RESOLUTION 20-153 -APPROVE NEGOTIAT-ING A PROFESSIONALSERVICES AGREEMENTWITH FOTH INFRAS-TRUCTURE & ENVIRON-MENT, LLC FOR THENW ARTERIAL/JOHNDEERE ROAD CORRI-DOR PROJECT WHEREAS, on April 15,2020, Dubuque Countyissued solicitations forcompetitive responseproposals from quali-fied professional con-sulting firms todetermine interest andcapabilities of provid-ing Professional Engi-neering Services forthe reconstruction ofNorthwest Arterial/John Deere Road Corri-dor in the City ofDubuque and DubuqueCounty; and WHEREAS, DubuqueCounty followed theIowa Department ofTransportation Consul-tant Selection Process(I.M. 3.310) includingforming a consultantselection committee toevaluate and score theRFPs submitted; and WHEREAS, the consul-tant selection commit-tee used specific eval-uation criteria that re-ceived concurrence bythe Iowa Departmentof Transportation; and WHEREAS, DubuqueCounty received fiveproposals from Ander-son Bogert, Ament De-sign, Fehr Graham,Foth Infrastructure &Environment, LLC, andIIW; and WHEREAS, the consul-tant selection commit-tee met on June 11,2020 and June 30, 2020to evaluate and scorethe proposals submit-ted by the consultants;and WHEREAS, the com-mittee carefully delib-erated each consult-ants strengths andweaknesses. The selec-tion ranking was basedupon the overallstrength of informationprovided in the Consul-tant's response pro-posal submitted, theConsultant's presenta-tion and interviews,and the Consultant'sdemonstrated compe-tence, experience andqualifications. RESOLTUION 20-156 -APPROVING THE MEM-ORANDUM OF UNDER-STANDING WITH THECITY OF DUBUQUE FORTHE ISOLATION SHEL-TER WHEREAS, DubuqueCounty has been pre-sented with a Memo-randum of Under-standing between theCity of Dubuque andDubuque County forthe funding for non-congregate temporaryhousing; and WHEREAS, emergencydisaster declarationsrelated to the globalpandemic COVID-19have been issued atthe federal, state, andlocal levels; and WHEREAS, the Cityand County acknowl-edge the need for non-congregate temporaryhousing and shelter toprovide alternativeshelter for DubuqueCounty residents toprevent the spread ofCOVID-19; and WHEREAS, the shelterwill be open to individ-uals who test positivefor COVID-19 who donot require hospitaliza-tion but need isolation,those who have beenexposed to COVID-19who do not requirehospitalization, asymp-tomatic high-risk indi-viduals needing socialdistancing as a precau-tionary measure,homeless individuals,doubled up individuals,those living in congre-gate living situations,and those working inessential service whoneed to isolate andmaintain proper socialdistancing; and WHEREAS, the Cityand County desire toidentify the duties andresponsibilities of eachparty related to theprovision and mainte-nance of a non-congre-gate shelter fortemporary housing re-sulting from the globalpandemic COVID-19;and NOW, THEREFORE BEIT RESOLVED DubuqueCounty approves andauthorizes the chair-person to sign theMemorandum of Un-derstanding betweenthe City of Dubuqueand Dubuque Countyfor the funding for non-congregate temporaryhousing. Iowa Total Care iscommitted to protect-ing the security andconfidentiality of ourmembers' information.We became aware ofan incident on April 29,2020. The incident oc-curred when an em-ployee submittedclaims data within ex-cel file(s) to a largeprovider organizationthat included claimsdata for members notreceiving care fromthat provider organiza-tion. The informationpotentially compro-mised includes Name,Medicaid ID Number,Date of Birth, Proce-dure Codes and Diag-nosis Codes. The large provider or-ganization who re-ceived the file,acknowledged thatthey deleted the incor-rect file and that noneof the information wasshared or copied. Addi-tionally, we have putsafeguards in place tohelp prevent a similarincident from recurringin the future. Iowa Total Care hasno reason to believeany members' informa-tion has been accessedor used improperly.
