The selec- tion ranking was based upon the overall strength of information provided in the Consul- tant's response pro- posal submitted, the Consultant's presenta- tion and interviews, and the Consultant's demonstrated compe- tence, experience and qualifications. RESOLUTION 20-154 - APPROVE ANNUAL SHERIFF'S EQUITABLE SHARING AGREEMENT WITH FEDERAL AGEN- CIES WHEREAS, the Dubuque County Sher- iffs office is a party to an Equitable Sharing Agreement with feder- al agencies; and WHEREAS, the agree- ment allows for shar- ing through the Depart- ment of Justice Asset Forfeiture Program and the Department of the Treasurer Asset Forfei- ture Program, and WHEREAS, the agree- ment requires an annu- al certification report regarding the funds re- ceived and spent through the programs. NOW THEREFORE BE IT RESOLVED that the Dubuque County Board of Supervisors hereby approves and autho- rizes the Chair to sign the certification report. Motion by McDonough, seconded by Baker, carried unanimously to approve and authorize the Chair to sign Reso- lution 20-154. RESOLUTION 20-155 - APPROVE QUARTERLY D.A.R.E. CLAIM WHEREAS, Dubuque County has received a Substance Abuse Grant from the Iowa Depart- ment of Public Health ment of Public Health for FY20 and is re- quired to file quarterly claims for reimburse- ment of the expenses incurred in connection with the D.A.R.E. pro- gram. THEREFORE, the Dubuque County Board of Supervisors ap- proves and authorizes the Chairperson to sign the Quarter Report for reimbursement of ex- penses for the FY20 County Substance Abuse Grant in the amount of $502.34 Motion by McDonough, seconded by Wickham, carried unanimously to approve and authorize the Chair to sign Reso- lution 20-155. COMMUNICATION - BOARD OF HEALTH RESIGNATION Motion by McDonough, seconded by Wickham, carried unanimously to receive and file the res- ignation of Diane Heiken. APPOINTMENTS - BOARD OF HEALTH There was discussion if the Board of Health had approved the two appointments. APPOINTMENT - ZON- ING BOARD OF ADJUST- MENT Motion by Wickham, seconded by Mc- Donough, carried unan- imously to appoint Loras Link to the Board of Adjustment. WORK SESSION TO DISCUSS COVID-19 RE- LATED ISSUES Health Director Patrice Lambert gave an up- date of the numbers in- cluding one more death in Dubuque County. There was no update from Sunnycrest Manor. Board of Health Direc- tor Tom Beechen said the Board wants to get the word out the im- portance of wearing a mask and pleads with the public to please wear a mask at all times when you can't avoid being near peo- ple. RESOLTUION 20-156 - APPROVING THE MEM- ORANDUM OF UNDER- STANDING WITH THE CITY OF DUBUQUE FOR THE ISOLATION SHEL- TER WHEREAS, Dubuque County has been pre- sented with a Memo- randum of Under- standing between the City of Dubuque and Dubuque County for the funding for non- congregate temporary housing; and WHEREAS, emergency disaster declarations related to the global pandemic COVID-19 have been issued at the federal, state, and local levels; and WHEREAS, the City and County acknowl- edge the need for non- congregate temporary housing and shelter to provide alternative shelter for Dubuque County residents to prevent the spread of COVID-19; and WHEREAS, the shelter will be open to individ- uals who test positive for COVID-19 who do not require hospitaliza- tion but need isolation, those who have been exposed to COVID-19 who do not require hospitalization, asymp- tomatic high-risk indi- viduals needing social distancing as a precau- tionary measure, homeless individuals, doubled up individuals, those living in congre- gate living situations, and those working in essential service who need to isolate and maintain proper social distancing; and WHEREAS, the City and County desire to identify the duties and responsibilities of each party related to the provision and mainte- nance of a non-congre- gate shelter for temporary housing re- sulting from the global pandemic COVID-19; and NOW, THEREFORE BE IT RESOLVED Dubuque County approves and authorizes the chair- person to sign the Memorandum of Un- derstanding between the City of Dubuque and Dubuque County for the funding for non- congregate temporary housing. The selec-tion ranking was basedupon the overallstrength of informationprovided in the Consul-tant's response pro-posal submitted, theConsultant's presenta-tion and interviews,and the Consultant'sdemonstrated compe-tence, experience andqualifications. NOW THEREFORE BEIT RESOLVED THATbased on the extensivereview of the propos-als, the presentationsand interviews, theconsultant selectioncommittee recom-mends that the Countynegotiate a Profession-al Services Agreementwith Foth Infrastruc-ture & Environment,LLC for the NW Arteri-al/John Deere RoadCorridor project. RESOLUTION 20-154 -APPROVE ANNUALSHERIFF'S EQUITABLESHARING AGREEMENTWITH FEDERAL AGEN-CIES WHEREAS, theDubuque County Sher-iffs office is a party toan Equitable SharingAgreement with feder-al agencies; and WHEREAS, the agree-ment allows for shar-ing through the Depart-ment of Justice AssetForfeiture Program andthe Department of theTreasurer Asset Forfei-ture Program, and WHEREAS, the agree-ment requires an annu-al certification reportregarding the funds re-ceived and spentthrough the programs. NOW THEREFORE BEIT RESOLVED that theDubuque County Boardof Supervisors herebyapproves and autho-rizes the Chair to signthe certification report. Board of Health Direc-tor Tom Beechen saidthe Board wants to getthe word out the im-portance of wearing amask and pleads withthe public to pleasewear a mask at alltimes when you can'tavoid being near peo-ple. RESOLTUION 20-156 -APPROVING THE MEM-ORANDUM OF UNDER-STANDING WITH THECITY OF DUBUQUE FORTHE ISOLATION SHEL-TER WHEREAS, DubuqueCounty has been pre-sented with a Memo-randum of Under-standing between theCity of Dubuque andDubuque County forthe funding for non-congregate temporaryhousing; and WHEREAS, emergencydisaster declarationsrelated to the globalpandemic COVID-19have been issued atthe federal, state, andlocal levels; and WHEREAS, the Cityand County acknowl-edge the need for non-congregate temporaryhousing and shelter toprovide alternativeshelter for DubuqueCounty residents toprevent the spread ofCOVID-19; and WHEREAS, the shelterwill be open to individ-uals who test positivefor COVID-19 who donot require hospitaliza-tion but need isolation,those who have beenexposed to COVID-19who do not requirehospitalization, asymp-tomatic high-risk indi-viduals needing socialdistancing as a precau-tionary measure,homeless individuals,doubled up individuals,those living in congre-gate living situations,and those working inessential service whoneed to isolate andmaintain proper socialdistancing; and WHEREAS, the Cityand County desire toidentify the duties andresponsibilities of eachparty related to theprovision and mainte-nance of a non-congre-gate shelter fortemporary housing re-sulting from the globalpandemic COVID-19;and NOW, THEREFORE BEIT RESOLVED DubuqueCounty approves andauthorizes the chair-person to sign theMemorandum of Un-derstanding betweenthe City of Dubuqueand Dubuque Countyfor the funding for non-congregate temporaryhousing. COUNTY BUILDINGACCESS RESTRICTIONS The Board discussedrestrictions upon en-tering county buildingsand determined masksare required and willbe provided to thosewho do not have one.The public is encour-aged to conduct asmuch county businessonline or through themail as possible but ifyou must come to thecourt house you willneed to schedule anappointment in the de-partment or depart-ments you plan to visit. Sheriff Kennedystated this year withthe cancellation ofpublic firework dis-plays there was a no-ticeable increase inprivate use; howeverthere were no major is-sues reported. BOARDS AND COM-MISSIONS UPDATE Baker gave an updateon the Operation NewView board he serveson. The goal is to haveONV merge with HCAPby October 1, 2020.
