Possible way forward to avoid “options” in the case “alternatives” are not accepted by all Contracting Parties

UN Regulation WLTP - levels

Regional levels

“Five ‘dimensions’ to regional differences (Bill Coleman, 72nd GRPE):

• different limits;

• different cycles;

• different fuels;

• different size; and

• different technology”.

Top level Most stringent criteria from across the regions need to be agreed. • Relatively straightforward for some criteria; e.g. criteria emission limits • More complex for other GTR requirements; e.g. cycles, PN • Very complex (?) for non-GTR specific elements; e.g. Conformity of

Dealing with non-Type 1 tests

• Regulation 83 includes tests not currently included in GTR15 (i.e. Type II (CO); Type III (crankcase gases); Type IV (Evap); Type V (Durability); Type VI (-7oC) + its specific reference fuels; and OBD.

• The other tests need to be added to new UNR so that they are not ‘lost’

• NB: Evaporative emissions may go straight into new UNR WLTP as it is at an advance stage in Phase 2 of the GTR

• Two options for introducing these tests

• Option 1: Concept of UNR WLTP + UNR 999 introduced at 72nd GRPE

• Option 2: An alternative would be to include the other tests in UNR WLTP using the same cross-reference concept proposed for UNR 999.

• As the tests are introduced into the GTR over time the x-ref to R.83 is replaced by the test itself.

Dealing with non-Type 1 tests

• Option 1: Concept of UNR WLTP + UNR 999 introduced at 72nd GRPE

• (+) option would keep tests not currently used by regions which are not CPs to R.83 (e.g. -7oC test in Japan) out of the New UNR WLTP and therefore resolve the potential issue of how to include in the top level (Level 2).

• (+) leaves open the option to have separate future UNRs for the different tests

• (-) option creates a new UNR that will be short-lived. Extra administrative burden.

• Option 2: An alternative would be to include the other tests in UNR WLTP using the same cross-reference concept proposed for UNR 999.

• (+) a simpler concept and with less administrative burden (not having a UNR 999)

• (-) may not work at top level (Level 2)

Decision needed of which option to take.

NB: Slides that follow are based on Option 1 - but this should not be seen as a recommendation on which route to follow.

Regulation 999 – principle for annexes

Annex 4: Type II [or 2] test (Carbon monoxide emission test at idling speed)

1. The general requirements for the Type II [or 2] test shall be those specified in Annex 5 to Regulation No. 83 in force at the time of the approval of the vehicle, with the exception set out in paragraph 2.

2. Reference to the Type I test in paragraph 2.2.1. of Annex 5 to Regulation No. 83 shall be understood as referring to the Type 1 test in Regulation No. WLTP.

Annex 5: Type III [or 3] test: (Verifying emissions of crankcase gases)

1. The general provisions for the Type III [or 3] test shall be those specified in Annex 6 to Regulation No. 83 in force at the time of the approval of the vehicle, with the exception set out in paragraph 2.

2. Reference to the Type I test in paragraph 2.1. of Annex 6 to Regulation No. 83 shall be understood as referring to the Type 1 test in Regulation No. WLTP.
