ReImagine HHS (ReImagine) is a robust transformation effort to improve HHS’s ability to enhance the health and well-being of all Americans.

The transformation journey began with a call to action from the Office of Management and Budget (OMB) in spring 2017. OMB released Memo M-17-22, directing each department across the federal government to put together a plan to reorganize its operations, with the goal of delivering critical services to the American people as efficiently and effectively as possible.

The U.S. Department of Health and Human Services (HHS) enhances and protects the health and well-being of all Americans by fostering advances in medicine, public health, and social services. The mission of HHS has never been more critical or complex in light of advancing technologies, innovative health treatments, and the delivery of essential assistance programs.

In response, HHS took the opportunity to engage career staff from all 25 divisions of the Department. More than 200 employees came together to ideate on potential solutions, asking: “How might we as a Department improve our ability to serve the American people?” Thousands of ideas were synthesized and prioritized into six Strategic Shifts that will transform culture and operations across the Department.

ReImagine is centered on six Strategic Shifts, developed based on input from HHS employees and designed to transform the culture and operations at HHS to maximize efficiency, quality, and cost-effectiveness of the Department’s service to the American people.

HHS employees are leading and powering ten Initiative teams that are executing on these Strategic Shifts. Think of Strategic Shifts as goalposts, while the Initiatives are the vehicles that will get HHS to the goal.

There is shared regulatory oversight of the food supply between the FDA and USDA, which creates unnecessary burdens and inefficiencies in the protection of public health interests in our nation’s food supply.

The Bring Common Sense to Food Regulation Initiative aims to increase collaboration between food regulatory programs to minimize overlapping jurisdiction and improve state produce safety infrastructure.

Clinical conditions that have a significant impact on both individual health outcomes as well as the public health would benefit from a coordinated approach to advancing and accelerating the rate of innovation in diagnostics, therapeutics, and prevention.

The Accelerate Clinical Innovation Initiative will help HHS advance innovation by establishing an enterprise view of high-priority clinical challenges and creating a mechanism to promote the Departmental coordination of program efforts to address those challenges.

The Optimize Coordination Across HHS Initiative sets out to increase collaboration and coordination across HHS through creativity, innovation, and continuous process improvement to deliver mission-critical services for today and tomorrow’s changing environment.

ability to serve across the country.

Many divisions of HHS use a regional model to deliver vital health and human services across the country. Since their creation in 1974, the HHS regions have not collectively been assessed to determine if the current approach best advances the HHS mission.

The Optimize Regional Performance Initiative aims to ensure an optimally performing and coordinated regional structure that advances the HHS mission and better serves the needs of the American public, as well as HHS stakeholders.

Since the initial Ideation phase in spring 2017, HHS career staff have been powering the progress of ReImagine, leading Initiative teams and defining the scope of this transformation. Their input, expertise, and leadership will be essential in turning the ReImagine vision into reality.
