REPLACEMENT
1. PLANNING INFORMATION:
A. Effectivity
All Rolls-Royce Model 250–C18, –C20, –C28, –C30 (including –C30R and –C30R/1), –C20R ,–B15, –B17 and –B17F Series engines are affected by this Bulletin.
B. Reason
Some Honeywell Fuel Control Unit (FCU)/Main Fuel Control (MFC) and Power TurbineGovernor (PTG) Assemblies, new or overhauled since June or September 1996 (seeCompliance section for details), may contain springs that have manufacturing damage thatwill, if spring failure occurs, result in an immediate engine deceleration.
C. Description
This Bulletin transmits Honeywell Service Bulletin No. GT–298 and replaces the Fuel ControlAssembly and Power Turbine Governor Assembly with modified assemblies identified with an“H” in the LI block on the data tag or an “H” after the serial number for U.S. Military units.
D. Approval
Technical aspects are FAA approved.
E. Compliance
Compliance Code 1: All Honeywell Fuel Control Units (FCU) and Power TurbineGovernors (PTG) for the 250–C18 and –B15 (Series I) or 250–C20,–C20R, –B17 and –B17F (Series II), new, repaired or overhauledsince June 1,1996, and 250–C28 (Series III) or 250–C30 (including–C30R and –C30R/1) (Series IV), new, repaired or overhauled sinceSeptember 1, 1996 and not installed, must be complied with before further flight.
Compliance Code 2: 250 Series I and II FCUs, overhauled, repaired or new since June 1, 1996 and installed on single engine applications, must be compliedwith within the next 150 operating hours following receipt of thisbulletin, but in no case later than October 31, 1999.
Compliance Code 2: 250 Series III and IV (including 250–C30R and –C30R/1) FCUsoverhauled, repaired or new since September 1, 1996 and installed or single engine applications, must be complied with within the next 300operating hours following receipt of this bulletin, but in no case laterthan October 31, 1999.

Compliance Code 3: 250 Series Honeywell FCUs, new, repaired or overhauled since June 1, 1996 for 250 Series I and II engines or since September 1, 1996 for 250 Series III and IV engines and installed on multi–engineapplications, must be complied with the next time the component issent to an authorized fuel system repair/overhaul facility for anyreason.
Compliance Code 3: 250 Series Honeywell PTGs, new, repaired or overhauled since June1, 1996 and installed on any 250 Series engine, must be complied withthe next time the component is sent to an authorized fuel systemrepair/overhaul facility for any reason.
NOTE: The fuel control system component manufacturer, Honeywell, determined theabove stated compliance schedule. Inquiries as to the administration, supportor compliance with this Bulletin must be directed to Honeywell CustomerSupport, South Bend, Indiana; Phone: (219) 231–4067; FAX: (219) 231–4016or (219) 231–4072.
NOTE: To make sure of minimal adverse affect on scheduled operation, operators shouldcoordinate with an authorized Honeywell facility (see the list of designated facilitieson pages 6 and 7), or an otherwise approved facility, to coincide with the nextscheduled maintenance interval.
NOTE: Any FCU or PTG returned to a facility for compliance with this CEB must note anyoperational deficiencies to the facility when scheduling, and boldly note the operatingproblem on documents provided with the unit sent for bulletin compliance. A fullevaluation of the subject unit will not be made as part of this campaign unlessoperational problems are stated by the operator.
F. Interchangeability – Not affected.
G. Material Availability
All 250 Series FCUs and PTGs manufactured by Honeywell of any part numberedconfiguration which were new, repaired or overhauled in the time frame stated in theCompliance Section (paragraph 1.E.) of this CEB are affected.

2. ACCOMPLISHMENT INSTRUCTIONS:
A. Replace the Fuel Control Assembly.
(1) Remove the fuel control assembly from the gearbox and send it to a Honeywellauthorized maintenance facility for replacement of governor and speed bias springs (RefOMM).
(2) Install a modified fuel control assembly (same part number as the one removed, butidentified with an “H” in the LI block on the data tag) on the gearbox (Ref. OMM) (REF:Paragraph 1.H.)
NOTE: Install seals and caps before shipping (Ref. OMM, O/H).
NOTE: Refer to Figures 1 and 2 for fittings NOT to be removed. Some airframemanufacturers utilize FCU lever arms of their own manufacture. Refer to airframemanuals for these applications. Retain airframe unique items and advise the fuelsystem facility not to supply replacement items.
NOTE: To make sure of speedy processing of affected units, include Time Since New/TimeSince Overhauled and other service history.
NOTE: Some fuel control assemblies and power turbine governor assemblies containsprings inspected to the FAA approved criteria prior to the issuance of this CEB.These units are identified with the letter “H” in the LI block of the fuel controlassembly or power turbine governor Assembly data tag and already meet the criteriaof this CEB, but will not show compliance with this CEB in the log cards. Theseunits identified with the letter “H” may continue in service. Make the proper log entryper paragraph C below.
NOTE: FCUs will be returned with all field settings to nominal position (the same as a newor overhauled unit). correct settings and adjustments (Ref. OMM, O/H).
B. Replace the Power Turbine Governor Assembly.
(1) Remove the power turbine governor assembly from the gearbox and send it to aRolls-Royce authorized maintenance facility for replacement of the governor springs (Ref.OMM).
NOTE: Install seals and caps before shipping (Ref. OMM, O/H).
NOTE: Refer to Figures 1 and 2 for fittings NOT to be removed. Some airframemanufacturers utilize FCU lever arms of their own manufacture. Refer to airframemanuals for these applications. Retain airframe unique items and advise the fuelsystem facility not to supply replacement items.
NOTE: To make sure of speedy processing of affected units, include Time Since New/TimeSince Overhauled and other service history.
