a real sense of ownership of the trail amenity. So stay tuned and your block captains will contact as soon as they are ready to set up a trail walk.

In summer of 2004, after studying the fi re safety violations that contributed to a deadly Rhode Island nightclub fi re in which 100 patrons lost their lives, the SFMO conducted fi re safety inspections of bars, nightclubs, lounges, and dancehalls in eight Texas counties. The results were sobering: of the 189 establishments inspected, 182 had means of egress violations, meaning exits were found to be poorly marked, blocked, and in some cases locked. According to State Fire Marshal Paul Maldonado, many people do not realize how quickly a crowded area can become a death trap in the event of a fi re. “When fi re breaks out, everyone rushes to fi nd the entrance. This causes panic and bottlenecking and can lead to people being trampled and exposed to smoke and fl ames,” he explains.

Austin Fire Dept urges citizens to‘Have an Exit Strategy’

It only takes a few moments to develop an exit strategy. Fire safety professionals recommend making a mental note of both the entrance and an alternate exit when entering a public space. It is important to remember that the

entrance may not be the best way to get out in the event of a fi re. Club owners and managers play an equally important role in an effective exit strategy. By keeping the exits on their properties clearly marked and passable, they can drastically reduce potential loss of human life. For more information on Fire Prevention in Texas, visit www.haveanexitstrategy.com.
