I. the Arc house & lowlAnDs recreAtIon grounD Lowlands Rec, Lowlands Road, Harrow-on-the-Hill HA1 3AN A previously neglected open space next to Harrow Town Centre has been transformed into a public resource with new landscaping, café, community building, playground and outdoor amphitheatre. Shortlisted for New London Architecture Award 2016. Adams & Sutherland 2015. J. the lIbrAry At stAnmore 8 Stanmore Hill, Stanmore HA7 3BQ A local public library, redesigned and refurbished with minimal resources to create a bright and versatile space which serves the diverse needs of the local community. Carver Haggard Architects/ Objectif Graphic Design 2016. hArrow councIl regenerAtIon proJects 1. poets’ corner Harrow Civic Centre, Station Road, Harrow HA1 2XY The flagship project in Harrow’s regeneration programme, the site is currently the civic centre and offices for Harrow Council, located close to Harrow and Wealdstone Station. The 4.4 hectare site will be developed in phases, into a residential-led, mixed use urban quarter. The project involves the delivery of about 850 homes (including at least 200 build-to-rent units to be retained by the council), a new school, commercial and community space, and high quality public realm. A multiple award winning design team (led by Stephen Taylor Architects) was appointed in January 2016 to create a site masterplan and detail designs for ‘phase 1’. 2. byron QuArter Harrow Leisure Centre, Christchurch Avenue, Harrow HA3 5BD The vision for Byron Quarter is to create a true community, which has modern leisure facilities, a beautiful park and sporting activities at its heart. The project will provide a mix of housing types and tenures, including council- owned build to rent, social and affordable, and market sale. New and improved public space for community events, as well as indoor and outdoor recreation and sport, will help to create a vibrant neighbourhood and leisure destination for Harrow residents. 3. the weAlDstone proJect Peel House, Palmerston Rd, Wealdstone HA3 7TS A new home for the Council is being planned for Wealdstone - it will be more efficient to run whilst delivering necessary services, housing, commercial and affordable work space and improved public realm. This project is designed to further improve the economic performance and quality of life within Wealdstone. An award winning team, led by Gort Scott Architects, was appointed in September 2016 to develop detailed design proposals for the site. Engagement for the project started in January 2017. 4. greenhIll wAy Greenhill Way Car Park, Greenhill Way, Harrow HA1 1LE Of central importance to the Harrow town centre’s regeneration, this scheme will re-energise the area, create vibrancy and drive economic growth. The site is designated ‘mixed use’ in the Harrow and Wealdstone Area Action Plan and leading architects Karakusevic Carson have completed a comprehensive feasibility study. This considered options around high quality, commercial and residential development including homes, offices, retail, hotel and leisure. The final strategy will be consistent with the council’s commitment to deliver excellent urban design, architecture and public realm, high quality housing, economic growth and inward investment. 5. vAughAn roAD  Vaughan Road Car Park, Vaughan Road, Harrow HA1 3XD The underused Vaughan Road car park is part of Harrow Council’s build-to-rent programme for the delivery of a number of new Council-owned rented homes. Adam Khan Architects was appointed in May 2016 to design a mixed- tenure, mixed-use building, with 32 homes and community and commercial use on the ground floor. With improvements to public realm and the transport network, the design process has involved extensive consultation with the local community including productive workshops. The project will start on site during 2017 with completion planned for 2019. 6. wAxwell lAne Waxwell Lane Car Park, Waxwell Lane, Pinner HA5 3EJ A potential development project as part of Harrow 'Build-to-Rent'. The site is positioned to the rear of the main shopping parade on Bridge Street and is a short walk from Pinner London Underground Station. Harrow Council is engaged in extended consultation with local stakeholders which is informing initial development capacity work, taking into consideration the site opportunities and constraints and establishing an appropriate number and mix of units; a feasibility study will help refine the development options for the site ahead of detailed design and planning stages and subject to further consultation. 7. roxeth lIbrAry Roxeth Library, Northolt Road, South Harrow HA2 8EQ The redevelopment of Roxeth Library presents an exciting opportunity to create a transformative and inclusive facility for the local community, alongside new housing for the people of Harrow. It presents a chance to establish a distinctive sense of place on the high street with a generous and high quality public setting that encourages social interaction and boosts the perception of South Harrow Town Centre. 8. hAslAm house Haslam House, 304 Honeypot Lane, Stanmore HA7 1DY Haslam House is the pilot project for Harrow’s Private Rented Sector (PRS) programme. Planning permission has been granted for 9 two-bedroom houses which will form part of the Council’s Build to Rent portfolio. The site has been cleared and work is due to start in early 2017 with completion by the end of the year. 9. hArrow Arts centre Harrow Arts Centre, 171 Uxbridge Road, Hatch End HA5 4EA Feasibility work by architect Andrzej Blonski shows that the site has the potential of being sensitively developed around the listed Elliott Hall as a much-improved cultural destination. Subject to funding, a number of options are being considered including the building of a new 600-seat theatre and the renewal of Elliott Hall to include a smaller theatre with an area for events and private functions. A cinema showing first run films, live performance events and special family events could also be created. The council will commission work to develop a plan for the wider site, including public realm improvements and housing opportunities. 10. trInIty sQuAre 1a Headstone Dr, Harrow HA3 5QX We Made That are producing public realm designs to transform the under-used public space into a new Town Square, with a new sense of place and identity where businesses, residents and the wider community can congregate and deliver events. The project also seeks to set up a partnership process for local stakeholders to create and deliver an action plan for the area. 11. grAnge fArm Grange Farm, Grange Farm Close, Harrow HA2 0QA Harrow Council has selected a design team led by Hawkins\Brown for the £100m regeneration project at the Grange Farm estate. The South Harrow estate was built in 1968 and is one of the last remaining examples of a construction type that uses fibreglass panels for external walls. The project will see 225 outdated flats and 47 other flats and bungalows replaced with 545 mixed-tenure homes. Private SiteS 12. gAyton roAD Gayton Road Car Park, Gayton Road, Harrow HA1 2HB The Council’s development partner will build 358 new homes, transforming a council car park on the edge of Harrow town centre. The scheme is conceived in the style of historic mansion blocks, with five blocks of between four and ten storeys, designed by architects Maccreanor Lavington. The site is bounded by mature trees which help to integrate the new development with the existing mixed scale buildings. Retention of the trees has helped shape the concept of an internal garden, accessible to all the blocks. The development includes 358 flats: 233 private market, 53 private rented sector, 72 affordable homes and a new community workspace hub. Basement level parking maximises the space for landscaping and public realm at ground level. 13. hArrow sQuAre College Road, Harrow HA1 1BA College Road provides high quality housing in the Heart of Harrow. The first phase was granted planning approval in 2016 to deliver 318 homes alongside a new library, retail space and new town square. The second phase is currently in a pre-application process and will provide 120 new homes, employment space and a new entrance and improved accommodation for Harrow Baptist Church. 14. ArtIsAn plAce Artisan Place, Harrow HA3 5DS A comprehensive mixed use development on 2.29 hectares of the former ColArt factory and office buildings at Wealdstone High Road/Whitefriars Avenue. The development comprises 189 homes in linear blocks linked by homezone streets; as well as a refurbished, locally listed office building for creative uses, 5 new creative use studios and a new public square; and safeguarded area for educational and sport hall use at Salvatorian College to the site’s north. The development provides a mix of much needed apartments and houses. koDAk sIte The Kodak site is 57 acres in area, which is about the same size as Harrow town centre. It is split into two distinct parts: 15. hArrow vIew eAst  Kodak, Headstone Dr, Harrow HA1 4TY The site of the former Kodak Factory buildings. There is an approved masterplan for the whole site to deliver 1800 new homes, landscaped space, a care home, primary school, retail, employment and health care space. The phase A area of the site has been sold by Land Securities to L&Q who are currently in a pre-application process for a reserved matters application. This phase is set to deliver 650 of the new homes alongside the primary school, care home and retail space. 16. hArrow vIew west Zoom Leisure Harrow, Harrow View, Harrow HA2 6QQ The site of the former Kodak leisure centre. In 2015 Land Securities sold the site to Persimmon Homes. A reserved matters application for 314 new homes was granted planning permission in October 2015. Persimmon are currently building out the first phase, comprising 116 homes, and have lodged an application to intensify the remaining phases. 4. greenhIll wAyGreenhill Way Car Park, Greenhill Way, Harrow HA1 1LE

Of central importance to the Harrow town centre’s regeneration, this scheme will re-energise the area, create vibrancy and drive economic growth. The site is designated ‘mixed use’ in the Harrow and Wealdstone Area Action Plan and leading architects Karakusevic Carson have completed a comprehensive feasibility study. This considered options around high quality, commercial and residential development including homes, offices, retail, hotel and leisure. The final strategy will be consistent with the council’s commitment to deliver excellent urban design, architecture and public realm, high quality housing, economic growth and inward investment.

5. vAughAn roAD ↗Vaughan Road Car Park, Vaughan Road, Harrow HA1 3XD

The underused Vaughan Road car park is part of Harrow Council’s build-to-rent programme for the delivery of a number of new Council-owned rented homes. Adam Khan Architects was appointed in May 2016 to design a mixed-tenure, mixed-use building, with 32 homes and community and commercial use on the ground floor. With improvements to

public realm and the transport network, the design process has involved extensive consultation with the local community including productive workshops. The project will start on site during 2017 with completion planned for 2019.

6. wAxwell lAneWaxwell Lane Car Park, Waxwell Lane, Pinner HA5 3EJ

A potential development project as part of Harrow 'Build-to-Rent'. The site is positioned to the rear of the main shopping parade on Bridge Street and is a short walk from Pinner London Underground Station. Harrow Council is engaged in extended consultation with local stakeholders which is informing initial development capacity work, taking into consideration the site opportunities and constraints and establishing an appropriate number and mix of units; a feasibility study will help refine the development options for the site ahead of detailed design and planning stages and subject to further consultation.

7. roxeth lIbrAryRoxeth Library, Northolt Road, South Harrow HA2 8EQ

The redevelopment of Roxeth Library presents an exciting opportunity to create a transformative and inclusive facility for the local community, alongside new housing for the people of Harrow. It presents a chance to establish a distinctive sense of place on the high street with a generous and high quality public setting that encourages social interaction and boosts the perception of South Harrow Town Centre.

8. hAslAm house ↗ Haslam House, 304 Honeypot Lane, Stanmore HA7 1DY

Haslam House is the pilot project for Harrow’s Private Rented Sector (PRS) programme. Planning permission has been granted for 9 two-bedroom houses which will form part of the Council’s Build to Rent portfolio. The site has been cleared and work is due to start in early 2017 with completion by the end of the year.

9. hArrow Arts centreHarrow Arts Centre, 171 Uxbridge Road, Hatch End HA5 4EA

Feasibility work by architect Andrzej Blonski shows that the site has the potential of being sensitively developed around the listed Elliott Hall as a much-improved cultural destination. Subject to funding, a number of options are being considered including the building of a new 600-seat theatre and the renewal of Elliott Hall to include a smaller theatre with an area for events and private functions. A cinema showing first run films, live performance events and special family events could also be created. The council will commission work to develop a plan for the wider site, including public realm improvements and housing opportunities.

10. trInIty sQuAre1a Headstone Dr, Harrow HA3 5QX

We Made That are producing public realm designs to transform the under-used public space into a new Town Square, with a new sense of place and identity where businesses, residents and the wider community can congregate and deliver events. The project also seeks to set up a partnership process for local stakeholders to create and deliver an action plan for the area.

11. grAnge fArmGrange Farm, Grange Farm Close, Harrow HA2 0QA

Harrow Council has selected a design team led by Hawkins\Brown for the £100m regeneration project at the Grange Farm estate. The South Harrow estate was built in 1968 and is one of the last remaining examples of a construction type that uses fibreglass panels for external walls. The project will see 225 outdated flats and 47 other flats and bungalows replaced with 545 mixed-tenure homes.

Private SiteS

12. gAyton roADGayton Road Car Park, Gayton Road, Harrow HA1 2HB

The Council’s development partner will build 358 new homes, transforming a council car park on the edge of Harrow town centre. The scheme is conceived in the style of historic mansion blocks, with five blocks of between four and ten storeys, designed by architects Maccreanor Lavington. The site is bounded by mature trees which help to integrate the new development with the existing mixed scale buildings. Retention of the trees has helped shape the concept of an internal garden, accessible to all the blocks. The development includes 358 flats: 233 private market, 53 private rented sector, 72 affordable homes and a new community workspace hub. Basement level parking maximises the space for landscaping and public realm at ground level.

13. hArrow sQuAre ↗College Road, Harrow HA1 1BA

College Road provides high quality housing in the Heart of Harrow. The first phase was granted planning approval in 2016 to deliver 318 homes alongside a new library, retail space and new town square. The second phase is currently in a pre-application process and will provide 120 new homes, employment space and a new entrance and improved accommodation for Harrow Baptist Church.

14. ArtIsAn plAceArtisan Place, Harrow HA3 5DS

A comprehensive mixed use development on 2.29 hectares of the former ColArt factory and office buildings at Wealdstone High Road/Whitefriars Avenue. The development comprises 189 homes in linear blocks linked by homezone streets; as well as a refurbished, locally listed office building for creative uses, 5 new creative use studios and a new public square; and safeguarded area for educational and sport hall use at Salvatorian College to the site’s north. The development provides a mix of much needed apartments and houses.

koDAk sIteThe Kodak site is 57 acres in area, which is about the same size as Harrow town centre. It is split into two distinct parts:

15. hArrow vIew eAst Kodak, Headstone Dr, Harrow HA1 4TY

The site of the former Kodak Factory buildings. There is an approved masterplan for the whole site to deliver 1800 new homes, landscaped space, a care home, primary school, retail, employment and health care space. The phase A area of the site has been sold by Land Securities to L&Q who are currently in a pre-application process for a reserved matters application. This phase is set to deliver 650 of the new homes alongside the primary school, care home and retail space.

16. hArrow vIew west ↗Zoom Leisure Harrow, Harrow View, Harrow HA2 6QQ

The site of the former Kodak leisure centre. In 2015 Land Securities sold the site to Persimmon Homes. A reserved matters application for 314 new homes was granted planning permission in October 2015. Persimmon are currently building out the first phase, comprising 116 homes, and have lodged an application to intensify the remaining phases. This would deliver an additional 266 homes.
