The OCP Policy Center is a Moroccan policy-oriented think tank whose mission is to promote knowledge sharing and to contribute to an enriched reflection on key economic and international relations issues that are considered essential to the economic and social development of Morocco and to the African Continent.

By offering a southern perspective on major regional and global strategic challenges facing developing and emerging countries, the OCP Policy Center aims to provide a meaningful policy-making contribution through its four research programs: Agriculture, Environment and Food Security, Economic and Social Development, Commodity Economics and Finance, Geopolitics and International Relations. For this purpose, OCP Policy Center relies on independent research, convening and trainings to improve fact based analysis and enhance policy making skills and capabilities.

Aware that achieving its mission requires the development of human capital, OCP Policy Center launched the Public Policy School in 2016, a policy oriented executive program designed to offer annual training programs. These aim to build national and continental understandings and capacities in strategic fields of policy making related to the research areas of the Policy Center. The training programs are developed by our local and international network of experienced and renowned academics, practitioners and experts to improve the participants’ knowledge, analytical capabilities and decision-making skills to tackle policy issues and challenges within key leadership positions.

For this purpose, the Public Policy School offers two types of trainings:

About Public Policy School

Short training programs that extend over one week, and are composed of 30 hours of teaching. These programs target executives seeking in-depth expertise in specific topics.

Four multidisciplinary annual programs composed of ten Courses of 30 hours each. These Advanced Trainings programs are designed within a systemic approach that highlight the synergy and interdependence between all sectors, and cover the following: “Economic Analysis & Management”, “Commodity Economics & Finance”, “Agricultural Economics & Environment”, and “Geopolitics & International Relations”

Certificates are delivered to all trainees upon the successful completion of the Courses and are conditioned by compulsory attendance at all sessions.

Advanced Training in Economic Analysis and Management

Advanced Training in Commodity Economics and Finance

Advanced Training in Agricultural economics and Environment

Advanced Training in Geopolitics and International Relations

Advanced Trainings The Public Policy School Advanced Trainings are four long-term annual programs of 300 effective teaching hours each:

• Advanced Training in Economic Analysis and Management• Advanced Training in Commodity Economics and Finance• Advanced Training in Agricultural Economics and Environment• Advanced Training in Geopolitics and International Relations

Each program is structured following a 10 courses format where 7 are core and 3 are electives. A list of 12 elective courses will be offered (3 electives/program). Trainee may choose 3 electives from any of the four programs.

Within this unique formula, the trainees will focus on their specialization while gaining a systemic view that highlights the interdependence between all these strategic fields. The ultimate goal of these advanced trainings is to provide the necessary toolkit for better decision making in their respective fields. Trainees will compose their own program of 10 courses as follow:

Advanced Training in Economic Analysis & ManagementPresentationThe Advanced Training in Economic Analysis and Management offers an executive policy-oriented training with analytical and quantitative approaches to diverse economic issues, ranging from public policy evaluation to regional and spatial analysis. It enables future managers whether in the public or the private sectors to develop analytical skills and to acquire extensive knowledge in applied macroeconomic and microeconomic fields, with the optimal combination between the theoretical background and concrete economic case studies.

Unlike academic programs, this training fits within an evolving framework enriched by deep-reaching changes in the economic environment that require ongoing adaptation and revision of study programs.

Target AudienceThe program is designed for executives identified with high potential, who have theoretical background in economic sciences, statistics and econometrics. They need to have a minimum of 3 years of relevant professional experience.

Admissions

Through a rigorous selection process, the applicants are selected based on - but not limited - number of relevant years of experience, and a strong interestin the courses’ topics.

The number of trainees will be around 25.

Advanced Training in Commodity Economics & FinancePresentationAt the very heart of the international trade and financial system, the complex but fascinating world of commodities has emerged over the last decade as an inescapable field of study for those who want to comprehend the economic and geopolitical stakes of the early 21st century based on a long-term vision. In line with this spirit, the Advanced Training in Commodity Economics & Finance is designed to train executives in all the economic and financial issues related to commodity markets, and to give them the appropriate tools to comprehend the complexity behind current commodity economics issues.

The training aims to provide:

• The skills necessary to understand modern commodity markets based on historical factors;

• The fundamentals of commodity markets and energy economics;• An understanding of the techniques used in commodity derivative-pricing;• A proper understanding of the concepts of hedging and speculation in

commodities;• The ability to compare relative performances of various financial instruments

and hedging strategies.

Advanced Training inAgricultural Economics & EnvironmentPresentationThis course aims to instill a good understanding of the economics agriculture and its public policy, characteristics and significance of sustainability of food policy, as well as the ability to analyze production chains by providing:

• A global understanding of the dynamics of agricultural policy as well as the environment and issues of food security.

• The necessary econometric and theoretical tools that allow competent policy analysis and recommendation.

• A comprehension of the Water-Energy-Food Nexus and its implications for agricultural policy and issues pertaining to the environment.

Thus, this Course will allow the participants to tackle such questions as: What role can the market play in food policy for developing countries? Can it be used to achieve food sustainability? How can agriculture be used to achieve better growth and development?

Advanced Training inGeopolitics & International RelationsPresentationThe Geopolitics & Internatgional Relations Policy School program is a policy-focused intensive program that aims to offer a unique concept that combines models used by renowned universities on the one hand, and think tanks on the other. This will provide a hybrid form of training program for Moroccan and African professionals and enable exposure to complex issues shaping national and international policies.

In today’s mutating international environment, characterized by its conspicuously complex geopolitical order, it is important for leaders in all fields to acquire and develop a deepened understanding of the dynamics that drive geopolitics, and that represent the basis for international relations and world politics. The Courses offered by OCP Policy Center will consequently attempt to provide a comprehensive package that will allow for a better understanding of international relations, geopolitics, and public policy. This will allow a comprehension of the impact that policies have on geopolitics and international relations, as well as the strategic insights necessary for policy solutions.

Thematic Courses

The Public Policy School in partnership with several international organizations, offers various sharp short courses to meet the needs of professionals and national institutions.

OCP POLICY CENTER, in partnership with l’Université du Groupe Agence Française de Développement (CEFEB), launches a new training session on macroeconomic country risk analysis.This training provided by experts from the French Development Agency (AFD) is designed to provide the audience with analytical and economic tools necessary to make an adapted reading of the international situation, an integrated macroeconomic and financial diagnosis and ultimately a comprehensive assessment of country risk.

This training course has been designed for a broad audience who must optimally manage the sovereign risk in their companies or financial

institutions.

Admissions:

Through a rigorous selection process, the applicants are selected based on - but not limited – the number of relevant years of experience and a strong interest in thecourses’ topics.

The number of participants willgo up to 25.

Presentation

Quantitative assessments of public policies are becoming increasingly requested in different public funded programs, particularly the ones related to economic and social development. These evaluations are intended to determine, ex-post, if a public funded program has reached its goals. It also aims to test the effectiveness of different strategies to achieve specific outcomes.This course is composed of two complementary sessions, which should preferably be followed together. The two sessions are advanced theoretical and practical introduction to the main econometric evaluation methods of impact. Target Audience:

This program is designed for executives who have demonstrated leadership, who wish to advance their career, and who have a theoretical background in statistics, econometrics and basic knowledge of econometric softwares. It is especially designed for professionals who wish to improve their abilities to assess public policies by exploring the foundations of the four main econome-tric methods in order to be able to apply each of the methods, master the Stata software and Interpret and explain in detail the findings.

The Course in which I enjoyed the most taking part within the training was Development Economics, not only because of the capacity of the high level scholar who animated the course to explain complex notions and share deep analyses, but also because of the richness of perspectives, which tackle economic growth and its link to public investment (infrastructure, health, education), employment, innovation, trade etc.

The participation to the training in economic analysis and management has allowed me to advance my technical knowledge in various topics such as overlapping-generations’ class of models and Computable General Equilibrium models.
