Possible land tenure issues:

•Loss of property records

•No property due to displacement

•Tenant situations, especially in urban areas e.g. Haiti

Transitional shelter does not solve land tenure issues but can offer options:

•Transitional shelters can be relocated

•Beneficiaries are given ownership of their shelters but not of plot

•Buys time to find solutions for land rights while people are sheltered



5. The decision making tool When transitional shelter may not be appropriate:

• Insecure funding leads to interruption of continuous support

• Distortion of local markets

• Lack of technical capacity

Transitional tent:Not a replacement for locally built Transitional Shelter

- Locally procured and built transitional shelter remain preferred options where possible in a shelter response.

- Transitional tents just add to the options available to humanitarian practitioners in situations where transitional shelters are not feasible.

More durable than a tent due to its upgradability

-Tents can last less than six months

-The frame in the Transitional tent will last for years

-The frame in the Transitional tent can be repaired and upgraded as needed

Not a permanent solution

Why is this important?





-Beneficiaries sometimes cannot upgrade from tents because they do not own tenure to the land they are living on.





-Beneficiaries sometimes cannot upgrade from tents because they do not own tenure to the land they are living on.

-Landowners are often reluctant to allow any structure they see as permanent to be built on their land because they fear that the displaced population will never leave.



Money saving over a long response

- Tents often have to replaced before reconstruction.

- Transitional tents will last a much greater length of time.

- Transitional tents can be reused, recycled or sold.
