1. Introduction

This Tree Management Report was prepared at the request of Ric Cutler for the development of 40 Clinton St, Orange NSW 2800.

1 Large mature Oak tree is being considered for retention whilst the site is developed, the following is for consideration:

► The Tree's Health during and after Demolition and Construction on the site ► It's Location on the Property due to the Proposed Dwelling application

The property is located within the Orange City Council jurisdiction zone and therefore must adhere to the following Orange City Council Policy:

"Tree protection measures apply to all private and public land within the Orange City Council area. These measures prohibit the pruning, cutting down, lopping, topping, ringbarking, removal or wilful destruction of any tree with a trunk size greater than 300mm at 1.4 height above ground level. Council encourages alternatives to tree removal at all times. No street trees, regardless of height, may be pruned, removed or otherwise altered. No work on private trees will be carried out or paid for by Council."

2. Aims

► Specify the location, size, species and condition of all subject trees. ► State the purpose of removal and whether the pruning of the tree would be a more practical and desirable alternative. ► Determine whether a replacement tree or trees should be planted. Specify the location, size and species of any trees proposed to replace those intended for removal.

3. Methodology

A Visual Tree Assessment was conducted from the ground utilising all broad features available at the time of inspection.

The identification of the subject trees is based on broad features, visible from the ground at the time of inspection. No invasive or diagnostic testing was undertaken. No tree tissues were collected for further investigation.

The Dimensions of the subject trees was measured using a diameter tape. Measurements such as height and canopy spread have been visually estimated.

4. Observation / Location

The Subject Tree is a Mature Oak Tree with a:

• DBH {Diameter at Breast Height) of 1100mm. • Tree Protection Zone {TPZ) = Radius of 13m from the trunk • structural Root zone .di­ Radius of 1111 From the Trunk • It is located in the South-East corner of the property. The Tree is approximately 25m High with a canopy spaning 25 - 30m.

A current structure is sitting on the structural root zone. This building is marked for demolition and extreme care will be needed as to not damage the SRZ. Should the SRZ be damaged it could be detrimental to the health of the tree. This would also apply to construction of a new structure which should not encroach on the TPZ by more than 10%. Please see attached plan as to the placement of the building to be removed.

A secondary inspection would be recommended after demolition to advise if any damage has been sustained to the Structural Root Zone or Trunk of the subject.

Although the SRZ and the TPZ are currently impacted by an existing structure that has not adversely affected the tree. The Building of a new structure in the same space would not be recommended due to the need for soil disturbance and soil compaction in the Tree Protection Zone. Should services need to be placed at depth through this zone, hydro excavation is recommended as to not damage the roots in the TPZ.

The building of new structures under or within proximity of the Subject tree will be at the discretion of Regulation/ Building Code and/or personal preference of the developer. Providing that the Structural Root Zone is not impacted and the Tree Protection Zone is not Encroached by more than 10%.

This report is to outline the tree's health at a specific time to give guidance to the client.

On Thursday 3° of October 2019 the following conditions were observed and recorded:

• Temperature of 23 Degrees Celsius • Humidity 29% • Wind O km p/h • Tree was coming into Spring bud however no Leaves.

The Subject has been recently pruned (last 3-6 months) to:

• Reduce end weight • Crown lift • Remove Dead wood

Under these conditions and observations above, the tree on this development block was in Fair to Healthy condition. All previous pruning looks to have been completed to a High Arboriculture standard, and have healed well. If structures are to be built within the Tree Protection Zone or in close proximity to the subject, yearly inspections due to the age of the tree, would be recommended to maintain the health of the subject and identify any problems early.
