We have extended invitations to Treaty 6, 7, and 8 communities, many of whom are in the midst of a Traditional Use Study, or would like to begin. In addition, relevant ministries will be participating in the session. AAND’s Traditional Use unit intends for this event to further enrich and contextualize Alberta’s Traditional Use Studies. SPEAKER BIOGRAPHIES

ANNABEL CROP EARED WOLF Annabel Crop Eared Wolf, Blood Tribe, Fisheater Clan, with a MA now in progress, received her BA from the University of Lethbridge. She has served as Tribal Government Coordinator since 1988. Within the Blood Tribe she is responsible for Governance, Land Claims, Treaty & Aboriginal Rights, & External Affairs. Her many roles also include, Executive Assistant to the Chief Manny Jules Kamloops Indian Band from 1985-1988. Director of Seewepenic Cultural Education Center from 1982-1985 and worked in Research and Development for the Union of BC Indian Chiefs 1979-1982.

BEE CALLIOU-SCHADECK

Bee Calliou-Schadeck serves as the Senior Aboriginal Advisor for the company Devon Canada Corporation, where she is primarily responsible for Aboriginal Awareness Training. Bee is also a graduate of Chemical Engineering.

DENNIS DRISCOLL

Dennis Driscoll is a Senior Policy Advisor on Aboriginal Consultation for Sustainable Resource Development and Co-Chair of the TUS Data Management Committee.

Dr. JACK IVES

Dr. Jack Ives serves as Manager, Archaeology and History for Community Development and Co-Chair of the TUS Data Management Committee.

Dr. ROGER McDONNELL Dr. Roger McDonnell has worked for various First Nation, Metis and Tribal organizations from Labrador to Yukon over the past few decades in areas of land claims in areas of land claims, self-government and the development of alternative institutions that better protect and serve community needs and values. He has employed the alternative emphasis in the areas of health, justice, education and forest management. For the past six years Dr. McDonnell has been employed as Director Research and Project Design by the Tribal Chiefs Peacekeeping Conservation Commission.

SPEAKER BIOGRAPHIES CONTINUED FRANCIS FIRST CHARGER Francis First Charger was born and raised on the Kainai First Nation. He was raised in the traditional, cultural and spiritual ways of the Blackfoot People. He has six diplomas in Agricultural Studies and several letters of recognition and different certificates in management and financial accounting. He has been a Chief Electoral Officer (CEO) for two Kainai elections and was the past CEO for the 2005 Kainai Board of Education Elections. Mr. First Charger has been involved in some major projects in the past. To name a couple, he is better known when he was the General Manager of the Blood Tribe Irrigation Project (BTAP) a $66.5 million dollar project. He was involved in the construction, implementation, recruitment, and operational phase with the irrigation project. He was one of the main people instrumental for coordinating the Timothy hay market to Japan – eventually a $13.5 million dollar global industry. He was the past General Manager of Alberta Indian Agricultural Development Corporation (AIADC) when he was only 32 years old, the youngest General Manager of the company at the time. While at AIDAC, during his term as GM the Indian Agri-business Corporation, a bank owned by the First Nations, in Alberta was approved for funding which is now known as IBC. He has done work with both Canadian and USA government. In total, he has some 33.5 years of experience in the Agriculture Industry. He has served on some major corporation or entities on the Kainai First Nation but now serves as a member of a Provincial and a Federal committee. He also serves as a spiritual and corporate advisor in the City of Lethbridge on the Aboriginal Council of Lethbridge. Francis worked as the Traditional Knowledge and Land Use Study – Project Coordinator and developed a TUS Certificate program. He is well known as Spiritual Advisor or a Grandfather, a name he prefers but more commonly known as a Spiritual Elder.

GREG BRADY

Greg Brady is Leader of Aboriginal Relations for Devon Canada. He is a licensed Land Surface Agent and has been with Devon for 20 years in all aspects of operations. Greg possesses a background in geology and environmental issues.

JAMIE HONDA-MCNEIL

Jamie Honda-McNeil hails from Petawawa, Ontario and is descended from a long line of trappers. He moved to Alberta in 1979. After completing his undergraduate degree in Recreation and Leisure studies in 1989 he cut his teeth with the Government of Alberta in the area of Integrated Resource Planning. In 1994 he moved into the area of Aboriginal issues in resource management with the department of Environmental Protection. In the spring of 2000 he completed a Master of Science Degree on Cooperative Management with First Nations in Alberta. For the past 6 years he has been working with Aboriginal Affairs and Northern Development on resource initiatives and traditional use. He is currently the Director of Alberta’s Traditional Use Studies Initiative.

JONATHAN SUNDERLAND RUSSELL Jonathan has experience in forest management planning, operational planning, silviculture, operations and GIS. He has worked throughout Ontario in Manitouwadge, Hornepayne, Cochrane, Timmins and Shining Tree both on the North Shore of Lake Superior and within the Clay Belt area of Northeastern Ontario. He has also worked within Alberta in Whitecourt, within the Upper and Lower Foothills and currently works out of the Edmonton office for Millar Western Forest Products Ltd., as Chief Forester.

RICHARD DAVIS

Richard Davis is a well respected ex-chief of the Swan River First Nation and is a Traditional Use Study Lead with both Loon River and Kapawe’no Sawridge First Nations. Richard also spearheaded the TUS with Lakeshore First Nations.

TERRY N. TOBIAS Terry has helped design First Nation, Metis and Inuit research projects in most provincial and territorial jurisdictions in Canada. He has 25 years of experience with aboriginal use-and-occupancy mapping, traditional ecological knowledge research, and quantitative communities representing close to 30 languages. During the 1990’s Terry concentrated on developing and delivering a variety of workshops, aimed at transferring research capacity to communities. At the request of the Union of BC Indian Chief’s he converted the curriculum on one of those workshops into written form, Chief Kerry’s Moose, A Guidebook to Land Use and Occupancy Mapping. The popularity of the guidebook, which quickly went to a second printing and was translated in a number of languages, led to requests for a much more detailed treatment of the discipline. Terry is currently working on that treatment – and has been for three years – titled Moose Two. Moose Two is a full methods text meant to provide readers with materials allowing the general advice in the guidebook to be put into practice. It is a synthesis of best practices based on interviews with over 100 of the most experienced practitioners in North America, which yielded 1,300 dense transcript pages. Terry traveled as afar as Alaska and Nunavut to do the interviews. The body of knowledge obtained represents over 1,000 years of cumulative experience with use-and-occupancy mapping. He also reviewed the gray literature and read three authoritative social-science methods texts, in an effort to ensure the book is a successful marriage of rigour and aboriginal mapping. Moose Two will run some 600 pages in length. Terry says that Moose Two is almost killing him, but is delighted that he’s in the home stretch with publication slated for late 2006. He also says he’s happy to be here, to share some of the lessons of the Moose.

The TCPCC has been designed to address all off-reserve concerns and issues influencing our capacity to realize the benefits of Treaty. The founding Member First Nations are: i. Primary Mandate: 1. Provide program and advisory needs pertaining to all Peacekeeping issues within participating Member First Nations (MFN), between MFN, between TCA and other First Nations and ‘Tribal’ organizations, and between individual members of MFN and all other jurisdictions and authorities concerned with our collective well-being. 2. Provide program and advisory needs pertaining to all conservation and harvesting issues arising within member First Nations, between MFN, between TCA and other First Nation and ‘Tribal’ organizations, and between individual members of MFN and all other jurisdictions and authorities impinging on our hunting, gathering and fishing practices.

The TCPCC shall consist of Commissioners, Officers and Provisional Commissioners. The Commissioners of TCPCC shall be shall be appointed by BCR, one from each MFN, The Commissioners shall appoint a Chair, Vice-Chair, Executive Director, Administrative Officer/

Treasurer and a Director of Research and Project Design. The Officers for TCPCC shall be responsible to and wholly accountable to the Commissioners. Provisional Commissioners may be appointed by BCR, one from each First Nation invited by TCPCC

to participate in a particular project. Being a founding MFN of TCPCC is not requisite to special project participation.

General Objectives: To ensure the sustainability of First Nation rights under Treaty and the opportunity to fair benefit from the activities now being conducted within the Tribal Chiefs Area of Treaty Responsibility [TCATR).

The membership of the founding First Nation of the TCPCC must be able to satisfy their needs through hunting, fishing and gathering; and

In the interests of satisfying such needs each First Nations must be able to conserve a context within its ‘traditional lands’ in the contemporary setting; and

Neither the hunting and fishing activity of its members nor the activities of any other human agency or process will diminish the prospects for future generations to realize such benefits of Treaty.

Current Initiatiaves:

A) Develop an audio-visual record and map pertaining to the traditional use practices, movements, co-operative arrangements, historical events and spiritual well-being as recounted by the Elders of each First Nation. This entails the sequence of actions for each interview as indicated in the table below.

a. Arranging the interview and establish clearance protocols b. Filming, conducting and cataloguing the interview c. Duplicating and preliminary editing of the record on DVD using Final Cuts d. Translating and transcribing selected clips e. Classifying clips according to three dimensional matrix (grouping type/activity/time) f. Developing GPS co-ordinates of clips g.Transpose selected clips and

photos to TCATR map with OziEplorer

B) Community Based Experiential Education. The program is based on the Elders interviews and the

internationally accepted scientific protocols for systematically collecting environmental data that are found on the GLOBE program [Gr.5-12]. The teaching emphasis is intended to draw heavily on local knowledge and to stress direct experiential learning. The objectives are the following:

i. To create broader community support in education by involving the Elders as instructional

resources; ii. To encourage students to be aware of and feel responsible for the lands their ancestors have

occupied; iii. To encourage openness and flexibility in integrating local knowledge with general forms of

understanding; and iv. To better prepare and encourage our students for the employment opportunities that exist

within TCATR

Thus far we have been developing the intersection of historical - cultural knowledge and the science and social studies school programs with in-service workshops. For this reason TCPCC has decided to develop a much more sustained instructional and supervisory process that will entail First Nation Certification in teaching with the Globe programs and our historical and cultural archival resources. We will begin the process with the teachers already involved and we have made arrangements with Lakeland College to conduct the certification over a two week period in late August [at the Vermillion campus].

Curriculum Teaching development to link social studies (audio-visual record) and sciences is currently being developed for Gr 5-12 in the following areas:

C) Tribal Access Web Site: Overview: In order to facilitate our consultation requirements TCPCC has teamed with Benson-Carwell and designed a site that provincial stakeholders will come to when planning developments or otherwise conducting business within TCATR. On the site TCATR appears as a single spatial entity. However, it is constructed from the traditional use areas of the participating Tribal Chiefs member First Nations. These areas overlap in many places. These separate areas and their various overlaps are layered under TCATR and are an integral feature structuring what First Nation(s) should be contacted regarding a particular issue or project. We call the site Tribal Access.

Visually the site opens with the areas demarcated by all the numbered Treaties [i.e. northwestern Ontario to northeastern B.C.].

Its’ use requires several moves: i. Name eg. Ray Stone ii. Association eg. EUB iii. Email address iv. Concern eg. Public safety (eg. spill, seepage) – this is in the form of a drop down menu. Identification

of the concern will automatically identify who within First Nation Administration will be the principle contact(s).

v. Then you move the cursor onto the map and click on the area of concern. On the Tribal Chiefs ATR this will bring up one or more First Nation eg. If the area of concern was the Moose Hills it could involve both Kehewin Cree Nation and Frog Lake First Nation and the Email address and message box of one or more persons (eg. Health and Environment) in each First Nations.

EUB or Husky or Talismen etc thus are interacting with the relevant First Nation players in a direct and expedient manner . Tribal Access has been reviewed and positively received by several First Nation, Treaty and Tribal technicians from western and northern Alberta. For a $1 one-time fee co-ownership of Tribal Access for the purpose of having autonomous management of developments on their respective area of responsibility is available to all First Nation and Tribal Organizations. [Demonstration and discussion with TCPCC staff is welcomed] Tribal Access will provide a code to the applicant when an agreement has been reached as to an accommodation of Treaty concerns with respect to a particular development. These concerns will be established when the site or route is surveyed with regards to ecological and cultural concerns. This code will be forwarded to the Crown Mineral Disposition Review Committee and Alberta Energy and Utilities Board for licensing approval.

D) Surveying, Monitoring and Supervising Capacity. Overview: In order to survey developments from the perspective of cultural, historical and Treaty interests it is essential that the Tribal Chiefs possess the capacity to survey a site or route planned for development in an expedient manner; it must be able to monitor the developmental activity conducted on the site; and it must be able to supervise reclamation should this be required.

Many of the standards and protocols to be employed are derived from interviews with elders and ceremonialists and are currently being systematized. Since these standards have proven to be significantly different from the criteria and diagnostics of environmental assessment practices they must be part of the instructional training package for phase 1 training of 25 Peacekeeping-Conservation .monitors Basic instruction will be through BEAHR, a 5 wk program that attempts to ensure that its’ trainees will provide a product useful to industry. TCPCC accepts this necessity although its concerns with habitat and culture and treaty are more comprehensive. The TCPCC program lasts for 11 weeks and involve an assessment stream, a research stream and a practicum phase. Training will be conducted at Lakeland College (Vermillion campus).

Background-The Duty To Consult

As a result of Sparrow, 1990 and Delgammuukw, 1997, government now have a duty to consult with First Nations who have an interest in their Aboriginal territory.

The Courts have established the principle that where there are plausible grounds that Aboriginal rights exist, where or an aboriginal right has been asserted, the Crown has fiduciary duty to consult with First Nations if any action undertaken by government or regulated by government may infringe on Aboriginal rights.

Blood Tribe Land Use & Occupancy

The Supreme Court has urged good faith negotiations consistent with the Supreme Court guidelines and the Crown’s duty to consult.The Blood Tribe uses a broad definition of consultation built upon the Sparrow, Delgammuukw and subsequent case law to ensure that a proper consultation process addresses and protects Blood interest within the traditional territory.

The provinces had to act once the courts established that aboriginal people have an ongoing interest in their traditional territory including an economic interest.Alberta developed an Aboriginal Consultation Policy.

TABLE GUIDELINES & TERMS

1) The Government of Alberta does not endorse any of the vendors/and or products that will be displayed.

2) The Government of Alberta will not be held responsible for any loss of property, damages, claims, or suits.

3) Exhibitor’s Responsibility: An exhibitor of the EXPO, his agents or employees may not enter another exhibitor’s table space without permission. Exhibitors shall abide by and observe all laws, rules and regulations of federal, provincial, and city governments as well as the EXPO facility. All decorations, electrical wiring and fixtures must conform to regulations and your table area must be kept neat and organized.

OVERVIEW: Currently, 29 Traditional Use studies, involving 39 communities, are underway in Alberta. The goal of the EXPO is to bring everyone together to share information, success stories, experiences, and solutions related to conducting a TUS. We have invited First Nations, industry and businesses specializing in technical supports, such as mapping, data management, website design and maintenance, to participate in the EXPO. This event is intended to foster networking opportunities, products and knowledge that can contribute, and further enrich TUS opportunities. HOW TO REGISTER FOR A TABLE: If you are interested in registering for a table for our EXPO please contact Kimberly Watson. There are a total of 25 tables and limited space for the sections of First Nation communities, industry and organizations so tables will be reserved and assigned on a first come first serve basis. WHAT WILL BE PROVIDED WITH A TABLE: There is a variety of table sizes available from 4 to 8 feet in length. The table(s) will include a skirt and required amount of chairs, a sign to post to identify your table, with a brief description of what information you have to display.

WHAT’S REQUESTED: In keeping with the goal of the TUS EXPO, groups who are interested in registering for a table should consider their materials in regards to the experiences and expertise your community, company, or organization has in areas of Traditional Use. This could be interviewing techniques, mapping, data and information management, and planning/conducting a TUS. Focus on areas where you have learned the most (what to do, or what not to do), what your community may have developed or innovated for your study that might help others with theirs. We do ask, upon applying for a table, that you provide us with a brief bio or description of what information your table will hold, and a copy of the information you plan to distribute. This is so we can organize the tables in terms of similar or complimentary information, as well as provide the attendees with a listing of tables so they can visit those they feel they would get the most from.
