1. Call To Order The meeting was called to order at 5:33 p.m. A quorum was established.

2. Annual Election of Chairman and Vice Chairman Mr. Walsh moved to re-appoint Mr. Burns as chairman and Mr. Warren seconded the motion. Motion carried with a 4-0-1 vote, with Mr. Burns abstaining.

Mr. Walsh moved to appoint Mr. Warren as vice chairman and Mr. Bonett seconded the motion. Motion carried with a 4-0-1 vote, with Mr. Burns abstaining.

3. Calendar of Meetings Schedule 2017 Mr. Bonett moved to continue holding regular meetings on the third Monday ofthe month at 5:30 pm, and Mr. Fassett seconded the motion. Motion carried with a 4-0-1 vote, with Mr. Burns abstaining.

4. Minutes of October 3, 2016 Mr. Walsh moved to accept the minutes ofOctober 3,2016, as read and Mr. Bonett seconded the motion. Motion carried with a 4-0-1 vote, with Mr. Burns abstaining.

6. Staff Reports • Tri-Town Camera Purchase

The grant paperwork has been re-submitted to OPM for approval, and Mr. Hartenstein expects to have the camera truck purchased and delivered by spring 2017.

• Route 190 Pump Station and Odor Control Update Mr. Hartenstein explained that the Johnson Memorial Hospital sewer connection has been

put on hold due to high cost. The route 190 pump station replacement project was part of the hospital sewer connection project, and will need to be completed even if the hospital is not connected. The board agreed that while the pump station needs to be upgraded, the situation is not an emergency. This item will be tabled until spring 2017, when more information is available.

The odor control system has been ordered, but has not yet been delivered. The temporary system is working well.

• Industrial Sewer Meter Connections to SCADA 1. 3M

This connection has been completed and 3M IT personnel are working with the WPCA to fix minor discrepancies with the software.

2. TIM This connection has not yet been completed, due to network security concerns on the part

ofTIM. Mr. Flynn is working with the WPCF to ensure a secure connection. 3. American Woolen

Representatives from American Woolen have responded to the connection request, but no other progress has been made.

• Sewer Rates for 2017-18 The board discussed the possibility of raising the 2017-18 sewer user rates due to a

foreseeable increase in expenses. No decisions were made regarding this item.

• Other Mr. Hartenstein asked for the board's support in attending the annual NEWEA

conference on Boston on January 22-25, for two of the four days.

Mr. Walsh moved to reimburse Mr. Hartenstein for hotel expenses connected to attendance at the NEWEA Annual Conference in January 2017. Mr. Bonett seconded the motion and the motion carried with a 4-0-1 vote, with Mr. Burns abstaining.

7. Sewer Connections • Route 190 Sewer Extension (Bolles Motors)

There has been no change in this item.

• Hospital Sewer Line As noted above, the hospital sewer connection project has been put on hold due to high

cost.

9. Collector of Revenue Report • Review of Department Finances

The balance of the sewer fund is $902,188, and the balance of the sewer reserve is $398,502. Total collections for the month of September were $58,638, and total expenses were $168,843. Total collections for the month of October were $193,013, and total expenses were $97,483.

• List of Delinquent Users Over $40,000 in back fees have been collected since July 2016.
