Associate Trainers Name Biography
Clive Bolton Clive has been involved in education for over 30 years covering the primary, secondary and tertiary sectors. His work has ranged from teaching mathematics and computing to being the director for curriculum and quality of a large further education college. He was an Ofsted inspector and more recently has been employed as a consultant for the National College. Having originally trained as a statistician he enjoys working with data to bring about school improvement. He is currently vice chair of governors at Benfield Primary School and chairs the Strategic Action Committee, using data to scrutinise pupil progress.
Jenny Barnard Langston
Jenny has been involved in education provision locally for more than thirty years, as a policy maker and Chair of governors in all school phases. As well as being a current chair and she is also involved with Brighton & Hove Learning Partnership Strategic Board and Brighton & Hove Governors’ Association Steering Group. Jenny works as a relationship Counsellor and Life Coach and is a Patron and Trustee of a number of charities. She founded the Tony Barnard Foundation which seeks to enhance the quality of life for children and adults with learning difficulties and where appropriate, their carers. Jenny is a National Leader for Governance, Central Sussex Magistrate, Chair of the Youth Panel and member of the Training and Development Committee. She not only delivers a range of training but also regularly participates in training to develop her skills. She is passionate about equity of education for all youngsters, offering them the optimum life chances.
Linda Newman Linda became a governor in 1991 to contribute to their schools, firstly Woodingdean Primary and now Longhill. She has been an Associate Governor Trainer since 1994, delivering induction training to new governors, so she keeps her skills up-to-date. Linda acknowledges that it is a privilege to meet so many enthusiastic new governors and to watch and share their experience of governance. Linda has worked in higher education since graduation, first as a librarian, then senior administrator and project manager. She became President of the University and College Union in 2007, returning to her career as national Head of Resources for the union in 2008.
Karen Wicker Karen has been a Headteacher in both East Sussex and Brighton. Whilst leading an Infant School in Brighton she also worked as a Consultant Leader and during a secondment as a School Workforce and Leadership consultant. This gave Karen the opportunity to work across the education spectrum and she was involved in developing and delivering a number of training and development strategies and programmes. Since retiring and now a governor herself, she is pleased to work with the LA on a key area of Governor training - Safeguarding and Child Protection

As school governors, the dedication, energy and commitment that you bring to the role, as part of the strategic leadership of the school, is highly valued. In ensuring that all children and young people in our city have the very best opportunities to reach their full potential means that the governing body responsibilities are increasingly wide-ranging. However, you also tell us that making a difference to our pupils, and students, means the role of governor is also an immensely rewarding one. Our Learning and Development Programme recognises both the diverse training needs of governors and the requirements of both local and national initiatives in education. We are committed to supporting governors in the pursuit of effective governance in all our schools that helps to raise standards across the city. As we move into an era of a variety of school organisation, schools supporting schools, greater school autonomy, and developing partnerships, this coming year’s theme will be one of “connection, communication and collaboration” (John West-Burnham, Building sustainable school improvement through systems leadership and colloboration). Overall the course has built confidence in my role as a member of a G.B. and has explained many areas in great detail. All sessions were a comfortable length, well-paced and well-timed.
Understanding policies. This is an area that has always mystified me as clerk. Very useful to hear good practices

Brighton & Hove Governors’ Association
Brighton & Hove Governors’ Association is an independent, non-party political body which aims to maximise the contribution made by school governors to advance the quality of education and the interests of every child in the city. Membership of the association is open to all governing bodies and governors in Brighton & Hove. The association works in partnership with Governor Support to recruit and appoint governors to committees, working groups and appointment panels. It also supports the Governance, Strategy & Partnership Meeting (GSP) each term. The association is affiliated to the National Governors’ Association (NGA), and ensures the voice of governors in Brighton & Hove is heard at a local, regional and national level. Learning Partnership
The Learning Partnership has a range of partners from across the city involved in creating effective educational strategy by bringing together those with responsibility for policy with those experienced in implementation. The strategic board of the Learning Partnership has governor representation from each of the phases - primary, secondary and special. Parent Governor Representatives
What does a parent governor representative do?
A parent governor representative (PGR) will represent the views of all parents in the area of the local authority. He or she will attend local committees dealing with education and vote on all matters to do with schools and pupils. A parent governor representative will not represent the interest of any particular group, school or locality, or any party political interest. Parent governor representatives will find out the views of parents in their local authority area. They will keep parents informed about what issues the authority is discussing, and what decisions they have made or are planning. We will be running an election for a second parent governor representative in Autumn 2013. A parent governor representative is responsible for:
Keeping in touch with general views of parents. Speaking for parents and pupils on education matters at local authority meetings Voting in key decisions. Feeding back the local authority's discussions on education to parents. Acting as a sounding board for the local authority when it wants to get a feel for whether parents
are likely to welcome or reject a particular proposal.

The role of the Schools' Forum is to advise the Assistant Director Children’s’ Services (Education & Inclusion) on various matters relating to school budgets. How do I enrol on a governor training course? To book a place on a course please email the School Workforce and Governor Support Team at: [email protected] UH or tel (01273) 293466 or complete and return the enclosed booking form. How I will I know my place has been confirmed? On receipt of your booking we will email you a training confirmation including the joining details for the session and send venue directions. If you have not heard anything one week before the event, please get in touch so we can check we have your booking. What if I need special requirements? Please let us know of any special requirements when you book on your course. Many of our venues are fully accessible, and we do our very best to ensure wheelchair access, provide large print copies of handouts, or find rooms with induction loops. The more notice we have the better in order to fully meet your needs. Closing dates and viability Please aim to book on courses as soon as possible as we assess the viability of the event two weeks before the scheduled date. If numbers are fewer than ten, we will usually cancel the event in order to avoid the cancellation fees charged by the venue. Numbers may be restricted at daytime events. What happens if I need to cancel? If you are unable to attend an event for which you have enrolled, please call us on 01273 293466 or email us at: [email protected] U We require to be notified of cancellation at least five working days in advance of your course. This will enable us to revise the accommodation and catering arrangements before costs are incurred. What happens if School Workforce & Governor Support have to cancel a course? Governor E Learning (GEL)
As part of the Governor Support Service Level Agreement we provide access to GEL free of charge. The training modules are designed to allow governors to work at their own pace to improve skills and knowledge in key areas. They are not intended to replace Hface-to-face trainingH but are a useful option for governors to support our current programme. We use the National Training Programme for New Governors’ on GEL as pre course reading for our induction programme. To register with GEL visit - HUhttp://www.elc-gel.org/registerU Once you have completed the simple registration process you can fully access their website. The School Workforce and Governor Support Team will need to approve the registration request before you will be able to log in. They check applications regularly during office hours from Monday to Friday. The type of training available on the GEL website A wide variety of learning modules are available on the HGEL website H, with more being added regularly. You are free to complete the modules that you feel are most relevant to you. You can even dip into specific sections of each learning module so you can quickly find out about a topic without needing to complete the whole module. The site also contains a range of documents to support learning and provide useful information.

Induction Training for New Governors and Clerks
The DfE Governors’ Handbook, published May 2013, states that governing bodies should have a strong focus on three core strategic functions:
a. Ensuring clarity of vision, ethos and strategic direction; b. Holding the headteacher to account for the educational performance of the school and its
pupils; and c. Overseeing the financial performance of the school and making sure its money is well
spent. Our induction programme focuses on these areas so that governors will be confident to carry out their main roles and responsibilities effectively. This programme is also useful for new clerks so they are able to advise their governing bodies on effective governance. Before attending training, we recommend that governors carry out their school induction with their Chair of Governors and attend at least one full governing body meeting. You do not need to attend all four modules in one term – they can be spread out over the year and you may switch between daytime and evening sessions. Module 1: An introduction to school governance / the strategic role of the governor

Pre-course reading Governors on the programme come with a range of experiences and from different groups, which enriches the discussion and learning. Those with little of no prior knowledge of governance will benefit from pre-course reading. We recommend the following:
‘Welcome to Governance’ by the National Governors’ Association – this booklet is purchased by the Governor Support Team and sent to all new governors via the school. This will be referred to in the sessions, so please bring it with you. If you have not received a copy please email [email protected] UH or tel 01273 293511.

Clerks’ Accreditation
We are now in our second year of offering this programme in partnership with Hampshire County Council to recognise clerks’ excellence and competence. The programme has been running for over 10 years in a number of LAs, with over 500 clerks taking part. The external moderation and verification of this programme is carried out by the ISCG (Information for School and College Governors) and is supported by the National Governors’ Association. Participants in our first cohort valued the opportunity to develop and refine their skills and working practices, through being part of a network and sharing queries and ideas. Participants will attend an initial briefing meeting where they will be provided with copies of the competence standards and resources to help them to identify relevant evidence to demonstrate their competence. They will also be given guidance on how to build their focused portfolio of evidence against the criteria for assessment. Each participant will be allocated a named mentor/assessor who will guide them throughout the programme. The mentor/assessor will provide developmental feedback to ensure participants are building their portfolio to an appropriate standard. The programme takes approximately 12 months to achieve. It is most suitable for any clerk who has been carrying out the role for at least a year and can show they are committed to their continuing professional development. For clerks who have been in post for less than a year, it is unlikely they will have enough evidence to meet all the competencies, but this can be discussed further. What is the cost? The cost is £400 per person, but we are currently able to offer a bursary of £250 towards this. Therefore, the cost to the school is £150. We cannot confirm yet whether a bursary will be available in the future. Clerks’ Conference
Course Objective
Building on the success of our last two annual conferences, we are pleased to be able to offer this event again. At this year’s conference we will be focussing on how clerks can fulfil their responsibilities in their key role as adviser to the governing body. The DfE has put a greater emphasis on this area of the clerks’ work, so we will be looking at ways for clerks to keep their governing bodies better informed. The event will include a keynote speech followed by activities and discussions, providing practical ideas for clerks to take back to their governing bodies. Course Objective
The training link governor (TLG) can be a very significant role in developing the effectiveness of the governing body. These events will explore the role of the training link governor, and provides the opportunity to reflect on and share good practice, network with other training link governors, ask questions and cover such issues as:

When is it appropriate to exclude a pupil/student from school? What are the procedures for dealing with appeals? How does a headteacher communicate effectively with parents in such difficult circumstances? Governors’ Responsibilities around SEN and Supporting Vulnerable Groups
Course Objectives
These sessions are part of our ongoing series in looking at governor responsibilities for specific groups of vulnerable pupils and students.
Session 1: Supporting Vulnerable Groups
This session will explore the needs of black and minority ethnic pupils in the context of the Ofsted School Inspection Framework, the Equality Act 2010 and a range of data. This discussion based session will build on the good practice already in place in schools and involve input from the Ethnic Minority Achievement Service and local community and voluntary sector groups.
By the end of the session governors will be:
• Knowledgeable about school and governor duties under the Equality Act • Aware of the achievement and experiences of black and minority ethnic children and young

On 28 May 2013 Brighton & Hove Human Resources for Schools circulated the new model Appraisal Policy and Capability Procedure for B&H schools. This followed work undertaken by a Schools’ Appraisal/Capability Review Working group including heads, trade unions and LA/HR representatives. National College for Teaching and Leadership: Leadership Development Programme for Chairs or Aspiring Chairs of Governors
Being a chair of governors is a key leadership role and governing bodies are central to the effective accountability of schools and academies. This National College licensed programme is open to all Chairs of Governors, Vice Chairs and those aspiring to take on this role in the future. The programme is part of the college’s remit for developing the leadership role of the Chair of Governors. It will be a mixture of face to face and blended learning activities. There will be a charge for participating in this programme, but we anticipate that Governor Support will be able to fund a number of places on the programme for this year for schools buying into the service.
