Change is an opportunity for growth.......

• Institutional • Personal

Guiding Values

Intellectual excellence

Innovation and creativity

Communication and interaction

Individual expression as well as a team spirit

Obligation on promised deliverables

Service to the community via 'contracts' and “Values Returned” (e.g.national and international deliverables on large projects)

Guiding Values (cont’d.)

Foster synergistic collaboration between the institute, universities, laboratories (DL & PR), local economy, industry and NWDA

Respecting diversity and promoting/enhancing the quality of work environment via RETENTION and RECRUITMENT

Education and outreach

Be a positive force of growth for the human enterprise locally, nationally, and globally

Guiding Principles of Transition

Festina lente

No interruption in research programs or working projects

Fiscal integrity

No lapse in safety

No 'orphaned' projects: every project must be owned and accounted for institutionally.

ACCELERATOR SCIENCE and TECHNOLOGY

No 'orphaned' individuals: every employee has a mentor and a supervisor who is responsible for her/his personal and professional growth in the framework of institutional integrity

Foster communication via integrated location whenever possible

Share transition burdens

Grow New Initiatives vigorously but with adiabatic adjustment to the entire program

Everyone's opinion will be valued and sought!!!

CI Administrative Staff is setting up:

—Individual meetings with groups and departments

—Meetings with individuals

Spontaneous drop-ins are welcome, but remember because of fixed meetings already on the schedule, early morning or late afternoons may be preferable. Check with Liz Kennedy to get an idea.NEED FEEDBACK ON: Already functional “fixed meetings” e.g.CI Management Meeting, CI Forum, All-hands,….etc.

Special Note on the role of 4GLS :

• The Institute’s role in the 4 GLS, in partnership with ASTeC, the 4 GLS Project Team of Daresbury Lab/STFC and the leading universities and the scientific community, is significant and must grow.

• This is our opportunity to ensure the establishment of a local “engine” as our fly-wheel and work horse to sustain and give credibility to our strong accelerator physics presence in the community, local and global.

• We should take this opportunity to boost our ERL/FEL/SRF/Laser/SR portfolio even further.

• In the pre-construction era, we should be prepared to provide strong support and leadership in its scientific and technical definition and articulation of the same to the funding agencies and scientific community in order to position 4 GLS firmly on the site for its eventual construction and operation as a truly pioneering novel light source in the world.

Cockcroft Institute/NWDA R&D Economic Modeling

Purpose: To provide NWDA with a complimentary tool tofacilitate understanding of the effects of R&D $s infusion into NW economy.

Method: Application of Systems Dynamics1. Build model based on interactions diagram2. Test model to verify functionality3. Explore dynamics by varying assumptions, running model, and studying effects.

Caveat: This is NOT to provide “The Answer.”This IS to build Understanding.

Knowledge Exchange

1. What is the threshold for significant* NW economic benefita. In terms of $s?b. In terms of time?c. Both?

2. How many Grants/Centers are needed for NW econ benefit?

3. Is there any difference between R&D $s vs other $s?

4. How do you know you are on the right track?

5. Where are the biggest leverage points?

*We decide what is “significant.”

Examples of questions that could be examined by Systems Dynamics modeling

Retain momentum on the face of dynamic funding scenarios

Expand funding base wherever possible BUT within guidelines of corporate philosophy and motto

Expand and enhance staff —Recruitment and retention —More students and postdocs

Note of Thanks.....

We should all publicly thank and acknowledge John Dainton for steering us through this nontrivial transition.

We will need John’s advice and counsel in the years ahead. John will remain the Founding Director of CI.

I have asked John Dainton to be the Chief Scientist and Counsellor-at-large for CI. I am happy to say that he has accepted my request.

Starting April 27, 2007: —John Dainton is Chief Scientist and Counsellor-at-large of

the Cockcroft Institute.
