1.0 SCOPE
This specification is intended to provide a general description of a Tow Tractor (Light Duty) used for
towing or pushing a transit vehicle (40ft transit bus, 60ft articulated transit bus, trolley, rail car) at SEPTA
maintenance shops or field sites as well as detailed information and requirements of certain special
equipment to be installed on the equipment. The equipment supplied under this specification shall comply
fully with all applicable FMVSS, state, and local regulations in effect at the time of manufacture. Likewise,
SAE standards and recommended practices shall be followed wherever applicable. Unless stated otherwise,
the specific details of this specification are the minimum requirements of an acceptable vehicle(s) and/or
equipment.
2.0 DESCRIPTION
The Tow Tractor, Light Duty (reference: Eagle TT-6 Transit Pro, Harlan HT60, or TUG MA60. These are
for reference only, the Authority will accept at their discretion an approved equal that meets or exceeds the
manufacturer specifications of the reference models) shall be new (model year 2016 or newer) with a diesel
engine. Details of the equipment shall be as follows:
2.1 ENGINE
The diesel engine shall be Tier 4, direct injected with a minimum rating of 68 net horsepower and 168
lb-ft torque at 2800 rpm.
2.1.1 Liquid cooling system suitable for severe duty application, manufacturer standard.
2.1.2 Dashboard shall include the following instrumentation: engine hour meter, speedometer,
tachometer, fuel gauge, voltmeter, coolant temperature, oil pressure, digital diagnostic fault
code system, and shutdown system.
2.1.3 Heavy duty air intake filter system with dry replacement element.
2.1.4 Fuel tank shall have minimum capacity of 13 gallons and labeled “Diesel Fuel”.
2.2 TRANSMISSION
2.2.1 Heavy duty oil cooler, manufacturer standard.
2.2.2 Limited slip rear differential.
2.2.3 Transmission range shall include 3 forward gears, 1 reverse gear, and neutral gear. Forward
top speed shall be minimum of 13 mph.
2.3 CHASSIS
2.3.1 Towing AND pushing capacity (1% grade, 0.66 coefficient of friction) shall be minimum of
75,000 lbs with minimum drawbar pull of 6,000 lbf.
2.3.2 The overall length shall be 115” minimum to 125” maximum with a minimum wheelbase of 72”.
2.3.3 The overall width shall be 54” minimum to 76” maximum.

2.3.4 The overall height shall be 37” minimum to 45” maximum (70” minimum to 75” maximum if
unit has cab) with a minimum ground clearance of 9” and maximum step height of 11.5”.
2.3.5 The curb weight shall be a minimum of 8,700 lbs.
2.3.6 Brakes shall be 4-wheel, hydraulic power-assist, front 12” disc, rear 12”x2.5” drum. Manually
operated parking brake.
2.3.7 Steering shall be hydraulic power-assist. Steering wheel shall be tilt adjustable.
2.3.8 Tires shall be 2 front and 2 rear. Tire size 16 inch or manufacturer standard
2.3.9 Suspension shall include heavy duty leaf springs.
2.3.10 Front and rear bumpers with 4” thick rubber padding or UHMW polyethylene.
2.3.11 Manufacturer standard counter weight(s).
2.3.12 Rear tow hitch, pintle hook, Holland T60AOL.
2.3.13 Seating shall accommodate driver and 1 passenger with lap belt. Stanchion shall be provided,
unless an enclosed cab is included with the unit.
2.4 CAB
2.4.1 The cab shall be a fully enclosed cab, steel construction.
2.4.2 Manufacturer’s standard heater and windshield defroster with minimum 2 speed fan.
2.4.3 Cab shall include windshield wiper system, roll-down or slide side windows, manufacturer
standard adjustable driver seat, all weather floor mats, dome light, and horn.
2.5 BODY
2.5.1 Left and right shall each have a sideview mirror, 8” with 4-way adjustment and an integrated
blind spot convex mirror.
2.5.2 Each vehicle to have six (6) extra keys supplied.
2.5.3 The vehicle shall have a tail shelf and include: Tool Storage Box and 10 lbs ABC Fire
Extinguisher, all mounted. If tail shelf cannot accommodate these items, they shall be
mounted in the front.
2.5.4 Reflective Taping: 3M 983, no exceptions. Left and right sides to have 2” white along body
line. Rear to have 2” red/white around perimeter.
2.6 ELECTRICAL
2.6.1 Battery shall be 12V with a minimum capacity rating of 650 CCA. Battery disconnect switch.
Alternator shall have minimum capacity rating of 80 amps with integral solid state voltage
regulator. Starter engagement shall be locked out if in gear or if engine is running.
2.6.2 Travel lighting to be recessed LED and shall include: headlights, marker lights, brake lights,
reverse lights, turn signals and four-way hazard flashers.

2.6.3 Audible backup alarm to activate automatically upon shifting into reverse. This is to be provided
as a manufacturer option or aftermarket from ECCO.
2.6.4 Strobe light to be amber LED, pedestal mounted above operator. This is to be provided as a
manufacturer option or aftermarket model Whelen L31.
3.0 ADDITIONAL EQUIPMENT
3.1 Puma Air Compressor PUK-80HGE, with base plate to be mounted on the tail shelf with the following
features integrated into one assembly:
3.1.1 8HP gasoline powered engine with electric motor starter wired to tow tractor 12V battery.
3.1.2 Air compressor rated at 20.5 cfm (at 90 psi) with 125 psig output, pressure gauge, pressure
relief valve 135-150psig, replaceable air intake filter.
3.2 Legacy L8611FZ-GRA, 50 ft retractable hose reel with Flexzilla 3/8” I.D. air hose rated at 300 psi.
Hose reel to be mounted on the tail shelf. If tail shelf cannot accommodate this, then it shall be
mounted in the front.
4.0 PAINTING
The exterior color of the entire assembly shall be Omaha Orange (Reference: DFT 36-OR-046, Dupont Centari
031AH, Kubota Orange, or Authority approved equal) with hardeners and clearcoat to conform to the
requirements of the SEPTA Utility Fleet. Paint application process shall be manufacturer standard.
4.1 For aftermarket paint application, the following process shall be used (or Authority approved equal): Clean,
sand, and prepare the surface according to the paint manufacturer's recommendations for overall
refinishing. Apply a total of 3 coats of Omaha Orange to a minimum dry film thickness (DFT) of 3.0 mil.
4.2 Exposed bumpers, frames, and similar structures shall be manufacturer standard.
5.0 (THIS SECTION NOT APPLICABLE)
6.0 DOCUMENTATION
6.1 At the time of delivery, the vendor shall furnish the following documentation:
6.1.1 Owner's Manual – 1 per vehicle (permanently mounted) plus 1 electronic copy
6.1.2 Factory Service, Overhaul, and Parts Manuals – 1 per vehicle in labeled binders plus 1 electronic copy
6.1.3 Miscellaneous documentation including wiring/hydraulic/greasing diagrams, safety guide/video,
auxiliary equipment manuals – 1 per vehicle plus 1 electronic copy
6.1.4 Original invoice plus 1 electronic copy
6.2 Prior to delivery, the completed equipment shall be inspected for compliance with the requirements in this
specification. SEPTA shall have 1 week advance notice of this inspection and may elect to send a
representative to review the complete unit prior to delivery.
6.3 The Certificate of Origin must be notarized and submitted to the SEPTA Project Manager.

7.0 DELIVERY
7.1 The vehicle shall be delivered completely lubricated, 3 gallons of fuel, and ready for service.

7.3 Delivery may be made between the hours of 8:00 am and 3:00 pm Monday thru Friday. No deliveries
may be made outside of the hours listed above or on Saturdays, Sundays or Holidays.
7.4 Training shall be provided at each delivery location per Section 7.2. Training shall include one
instructor for one 2-hour session (per location) for operation and servicing familiarization.
8.0 WARRANTY
The warranty term shall be 12 months or manufacturer standard (whichever is greater) for the vehicle and
all equipment installed on the vehicle. The warranty shall cover the cost of both parts and labor required to
repair defects reported during the term of the warranty, which shall begin upon acceptance of the vehicle by
the authorized SEPTA representative.

2.3.6 Brakes shall be 4-wheel, hydraulic power-assist, front 12” disc, rear 12” x 2.5” drum. Manually
operated parking brake.
2.3.7 Steering shall be hydraulic power-assist. Steering wheel shall be tilt adjustable.
2.3.8 Tires shall be 2 front and 4 rear. Tire size 16 inch or manufacturer standard.
2.3.9 Suspension shall include heavy duty leaf springs.
2.3.10 Front and rear bumpers with 4” thick rubber padding or UHMW polyethylene.
2.3.11 Manufacturer standard counter weight(s).
2.3.12 Rear tow hitch, pintle hook model Holland T60AOL.
2.3.13 Seating shall accommodate driver and 1 passenger with lap belt. Stanchion shall be provided,
unless an enclosed cab is included with the unit.
2.4 CAB
2.4.1 The cab shall be a fully enclosed cab, steel construction.
2.4.2 Manufacturer’s standard heater and windshield defroster with minimum 2 speed fan.
2.4.3 Cab shall include windshield wiper system, roll-down or slide side windows, manufacturer
standard adjustable driver seat, all weather floor mats, dome light, and horn.
2.5 BODY
2.5.1 Left and right shall each have a sideview mirror, 8” with 4-way adjustment and an integrated
blind spot convex mirror.
2.5.2 Each vehicle to have six (6) extra keys supplied.
2.5.3 The vehicle shall have a tail shelf and include: Tool Storage Box and 10 lbs ABC Fire
Extinguisher, all mounted. If tail shelf cannot accommodate these items, they shall be
mounted in the front.
2.5.4 Reflective Taping: 3M 983, no exceptions. Left and right sides to have 2” white along body
line. Rear to have 2” red/white around perimeter.
2.6 ELECTRICAL
2.6.1 Battery shall be 12V with a minimum capacity rating of 650 CCA. Battery disconnect switch.
Alternator shall have minimum capacity rating of 80 amps with integral solid state voltage
regulator. Starter engagement shall be locked out if in gear or if engine is running.
2.6.2 Travel lighting to be recessed LED and shall include: headlights, marker lights, brake lights,
reverse lights, turn signals and four-way hazard flashers.

2.6.3 Audible backup alarm to activate automatically upon shifting into reverse. This is to be provided
as a manufacturer option or aftermarket from ECCO.
2.6.4 Strobe light to be amber LED, pedestal mounted above operator. This is to be provided as a
manufacturer option or aftermarket model Whelen L31.
3.0 ADDITIONAL EQUIPMENT
3.1 Puma Air Compressor PUK-80HGE, with base plate to be mounted on the tail shelf with the following
features integrated into one assembly:
3.1.1 8HP gasoline powered engine with electric motor starter wired to tow tractor 12V battery.
3.1.2 Air compressor rated at 20.5 cfm (at 90 psi) with 125 psig output, pressure gauge, pressure
relief valve 135-150psig, replaceable air intake filter.
3.2 Legacy L8611FZ-GRA, 50 ft retractable hose reel with Flexzilla 3/8” I.D. air hose rated at 300 psi.
Hose reel to be mounted on the tail shelf. If tail shelf cannot accommodate this, then it shall be
mounted in the front.
4.0 PAINTING
The exterior color of the entire assembly shall be Omaha Orange (Reference: DFT 36-OR-046, Dupont Centari
031AH, Kubota Orange, or Authority approved equal) with hardeners and clearcoat to conform to the
requirements of the SEPTA Utility Fleet. Paint application process shall be manufacturer standard.
4.1 For aftermarket paint application, the following process shall be used (or Authority approved equal): Clean,
sand, and prepare the surface according to the paint manufacturer's recommendations for overall
refinishing. Apply a total of 3 coats of Omaha Orange to a minimum dry film thickness (DFT) of 3.0 mil.
4.2 Exposed bumpers, frames, and similar structures shall be manufacturer standard.

6.0 DOCUMENTATION
6.1 At the time of delivery, the vendor shall furnish the following documentation:
6.1.1 Owner's Manual – 1 per vehicle (permanently mounted) plus 1 electronic copy
6.1.2 Factory Service, Overhaul, and Parts Manuals – 1 per vehicle in labeled binders plus 1 electronic copy
6.1.3 Miscellaneous documentation including wiring/hydraulic/greasing diagrams, safety guide/video,
auxiliary equipment manuals – 1 per vehicle plus 1 electronic copy
6.1.4 Original invoice plus 1 electronic copy
6.2 Prior to delivery, the completed equipment shall be inspected for compliance with the requirements in this
specification. SEPTA shall have 1 week advance notice of this inspection and may elect to send a
representative to review the complete unit prior to delivery.
6.3 The Certificate of Origin must be notarized and submitted to the SEPTA Project Manager.

7.0 DELIVERY
7.1 The vehicle shall be delivered completely lubricated, 3 gallons of fuel, and ready for service.

7.3 Delivery may be made between the hours of 8:00 am and 3:00 pm Monday thru Friday. No deliveries
may be made outside of the hours listed above or on Saturdays, Sundays or Holidays.
7.4 Training shall be provided at each delivery location per Section 7.2. Training shall include one
instructor for one 2-hour session (per location) for operation and servicing familiarization.
8.0 WARRANTY
The warranty term shall be 12 months or manufacturer standard (whichever is greater) for the vehicle and
all equipment installed on the vehicle. The warranty shall cover the cost of both parts and labor required to
repair defects reported during the term of the warranty, which shall begin upon acceptance of the vehicle by
the authorized SEPTA representative.
