Pilot City Cross Border e-Commerce Specifics

Pilot City Cross Border e-Commerce Specifics

HANGZHOU:Hangzhou CBEC Industry Park is the only all-business industry park in Zhejiang Province that utilizes both “tax-bonded import” model and “Direct-purchase import” models. Both of these models allow for tax levied China importation trade and expedited customs, logistics, and inspection. Also of note, Hangzhou CBEC Industry Park is the only pilot site that does not have a local SOE monopolizing the warehouses operations eCommerce platform, Logistics Company, or other third party services that importers choose to develop.

SHANGHAI:The three CBEC models in the Shanghai CBEC Zone are online direct-purchase import model, tax-bonded import model and general export model. Shanghai’s CBEC zone is located inside the Shanghai Free Trade Zone.

ZHENGZHOU:In 2013, Zhengzhou was approved as one of the first batch of CBEC pilot cities in China; it is the only CBEC pilot city which is using integrated bonded-supervision areas to do the CBEC trade. There are five provincial demonstration bases, two provincial industry parks and one national e-commerce demonstration base included in the program. In size of the zone’s area, Zhengzhou CBEC model is the largest scale China CBEC Pilot City program.

GUANGZHOU:

Guangzhou was approved as a CBEC pilot city on Sep, 2013. As the largest province for foreign trade, Guangdong Province CBEC turnover accounts for 70% of the total CBEC trade turnover in China. Guangzhou CBEC mainly focuses on B2B and B2C channels, majority of goods are from Europe, America, Japan and Korea. Its CBEC models are general export, B2C tax-bonded export and B2B general export.

Shenzhen

SHENZHEN:

Shenzhen was ranked as the top city for foreign trade import and export scale in 2013. The Shenzhen State Council therefore is a natural selection for the CBEC pilot city. Shenzhen is China's leading e-commerce model city, and enjoys close proximity to Hong Kong (Mainland China’s largest CBEC trade partner) and acts as the main entryway to the Pearl River Delta. Shenzhen offers a full range of port infrastructure and a solid logistics base. Market analysis also shows that Shenzhen CBEC business accounts for more than 50% of the total nationwide. The China eCommerce Research Center announced this month that from January-June 2015 Shenzhen CBEC zones enjoyed a trading volume of 13.181 billion RMB, rising 131.65 percent over last year's figures.
