This rule book is a summary of countermeasures taken by each area against road congestion due to charter buses at tourist spots in Tokyo.Please use this rule book to comply with the rules of each area in regards to use of charter buses for tour ism and cooperate to ensure smooth-running tourism.
Asakusa area (P2) ... The boarding and alighting locations are separated and set separately.Reservation is necessary for use of the boarding location and the parking lot.
“Ginza 6-chome bus stop” is set up next to Ginza 6-chome 's commercial facility 'GINZA SIX.'Reservation is necessary for use of the bus stop.
Shinjuku area (P6) ... A parking lot for nine charter buses is set up at Kabukicho 2 chome.Advance reservation gives priority for parking lot usage.

Asakusa areaIn the Asakusa area, from February 1, 2017, boarding and alighting locations for tourist buses have been set up separately, and a reservation system for use of the boarding locations (2 places) and parking lots (3 places) has been introduced. Boarding locations and parking lots must be reserved between 9 am and 6 pm. Reservation is unnecessary for use of the boarding locations from 6 p.m. to 9 am (nighttime) and alighting locations (all day).

○ Reservations must be made on the Internet.(1) For first-time users, please register as a "Taito-ku tourist bus reservation system" user.(2) You can make a reservation on the Internet from 3 months to 7 days before the date of use.
* The parking lot / boarding location cannot be specified. A parking time of up to 2 hours can be selected and the boarding time is booked in 10 minute slots.
(3) Reservation is completed by payment 7 days prior to the day of use, at which time a reservation card is issued.* Payment is by bank transfer. Also, parking fees cannot be refunded if you cancel within 2 weeks of the day of use.
(4) When you arrive at the designated parking lot / boarding location, please display your reservation card in a position that can be seen from the outside (such as on the dashboard).
○ If you cannot make a reservation→ Buses will be accepted as far as possible on the day at each parking lot after confirming the usage situation of the parking lot and boarding locations. However, please understand that they cannot be used if they are full.
○ If you cannot make a reservation and the parking lot is also full→ Please use the Kuramae temporary tourist bus standby area or a private parking lot in the vicinity (Times Shirahige-bashi bridge bus pool, etc.)

Ginza / (Akihabara) areaIn the Ginza area, the “Ginza 6-chome bus stop” has been set up at Ginza 6-chome since April 24, 2017, and usage is based on a reservation system. Usage hours are from 9 AM to 9 PM, usage fee is free. There is no parking lot for tourist buses, so please use a neighboring parking lot (usage fee for each parking lot) after the tourists alight.

Access road : From Harumi-dori St. Toyosu direction, make a left turn to Mihara-dori St. before Chuo-dori St. Exit road : Go straight on Mihara-dori St. to below the Metropolitan Expressway, turn right at the end of the street, exit from Chuo-dori St.
(1) For first-time users, please register for membership of "Times bus reservation service".* If you are already a member of the Taito-ku tourist bus reservation system you can log in with the same username.
(2) Reservations will be accepted from 3 months prior to 5 pm the day before the reservation at the "Times bus reservation service".
* The basic usage is the same as the flow on page 2 "Flow from reservation to use" except for "STEP 4."
(3) After the reservation is completed, a reservation card will be issued, so when you come to the parking lot, please place your reservation card in a position that can be seen from the outside of the bus (such as on the dashboard).

An advance reservation priority system has been established. Regarding sightseeing around Kabukicho, please use the Kabukicho tourist bus parking lot and have tourists board and alight the bus inside the parking lot (off the street).

The number of foreign tourists who visited Japan in 2016 was over 24 million, showing a steady growth.In addition, the "Tourism Vision to Support the Future of Japan" has set targets of 40 million tourists in 2020 and 60 million in 2030, and states that is necessary to establish abundant and diverse tourism resources in Japan, create employment through tourism in communities, educate people, and transform the tourism industry into a highly productive industry with international competitiveness, and furthermore it is necessary to promptly develop the environment for accepting tourists.One of the improvements to the environment for accepting tourist has been to cope with the road congestion caused by charter buses in tourist spots and commercial areas in Tokyo.This rule book mainly deals with information on concrete improvements made in each region. We believe that it will lead to smoothly-running tourism by having tour operators and charter bus operators properly use the infrastructure that has been developed, so we hope that you make use of this rule book.

1. Secure a parking lot for tours· Please be sure to secure a parking lot space for each tourist spot, etc., on the tour.· Please refer to the parking lot information for large tourist buses on the rear side.
2. Request for compliance with the Road Traffic Act for chartered (tourist) bus operators· Passengers must not board or alight in and around intersections or crosswalks.· Continued parking when waiting for passengers is a violation even if the driver is on board.
3. When passengers board or alight at the roadside, please dispatch the bus as soon as the boarding and alighting passengers have assembled.· When passengers board at the roadside, parking the bus for long periods will cause road congestion, so please dispatch the bus when all the passengers have assembled.· Reducing passengers' boarding and alighting times will alleviate road congestion, so we ask all passengers and drivers to be thoroughly informed of this.
