Dear Sir 

1. My name is K.V.Dhananjay. I am an advocate in practice at

the Hon’ble Supreme Court and across various other Courtsin India. I have had the professional necessity to appear

frequently at the Bangalore City Civil Court for the past sixmonths. As such, I frequently use the Parking Complex for Advocates at the City Civil Court Complex, Bangalore(referred to hereinafter as ‘parking complex’, for short). 

2. The parking problem at the parking complex has gone frombad to worse over the past few months and I do not intendto assume that any of the recipients here need anyintroduction to the chaos at this parking complex. 

3. Over the past few months, I have seen the callous andreckless manner in which advocate cars are parked insidethe parking complex. Further, advocate cars are alwaysparked recklessly on the very narrow entry and exit routeinside the parking complex. I always notice that cars have

an extremely taxing and tough time entering into,remaining in and exiting the parking complex. It is aharrowing time for most drivers and it is a complete shamethat such hardship is witnessed in a parking lot primarilymeant for use by Advocates. I have not come across suchreckless and haphazard parking in any other parking lotanywhere in India. 

4. I write here to point out that it would be completely insanefor users of this parking complex to tolerate thecatastrophic mess any longer. 

5. This morning, I was due to attend to Miscellaneous CaseNo.819 of 2011 listed as item no.6 before Court Hall No.1presided by the Hon’ble Principal City Civil And SessionsJudge at the City Civil Court, Bangalore. Once my car(driven by a driver) entered the parking lot, it was stuck inside the path for well over 40 minutes and due to carsalready parked recklessly on the path, I was unable to get

out of the car and the car was unable to either moveforward or retreat backward due to clogging of the path bycars in both directions. The scene that I witnessed thismorning is something that I have seen previously only inHollywood disaster films. Not surprisingly, I missed thehearing in the case mentioned above. The Court has madea note to such effect. 

6. When I somehow came out of this mess, my first orderbusiness was to look out for a traffic policeman and to my

complete surprise, I did not see any traffic police personanywhere in the vicinity of the City Civil Court.

7. I wish to state here that the chaos that is witnessed in theadvocate parking complex is caused primarily due to manyadvocates assuming that a lawyer badge on their carsentitles them to violate the traffic rules without any

consequence. Of course, there are no legal consequencesfor doing so simply because the Bangalore traffic policeseem to be foolish enough to buy such a theory. A lawyerbadge on a car is not a privilege of any kind and anadvocate who violates a parking rule is subject to as muchpenalty as any other ordinary citizen of this country. 

8.  A court premises is a public building and the traffic policepossess complete jurisdiction to monitor traffic within acourt premises. Unfortunately, the traffic police in charge

of the locality comprising the City Civil Court seem tofoolishly assume that ordinary traffic rules do not apply tothe advocates who frequent the City Civil Court. 

9. Consequently, the catastrophic mess at the advocatesparking complex is primarily caused by the culpability of the traffic police to let advocates violate parking rules in apublic premises with impunity. If only the traffic policeposted around the City Civil Court were serious about theirduties, dozens of violating advocate cars would have to betowed away from the Court complex on any given day. Thefact that the traffic police do not care to enforce parkingrules upon advocates within a Court complex is simply areflection of inefficiency upon the Police Commissioner forthat city. 

10.  Now that I have indeed brought to your notice, theneed for traffic police to enforce traffic rules upon erringadvocate cars in the Bangalore City Civil Court complex, I

request you to instruct the traffic police in charge of theCivil Court premises to enforce traffic rules upon advocatecars in much the same way that traffic is enforced uponordinary citizens elsewhere in the city. 

11.  However, if you harbour any notion that advocate carsinside Court premises are not subject to police supervision,I would then request you to kindly vacate your office in thehope that this city will search for a police commissionerwith a serious concern for enforcing traffic rules upon

advocate cars inside Court premises in the city.
