What is the Transportation
Improvement Program (TIP)?
The TIP is a prioritized, fiscally-constrained, multi-
year list of federally-funded transportation projects
and operations in the MPO region
• Must be fiscally-constrained
• Must cover at least 4-years
• Must be updated at least
every 4 years
• Authorizes obligation of
federal funds
How do Projects Get on the TIP?
• The TIP is based on a continuing, comprehensive
transportation planning process carried out
cooperatively by the State, the MPO, and transit
operators
• Projects must have completed, or nearly completed,
the planning process and be ready for design
• Projects must have funding
• In order to spend funds, projects
must be listed in VTrans Capital
Program
