HOTEL INFORMATION: Our meeting will be held in uptown Charlotte at the Sheraton/Le Méridien hotel complex, 550 South McDowell Street. Offering three on-site restaurants, fitness center, comfortable rooms and suites, the Sheraton and Le Méridien are in the area of town known as the heartbeat of the city. Within walking distance of Epicentre, Charlotte’s most vibrant entertainment destination, you will also find a plethora of delicious eateries and contemporary museums as well as being just steps away from the 7th Street Public Market with its lively mix of food, drink and retail offering a variety of local and global fare as well as hand-crafted goods. If outdoor exercise is your thing, check out Little Sugar Creek Greenway, Elizabeth Park and Marshall Park, all just minutes away from the hotel complex. Our discounted guestroom rates start at US$179 per night at the Sheraton and US$199 per night at the Le Méridien. All rates include complimentary wireless internet in guestrooms and hotel public space as well as complimentary fitness center access for all overnight guests. Discounted self-parking in the hotel’s garage is US$15/car per night. Valet parking is also available at a rate of US$27.06/car per night. SUNDAY EVENING WELCOME RECEPTION: The reception will be held inside the Sheraton/Le Méridien hotel complex in the beautiful Carolina Ballroom. Featuring live music, plenty of tasty food and cash bars, come kickoff the week catching up with old friends and meeting new ones. Please indicate whether you will attend this reception during the meeting registration process. SPOUSE/COMPANION TOURS: Monday’s Biltmore Estate & Downton Abbey tour gets an early start with a scenic drive through the Blue Ridge Mountains on the way to Asheville, North Carolina and the historic Biltmore House. Lunch on the Biltmore Estate at the award-winning Deerpark Restaurant precedes an afternoon of visiting portions of the iconic Downton Abbey exhibit before heading back to the hotel. Tuesday has our group staying closer to “home” to explore the Billy Graham Library as well as nurture their creative side at a Candle-Making workshop. The day begins with a guided tour of the Billy Graham Library, followed by lunch at Sea Level, named one of the “Six Best Seafood Restaurants in Charlotte” by Charlotte Magazine in September 2019. The afternoon includes spending time exploring Atherton Mill and Market as well as crafting signature scented Paddywax candles, one of the most versatile and functional candle brands on the market. See flyers for details and register early as attendance is limited. TECHNICAL TOURS: Tours of Siemens Worldwide Energy Hub and the Duke Energy Emerging Technology Center are planned for Monday evening and Thursday afternoon, respectively. Register on-line for both tours. Attendance is limited – see flyers for details. WEDNESDAY DINNER SOCIAL: NASCAR Hall of Fame is an interactive entertainment venue honoring the history and heritage of NASCAR and designed to educate and entertain race fans and non-fans alike. Guests will have time to explore the entire facility, including artifacts and hands-on exhibits while enjoying a movie in the High Octane Theater, “racing” other guests in the race simulator and performing a simulated pit stop as part of a 3-person pit crew. Partake in hors d’oeuvres and cash bars before gathering in the Grand Hall for dinner surrounded by the cars on Glory Road. After dinner, continue the experience until 9:30 PM or head out to explore uptown Charlotte. Attendance is limited – see flyer for dinner menu and details. Technical Tour – Monday, March 23, 2020 Siemens invites you to visit the Siemens Energy Hub, a major manufacturing and service location in Charlotte specializing in power generation equipment. Opened in 1969, the site originally encompassed a generator and steam turbine facility, with addition of gas turbine manufacturing / servicing in 2011. Overall, the campus has more than one million square feet of production and office space, with 100-foot manufacturing bays to assemble power generators. You will see the machining and assembly of generator rotors, the stacking of steel laminations into the man-sized generator stators and even the lifting and placement of the entire turbine rotor and fans into the generator housing. Also included will be views of the assembly bays where various portions of the rotating machine, piping and controls are combined into free-standing gas turbine modules.

Wednesday, March 25, 2020 NASCAR Hall of Fame

This evening’s event will be held at the NASCAR Hall of Fame, an interactive entertainment venue honoring the history and heritage of NASCAR. Designed to educate and entertain race fans and non-fans alike, this high-tech facility includes artifacts, hands-on exhibits, a 64-foot projection screen with surround sound and Hall of Honor. In addition to enjoying a movie in the High Octane Theater and viewing all the displays, participate in three interactive exhibits facilitated by Hall of Fame staff. Tutorial on IEEE C57.104-2019 “Guide for the Interpretation of Gases

Generated in Mineral Oil-Immersed Transformers”

1. Abstract

IEEE C57.104 "Guide for the Interpretation of Gases Generated in Mineral Oil-Immersed Transformers," originally introduced in 1978, is widely used worldwide. The original guide was updated in 1991 but had remained virtually unchanged since. Recently, the industry recognized that an extensive revision was needed, especially in regards to the various numerical values used to evaluate transformer condition. That revision, based on the analysis of a large DGA database, was completed in 2019 and resulted in a major reorganization of the guide.

The guide now has six sections: Overview; Reference; Definition; The Nature, Purpose, and Application of Dissolved Gas Analysis; DGA Data Interpretation and Suggested Interpretation Procedures. Section 4 describes the nature of dissolved gas analysis, the purpose and application of DGA, DGA use context and precautions for sampling. Section 5 addresses DGA data interpretation, data quality review, reliability of DGA, context of DGA application and selection of norm values. Section 6 suggests interpretation procedures for DGA results, including flow charts and four norms tables, to generate a DGA status (1, 2 or 3) with fault identification using Rogers ratios and the Duval triangle methods.

In addition, the guide has eight annexes. Annex A presents the DGA database’s main characteristics and introduces the data analysis method used to generate the norms tables. Annex B describes how to compute rates and gives examples of section 6 procedure. Annex C describes typical faults, and Annex D offers supplemental fault interpretation methods. Annex E presents five case studies, Annex F describes an alternate interpretation method and Annex G contains material from the previous version that could be of historical interest while Annex H is a complete bibliography.

Presenters’ Biographies Claude Beauchemin has been the director of technical development and director of quality assurance at TJ|H2b Analytical Services since 2011 and has been working 30 years for Syprotec (acquired by GE Canada) on the development and application of on-line gas-in-oil monitors for power transformers (Hydran systems). He is member of the IEEE Standards Association and of the IEEE Transformers Committee, where he has been Chair of the working group for the revision of the C57.104 DGA interpretation guide as well as being a member of several other working groups. Claude is also active in CIGRE A2.44, A2.47, A2.49, A2D1.46, D1.52 and D1.53; ASTM as Chair of D27.03; IEC TC10 and SCC. He is member of the Ordre Des Chimistes du Québec and graduated from Université de Montréal in chemistry in 1976.

Dr. Luiz Cheim works for ABB Power Grids as a senior principal R&D engineer with over 30 years of experience in the power transformer industry. His major activities as a member of the global ABB R&D team are in the development of power transformer condition assessment methods, performance models and algorithms as well as in the development of new sensors and monitoring technologies, such as the transformer inspection robot. In August 2018, Luiz was granted the Best Paper Award by CIGRE Study Committee A2/PS2 in Paris for the paper, “Machine Learning in Support of Transformer Diagnostics.” He has been granted or filed for over 20 patents over the last 10 years. ABB selected him to give an interview to Public Utilities Magazine (PUC, November 2019 issue) as top innovator. Luiz has been a member of CIGRE since the late 1980s and IEEE since the early 2000s and has taken several active roles in both organizations.

Norman Field has been the supervising engineer for transformer and asset management projects at Teshmont Consultants LP since 2015. He has accumulated a variety of experience in the power transmission industry, including 13 years in large power transformer design with Pauwels Canada Ltd and Ferranti-Packard Transformers Ltd. followed by 17 years in asset management of electric power apparatus with Teshmont Consultants LP and Weidmann Diagnostic Solutions. Norman has published many papers and presented at several conferences. He is member of IEEE PES, the IEEE SA and of the IEEE Transformers Committee, where he has been Vice Chair of the C57.104 DGA interpretation guide revision working group. Norman graduated in electrical engineering at the University of Manitoba in 1989 and is a member of the Association of Professional Engineers and Geoscientists of the Province of Manitoba (APEGM).

Tom Prevost is the vice president of innovation for transformer insulation products in the Americas region at Weidmann Electrical Technology. He has worked at Weidmann for 27 years. He was Chairman of the IEEE PES Transformers Committee from 2008 to 2009 and is the Chair of several IEEE working groups, including PC57.162 to develop a guide for moisture in insulating systems, PC57.166 to develop a guide for acceptance and maintenance of insulating fluids and PC57.124 to revise a guide for partial discharge measurement in dry-type transformers. Tom is also active on ASTM Committee D27 on Insulating Fluids. He is a member of the U.S. National Committee of CIGRE and has written many technical papers on the subject of electrical insulation materials, transformer diagnostics and condition monitoring.

Sound Level Specifications of Power Transformers for Compliance, Cost Effectiveness and Clarity

In most cases, noise levels included in power transformer specifications have a significant impact on the design and, consequently, the cost of the transformer. At the same time, transformer manufacturers have seen some specifications require unnecessarily low noise levels and some allow higher noise levels than they should, which often results in noise complaints when these transformers are installed in the field.

This tutorial has two parts. In the first part, Mr. Chris Howell will provide information on methodologies used by substation design engineers to determine appropriate noise levels of transformers in a substation to satisfy requirements of local and state noise ordinances. In the second part, Dr. Ramsis Girgis will provide an overview of transformer noise and how specified noise levels impact the design and cost of a transformer. He will also identify opportunities for improving deficiencies in existing transformer specifications related to transformer noise.

2. Learning Objectives This tutorial provides the following learning opportunities:

3. Presenters’ Biographies Dr. Ramsis Girgis (IEEE Life Fellow Member) is presently the leader of global ABB R&D activities in power transformer technology. He has been an active member of the IEEE Transformers Standards Committee over the past four decades and is presently Chairman of the Audible Sound Revision to Test Code Task Force. Previously, he was Chairman of the Performance Characteristics Subcommittee. In the mid-1980s, Dr. Girgis represented the U.S. National Committee in the IEC Power Transformers Technical Committee 14 as a technical advisor. In 2013, Dr. Girgis was awarded the IEEE Standards Medallion for Significant Contributions to the Transformer Industry and Transformer Standards. Ramsis received his PhD in Electrical Power Engineering from the University of Saskatchewan, Canada in 1978.

Mr. Chris Howell (Institute of Noise Control Engineering member) is a project manager in the Environmental Services Division at Burns & McDonnell Engineering Company. He manages general environmental permitting teams for generation, transmission and distribution projects as well as leading Burns & McDonnell efforts on noise analyses. Chris’ experienced team of technical specialists conduct feasibility studies and assist clients with regulatory compliance and/or mitigation efforts, many of which require public involvement and/or interaction with regulatory agencies. He received his Bachelor of Science Degree in Mechanical Engineering from Kansas State University in 1999.
