1.0 SCOPE AND APPLICABILITY

This Training and Qualification Description (TQD) describes the Conventional SafetyTraining process and the related training qualifications required for all Bruce Poweremployees, contractors and visitors. The training and qualifications are requirementsmandated by legislation (Federal and Provincial), licensing, and Bruce Powerprocedures.

2.0 EXCEPTIONS

The major job families have safety training as an integral part of their training programs(e.g., welding safety). These topics will not be included or duplicated in theConventional Safety TQD.

3.0 ROLES AND ACCOUNTABILITIES

3.1 Training Manager

Meets the expectations identified in BP-PROG-02.02, Worker Training andQualification.

3.2 Training Delivery Section Manager

Reviews and approves training materials.

Maintains training material content current, technically accurate, of high quality, and inaccordance with a systematic approach to training.

Establishes content authority to support technical content of training.

Defines Station Subject Matter Expert (SME) requirements and arranges for therelease of personnel to support the development of Conventional Safety Training andQualification courses.

Ensures the day-to-day implementation of Conventional Safety Training andQualification requirements, except for On-the-Job Training and Evaluation activities,are carried out.

Acts as the Bruce Power authority for Driver Training Licence renewal.

3.3 Manager Safety Programs

Advises, in advance, the Safety Training Section when they purchase new safety workequipment (e.g., gas monitor, new fall protection harness).

Advises, in advance, the Safety Training Section when procedure(s) are introduced orchanged.

Provides opportunities for Safety Trainers to experience the work safety culture of thejob family on an annual basis. For example, assists with Job Safety Analysis, monitorfall protection and confined space procedure compliance as per the Safety TrainingDelivery Manager’s request.

3.4 Line Managers

Meets expectations identified in BP-PROG-02.02, Worker Training and Qualification.

Links applicable Conventional Safety Training Qualification for their staff and assignsonly qualified personnel, both contract and regular staff, to work independently.

3.5 Trainer

Trains and evaluates staff, visitors, and contractors who require Conventional SafetyTraining and Qualification.

Develops and maintains Conventional Safety Training course materials.

Recommends granting of Conventional Safety training credits for staff, visitors, andcontractors who have successfully completed the training.

Recommends Remedial Training or qualification level reductions for staff, visitors, andcontractors who do not successfully complete initial or continuing Conventional SafetyTraining and Qualification.

4.0 ENTRY-LEVEL CRITERIA

Must complete GET training per TQD-00010.

5.0 QUALIFICATIONS

Qualifications applicable to Conventional Safety Training apply to all activities acrossthe site to all Job Families. See Appendix 2 of your Job Family TQD for a list ofapplicable Conventional Safety qualifications.

Appendix 1 provides a listing of available Qualifications.

6.0 TRAINING PROGRAM

Conventional Safety Training contains both initial and Continuing Training courses.The first time trainees complete the course, the training is considered Initial Training.

Descriptions of Program Element (PEL) requirements for each qualification are inAppendix 3 of this document.

6.1 Asbestos

To support worker to Type 1, 2 and 3 operations as required by OHSA and Designatedsubstance regulations 837 and 838, and BP-SM-00045, Bruce Power AsbestosControl Program.

6.2 Confined Space

To support requirements of OHSA and Industrial and Construction Regulations, BrucePower Safety Rules and BP-SM-00023, Entry into Confined Spaces.

3-year requalification for all positions.

The courses are structured so that:

• Co-ordinator includes surveyors, monitor and entry.• Surveyor includes monitor and entry.• Monitor includes entry.

6.3 Driver

Includes knowledge and skills training to upgrade Ministry of Transportation Licencesand improve on the road driving skills. To support BP-SM-00044, Safe Driving.

Transportation of Dangerous Goods (TDG), excluding Class 7, to provide certificationper Federal TDG Regulations In Clear Language. Certificate is issued after successfulcompletion of the course. Requalification every 3 years.

Lift Truck Training as required by the OHSA and its Industrial and ConstructionRegulations, CSA standard Industrial Lift Truck Operator Training B335-94 andOntario Ministry of Labour, Guideline for the Safe Operation and Maintenance ofPowered Lift Trucks. JPMs are provided for each class of lift truck, each with a 2-yearrequalification.

Elevated Work Platform Training as required by OHSA Regulation 213 and 851, CSAStandards CAN 3-B 354(.1, .2 & .4) and CAN-CSA-C225.

• If the class of EWP is propane powered and the employee will be changing thetanks, they must be linked to the Propane Handler Qualification 5128.

• Fall Protection Training is also required.

6.4 Emergency Measures

First Aid training as specified by St John Ambulance. Emergency First Aid to meetrequirements of Confined Space Monitor, electrical worker and safety person.Standard First Aid to meet requirements of OHSA Regulation 1101, First AidRequirement.

Fire protection training to support CSA 293-95, Fire Protection for CANDU NuclearPower Plants and OHSA Construction Project Regulations O. Reg. 213.

6.5 Fall Protection

Provided to meet requirements of OHSA and its Industrial and Constructionregulations and BP-SM-00001, Fall Protection.

6.6 ISRS

Courses provided or accredited by external consultants from the Industrial AccidentPrevention Association (IAPA) to develop staff for the implementation of the IndustrialSafety Rating System at Bruce Power. For further details contact the Loss ControlCoordinator.

Systematic Cause Analysis Technique (SCAT) provides the participant with the theoryand practice for ISRS Accident and Incident Investigation process. This technique is asimplified basic cause evaluation technique, which is used during investigations ofinjuries and near misses, substandard acts and substandard conditions that couldhave caused an injury. Required by all those required to complete Corrective ActionPlans.

6.7 Medicals

Medicals are initiated by completing an Annual Health Screening Request(FORM-11767).

Appendix 7 provides a list of Medical credits given. As required by qualifications theyare included in Appendix 3.

Noise Exposed individual monitoring per BP-SM-00039, Noise Control and HearingConservation.

6.8 OHSA

Joint Health and Safety Committee member Certification training for both Industrialand Construction Committees. Appendix 7 provides a list of possible continuingtraining activities and courses.

6.9 Respiratory Protection

Provided to meet requirements OHSA and its regulations, CSA Standard Z94.4-02,Selection, Use, and Care of Respirators, BP-SM-00030, Requirements for RespiratoryProtection and BP-SM-00061, Maintenance Inspection and Storage of RespiratoryProtection.

Includes the need to have a prerequisite Annual Health Screening Request(FORM-11767) and associated plastics, non-SCBA and/or SCBA medical.

6.10 Safety Awareness

Training required to participate in an Access Controlled Area function perBP-SM-00048, Conventional Safety Guidelines For Entry Into Access ControlledAreas.

Ergonomics training to support BP-SM-00037, Body Mechanics and as specified bythe Bruce Power Ergonomists.

Introduction to Event Free Tools is provided to assist supervisors in using thesehuman performance error reduction aids.

7.0 TRAINER TRAINING AND QUALIFICATION REQUIREMENTS

The Training Delivery Section Manager Conventional Safety will determine individualTrainer training needs and assign Trainers to participate in initial training courses andother learning activities to meet those needs as per TQD-00003, Trainer Training andQualification Description.

8.0 TRAINING EVALUATIONS

There are no special assessments of training required beyond what is directed byBP-PROC-000213, Training – Administer Training Evaluation.
