DELEGATION

Kenan McKenzie regarding resolution on local government collaboration to attract families and

workers to the Sunshine Coast

Mr. Kenan McKenzie discussed his concerns about the cost and scheduling of BC Ferries

service to the Sunshine Coast, noting the impacts of the ferry service upon commuters, workers,

young people, families, potential residents, and conditions on the Sunshine Coast. He

recommended that local governments collaborate to advocate with the Province for improved

ferry service.

Recommendation No. 1 Delegation regarding Passenger Ferry Service

The Transportation Advisory Committee recommended that a letter be sent from the Chair to the

District of Sechelt, Town of Gibsons, Sechelt Indian Government District, School District #46

and the Powell River Regional District, inviting them to join a delegation to meet with Minister

Blair Lekstrom concerning the implementation of a passenger only ferry, with a copy to MLA

Nicholas Simons;

AND THAT staff of the Regional District and municipalities work together with the Ferry

Advisory Committees to prepare briefing notes for the delegation;

AND FURTHER THAT this be placed as a late item on the agenda of the Infrastructure

Services Committee meeting of May 3, 2012.

Recommendation No. 2 Correspondence

The Transportation Advisory Committee recommended that the correspondence from Kenan

McKenzie regarding a resolution on local government collaboration to attract families and

workers to the Sunshine Coast be received.

The Transportation Advisory Committee recommended that the minutes of February 27, 2012

be received as circulated.

The use of the Henderson Beach access for construction purposes by a property owner was

discussed. Mr. Legault indicated he would speak to the owner about removing a pile of rocks.

Recommendation No. 4 Provincial Response to the UBCM Bike Lane Sweeping Resolution

The Transportation Advisory Committee recommended that a report come from the

Transportation Choices Society (TraC) to the September Transportation Advisory Committee

meeting recommending areas requiring additional service.

Recommendation No. 5 Bike to Work Week Update

The Transportation Advisory Committee recommended that the report on the Bike to Work

Week Update be received.

COMMUNICATIONS

Recommendation No. 6 Correspondence

The Transportation Advisory Committee recommended that the correspondence from Jakob

Knaus regarding BC Ferries March and April/March traffic figures be received.

Recommendation No. 7 Correspondence

The Transportation Advisory Committee recommended that the correspondence from Laurella

Hay regarding erosion at west end of Ocean Beach Esplanade be received.

NEW BUSINESS

Recommendation No. 8 Sunshine Coast Speed Watch and Traffic Speed Patterns

The Transportation Advisory Committee recommended that the Sunshine Coast Speed Watch

and Traffic Speed Patterns report be received for information.

Recommendation No. 9 Pedestrian Safety Concerns, Reed Road and North Road

The Transportation Advisory Committee recommended that the report on pedestrian safety

concerns at Reed Road and North Road be received.

ROUNDTABLE

Mr. White commented on the intersection at Gibsons Way and North Road.

Director Tretick noted that construction of Gibsons Elementary School would start next year

and would impact traffic. He recommended that the Ministry of Transportation and

Infrastructure (MOTI), the Town of Gibsons and the School District meet to discuss this.

Alternate Director Clegg noted that a parking lot at New Brighton, Gambier Island may be

constructed this year. She discussed the continued lack of a pay phone in New Brighton; Mr.

Legault reported that a MOTI technician has been dealing with this.

Director Mauro encouraged Capilano Highways to consider slightly more frequent brush

cutting on some tight corners where brush overgrowth is an issue, such as the lower end of

Garden Bay Road; some areas get very overgrown before being cut back.

Director Shugar requested more “No Parking” signs at Roberts Creek pier, as current signage

seemed inadequate during summer months. Mr. Legault said he would look into this. Director

Shugar thanked MOTI for the quick response on the pathway project planting plan.

Mr. Sagman announced a new transit schedule, in effect May 17 to June 25 to coincide with the

ferry schedule. He had met with Mr. Prestage (TraC) regarding what is coming for September.

Constable Bozak discussed his concerns about the summer season and issues related to traffic

and the use of the highway for overflow ferry parking at the bypass area. Mr. Legault noted he

had asked BC Ferries for an updated traffic management plan.

Recommendation No. 10 Overflow Parking at Langdale Ferry Terminal

The Transportation Advisory Committee recommended that the Chair write to the appropriate

representatives of BC Ferries to insist that the overflow parking lot be used as a public safety

matter rather than having people parking on the highway, copied to Minister Lekstrom, Don

Legault, Nicholas Simons, RCMP, Insurance Corporation of BC, Powell River Regional

District, and the municipalities.

Alternate Director Wasserlein commented on potholes at the lower intersection of Redrooffs

Road and Highway 101 and along the fog line in areas of Redrooffs Road.

Director Turnbull urged Mr. White and Mr. Hird to attend the District Parents Advisory

Committee to talk about school drop off behaviors, discussed earlier.

Mr. Prestage provided membership forms for the Transportation Choices Society.

Mr. Hird thanked Mr. Legault for the additional pedestrian button by the Heritage School.

Alternate Director Hay and Mr. Legault had looked at some of the Ocean Beach Esplanade

areas that are eroding and spoke with a consultant about this.

At a recent Transportation Advisory Committee meeting held at the Sunshine Coast Regional District anRCMP Constable alerted the committee of a concern regarding ferry traffic safety at the Langdale ferryterminal. During the summer months there is a high volume of traffic, especially during the longweekends.

Currently BC Ferries utilizes Traffic Control persons to control the overflow traffic during these busiersailings. The traffic control persons are directing traffic to line up on the portion of the Sunshine CoastHighway known locally as the “bypass hill”. This portion of the highway is double-laned and the ferrytraffic is parked on the right hand lane of the highway while they wait for the next ferry sailing and theleft lane is used by through traffic.

There are several safety concerns with this model as families with young children are out running aroundtheir parked vehicles on the highway; people are out playing Frisbee; and in general people do not wait intheir cars during the warmer weather. The posted speed limit is 80 kmlhr. Meanwhile cars are speedingby at 110 km/hr in the left hand lane and speeding of this nature is such an often occurrence the RCMPare doing their best to enforce. Traffic control persons are also stopping each vehicle in the left lane todetennine their destination putting themselves at risk too. Further, as the “bypass hill” is steep enoughto warrant a run-away lane, this lane has been blocked in the past and afterdiscussions with BC Ferriesterminal manager has remained clear. However, passengers from these parked vehicles are on and aroundthis runaway lane and it is potentially hazardous for any vehicle trying to thread its way through cars andpeople to access the runaway lane.

The RCMP has made attempts to discuss this issue, the lining up of traffic on the highway, with BCFerries Langdale terminal manager, however, this practice continues. With the upcoming May long

weekend not far away would you consider discussing this matter with BC Ferries to avoid any potentialdangerous incidents for the upcoming travel season.

Re: Passenger-only ferry service to and from Sunshine Coast to Horseshoe ay H A I RI am writing to add my name to the growing list of individuals who live on the SunshineCoast and wish to make their voices known that yes, we need a passenger-only ferryservice. After reading Kenan MacKenzie’s letters to the Editor in The Local dated April12, 2012 and subsequent letters in both the Local and The Coast Reporter. - I am so gladthat he has brought this issue to the forefront. I also spoke with Kenan and he said “thatit can happen, we need to want it”.

I want it, do you? BC Ferries would make it possible by contracting out this service andwould use the present Langdale ferry dock. It can work, its our ferry dock, taxpaperspaid for it.

Having a passenger-only ferry service to Vancouver from Sunshine Coast would make itso much easier to live on the Coast. We are part of the mainland therefore, give us goodaccess to the mainland. The car ferry service is for those who will be taking their car,which I do on occasion. How nice it would be not have to wait for that big ferry to get usto Vancouver or home to Sunshine Coast. Just think of the tourists that would come tothe Coast.

A passenger-only ferry service would be far more economical to operate by not requiringfuel to move hundreds of tons of vehicles/trucks, also would eliminate wait timesinvolved because of vehicles/trucks overloads, loading and offloading time involved,saving union worker man hours involved as well as huge overtime paid out. This wouldresult in lower fares, which would increase passenger volumes and improve thefrequency of service, which would be beneficial to all Sunshine Coast residents.

I am glad to see that Gibsons voted in favor of a committee recommendation to lend itssupport to this cause as well as SCRD putting it on their agenda.

Thank you Kenan for getting this started, keep at it, it will happen.

Taxi Rate Changes in BC

The Passenger Transportation Board has approved a Taxi Cost Index (TCI) 2012 rate increase for taxis in British Columbia. TCI 2012 allows taxi operators to request an increase of up to 1.6% on their metered or non-metered rates. They may request a TCI increase between now and October 31, 2012. Taxi operators seeking a TCI 2012 rate increase must send written notice of the request to the clerk, manager or CAO of each municipality where the licensee is authorized to pick up passengers. Each year, the Board uses the TCI as an objective measure of taxi operating costs in British Columbia to identify taxi rate increases. Data is obtained from BC Stats (Consumer Price Index for BC), Stats Can (average weekly wage rate for BC), the Insurance Corporation of BC (taxi insurance costs) and MJ Ervin & Associates (weekly average fuel prices for five BC cities). In 2011, fuel prices increased by 14.5%. CPI increased 2.4% and wages increased 1.8%. Taxi insurance costs declined 4.5%. The TCI 2012 increase is based on indexed cost increases of 3.43% for the 2011 calendar year less a minor adjustment for a technical error with insurance costs in the calculation of TCI 2011. The adjustment realigns the Board’s TCI rate increases with TCI data for taxi costs in British Columbia. The Board has also enhanced its TCI system to prevent such technical errors in the future. Taxi companies may only charge rates approved by the Board. The Board posts approved rates on its website. June 13th, 2012 To: Transportation Advisory Committee, June 25th, 2012 meeting From: Jon Hird - Sunshine Coast Speed Watch Re: Misdirected Truck Traffic, Langdale Terminal SUBJECT: Heavy vehicles using School Road to access Route 101 Despite the best efforts of Town of Gibsons Staff, large highway trucks, charter buses and giant motorhomes bound for Upper Gibsons and points beyond continue to find themselves negotiating the 21% grade of School Road in Gibsons Landing, particularly in the uphill direction. See attached photos. There is no doubt that the well positioned signage in Gibsons has produced a significant reduction in the volume of heavy vehicles using School Road, but some number of inappropriately large vehicles find themselves "trapped" into using this very steep residential street before they even leave the BC Ferries Terminal at Langdale. I believe the typical scenario unfolds something like this: a truck driver, unfamiliar with the Sunshine Coast comes off

the ferry bound for, let's say, Sechelt; his GPS unit tells him that he can get to his destination by taking the first left outside the terminal. He moves into the Left Turn lane, and from that moment on he is absolutely, 100% committed to piloting his rig up the steepest hill he will likely ever see in his career. There is no way out, there is no turning back; and the decision was made in Langdale. And all those signs and flashing lights at the bottom of School Road are of little interest or value to our hapless trucker, who now desperately just wants to get to the highway. The reasons School Road is marked as off-limits to large vehicles are plain: it was never designed or engineered to be negotiated safely by big-rigs; plus there is a history of gravity-related incidents, fatal in at least two instances. The concern, of course, is that a transmission or other drive train failure on an 80,000 lb semi making its way up School Road would result in a runaway backwards down the hill towards 5 Corners, as happened at least once before with a passenger vehicle, resulting in a fatality. A reverse runaway semi would likely "jack-knife" and the trailer would probably separate from the cab and end up who-knows-where. This scenario could, of course, apply to any vehicle, large or small, but the consequences associated with an out-of-control big-rig or charter bus would be so much more dire. I imagine it's why the Town of Gibsons went to

all that trouble and expense to install those signs, top and bottom, complete with flashing lights. But perhaps there is a simple solution. If we accept that these drivers never actually intended to negotiate a 21% grade on a residential street that is clearly marked "NO TRUCKS", that they were misdirected in Langdale 10 minutes earlier, then what's needed is better directions for large vehicles at the Ferry Terminal. Directions such as no large vehicles in the left turn lane, and all large vehicles must use the By-pass would at least make it clear that Marine Drive is not a Truck Route. The sad truth is that truck transmissions do fail, drive shafts do shear, engines do stall. We just don't want it to happen where the consequences would be nothing short of catastrophic. Planning and design topics: 1) Design guidelines for Shoulder widening/bike lane creation – Over the last few years wide shoulders have been added using a variety of approaches ranging from the complete rebuild of lanes, along the Selma park portion of Hwy 101, to joining new pavement to the existing road surface that often leaves a seam in the center of the lane. The success of future projects would benefit from the establishment of minimum standards that would include:

• type and placement of joint • maximum cross slope angle • how to intersect with driveways • signage for hazards, start and end • smoothness or evenness

2) Cycle route planning – we are making progress adding wide shoulders/bike lanes to various sections of our roads and highway but we lack overall plans to guide what kind of cycling infrastructure should be built, signage added, sharrows painted to result in a continuous cycling route. We also need to decide on an implementation strategy. The easiest solution to widen sections of roadway might be completed first even if there is a lower benefit, or more dangerous stretches of road could be addressed that would require more financial resources. 3) Developing a funding strategy to address maintenance as well as as initial construction- the use of the new and expensive shoulder/bike lanes is greatly reduced when they are covered in gravel, tree debris and parked cars. Also, pavement markings and line repainting need repainting on an ongoing basis to maintain their effectiveness. Sharrows along Hwy 101 in Gibsons have nearly disappeared. It seems this has been left too long. 4) Confirmation that a request has been made (by whom?) to the MOT/Provincial Government for a revision to the current Sweeping contract that allows only 1 clearance per year, which all agree is wholly inadequate. Request date of next contract award? Specific Attention items: 1) Veterans Road had marked cycle lanes prior to repaving. These were not repainted afterwards. Will this be done this summer? 2) Gravel at the intersection of Conrad and Hwy 101 is exasperated by a large pothole in the Conrad Rd apron. 3) Sharrows (biker markings on pavement) along Gibsons way are almost completely worn off. 4) What is the plan to address vehicles using west bound bike lane on Gibsons Way as it approaches Payne Road? 5) Poor shoulder conditions on Hwy 101 for west bound cyclists just west of Selma Park road. documented in the Coast Reporter and by TraC). This is particularly concerning as this series of potholes is immediately after a fast down hill section with a wide newly built cycle lane (last year). Cyclists are forced to ride through the potholes or veer into the vehicle travel lane, both dangerous maneuvers. Paving this section the shoulder through this corner would move the transition to another ‘no-shoulder’ area but to a flat area with increased sight lines. Erecting signage to indicate the hazard ahead until paving over the potholes would give cyclists more time to reduce speed. Signs for this purpose were recently added on the Sea to Sky Highway on the approach to deep set drainage grates. 6) Concerns over recent clearance of the off –road bike lane through Roberts Creek, where a cycle tourist suffered severe injuries after hitting a large mound in the dead centre of the bike lane off- ramp near the bus stop at Lockyer Road (opposite Flume). See attached photograph of Alex Kennedy from Vancouver, and off ramp after mound cleared off. Alex was also carrying a $1200 camera during this incident. A claim may be forthcoming for injuries and damages.
