·. 1.0 Background and Activity/Program Description

1.1 Purpose and Scope of IEE

The purpose of this Initial Environmental Examination (IEE) Amendment No .. 3 of"Satpara Development Project" (SDP) is to:

1. Extend the time of IEE from December 31, 2017 to March 31, 2019 2. Add $1,200,000 to the Life of Project (LOP) and increase the LOP from $46,0001000 to

$47,200,000

The scope of work and the nature of all activities established under the .original IEE and Amendments No .. 1. and 2, as well as, all conditions, limitations and stipulation for revisions approved by the BEO/OAP A in the original IEE and the referenced IEE amendments remain tl:te same and in force.

1.2 Background:

The Satpara Development Project (SDP) recently completed its activities stipulated under the scope of work. However, in August 2017 heavy floods, the worst in 60 years, damaged the inigation system. The flood assessment report is·attached. This natural disaster is not covered by the Contractor's .defect lia,bility. USAID amendment of SDP from i2/31/2017 until 3/31/2019 includes fixing the irrigation system, as the damage undermitles our investment, and it could cause reputational hann to the USG/USA1D. The SDP exten~ion will also construct greenhouses and develop agriculttu·e and livestock policies with Gilgit-Baltistan Province. In line with the project extension, the IEE also needs to be. extended from 12/31/2017 until 3/31/2019.

1.3 Lesson Learned:

In accordance with the approved IEE, the SDP enyironmental determi.nation isa Negative Determination with Conditions. Accordingly, the project prepared the Envirorunental Documentation Form and.an Environmental Mitigation and Monitoring Plan. (EMMP), to ensure that USAID and Gilgit-Baltistan Environmental Protection Agency (GB-EPA) followed the required environmental compliance. To ensure compliance, SDP has a dedicated Team to undei1alrn on-site monitoring and report quarterly to USAID. SDP trains the contractors in environmental compliance, monitoring, and reporting. SDP also trained community members in environmental compliance

The lesson learned from this flood is that tl1e design ofthjs irrigation system did not adequately plan for extreme weather variability and conditions. However, without.fwther assessment, it is unclear if an irrigation system could have been built to withstand this type of infrequent natural disaster within the project budget.

2.0 Additional Conditions

Prior to the rehabilitation of the damaged irrigation system, the implementing partner (IP) will:

1) Prepare the scope of work, ·including an¥ warranted re-design, which shall take into account projected extreme weather conditions in the project's area of influence;

2) Adapt the existing EMMP to the scope and nature of proposed activities, 3) Submit these documents to USAID for COR and MEO/CIL review and approval prior to the

start of actual physical works. 4) Subn1it timely IP reports anq documentation, including photographic, providing evidence of

enyironmentally and socially compliant execution of the scope of work during implementation.

USAID will review and approve the above-referred documents and .ensure timely and diligent monitoring of the proposed activities. After the completiop of the works, the irrigation system shall be transferred to the ownership of the identified public entity in the province and ensure that this entity is fully capable of operating and maintaining the said irrigation system in accordance wi"th its specifications and environmental mitigation and monitoring measures.

3.0 Revisions

In accordance with 22 CFR 2.16.3( <!)(9) if a project is revised or new information becomes available, including during preparation of an EDF, which indicates that a proposed action might be "major" and its effects "significant." The Determination will be reviewed and revised by the originator(s) of the program and projects and submitted through the MEO to the Bureau Environmental Officers, OAPA, for approval. Tfw.ari:anted, an environmental assessment (EA) will be launched to prepare scoping statement and EA report. The scoping and EA proces·s, if determined necessary during scoping, will follow and comply·with 22 CFR 216.3(a)(4). It is the responsibility of the CORJ AOR to inform the· MEO and BEO-OAP A, in a timely manner, of any changes in the scope and nature of approved activities. These changes may warrant the revision of the approved tlu·eshold decisions.

INITIAL FLOOD DAMAGES ASSESSMENT REPORT

Seasonal floods and landslides have become a routine phenomenon in Baltistan region for the last 5-7

years. This could possibly be an effect of global climate change process or a local manifestation of a

climate change process that is triggering floods, landslides and avalanches. Huge flash floods and

landslides possibly cause by Glacial lake outburst (GLOF) or the cloud burst have recently hit villages in

UC hussainabad, UC Shigari Khurd and Shigari Kalan in Skardu district.

Recent flood in Skardu has damaged several houses, roads, main drinking water supply scheme, three main irrigation channels and 15 tertiary channels. As far as tertiary channels are concerned, major portion of the Pre-cast parabolic Irrigation channels situated within the village (approximately 3300 Feet) is damaged due to the flash flood and the Left Bank Canal is also suffered as 3500 Feet portion of

this important Irrigation Channel is filled with mud, debris and rocks.

These floods have also damaged the newly built diversion structures at Hussainabad, Burgee and Thayure under Satpara development project and destroyed initial part of the supply channel the rest of

the part of main channel and the tertiary channels emerging from these channels are filled with mud and debris. There is an urgent need to rehabilitate the Irrigation systems so that the standing crops and

trees could be saved.

Hussainabad Nallah: The weir structure and some parts of PCC lined channel at Hussainabad Nallah has

completely swept away from the very starting points, which needs to be reconstructed.
