    Data Analyst short term consulting opportunity at the

    Independent Evaluation Group (IEG)

    BackgroundThe Independent Evaluation Group (IEG) is looking for an experienced Data Analyst for a short-term

    consulting (STC) opportunity at its Washington, DC office. The Analyst will be part of a team working on

    improving the quality and rigor of IEGs information management practices, particularly now that a new

    Access to Information Policy is requiring strong, reliable processes that lead to greater transparency and

    information disclosure. Remuneration is commensurate with experience.

    IEG is the organizational unit in the World Bank Group providing evaluation and feedback on the

    development effectiveness of Bank Group activities in client countries. IEG is independent of Bank Group

    management and reports directly to the Board of Executive Directors, with day-to-day oversight by the

    Boards Committee on Development Effectiveness (CODE).

    IEGs Strategy, Learning and Communication Department (IEGCS) is responsible for supporting the Director

    General of Evaluation (DGE) and IEG Leadership Team in developing and implementing IEGs strategic

    directions; strengthening staff competencies and professional development through learning activities;

    increasing the impact of IEG through communication and knowledge activities in the Bank Group and the

    development community, including knowledge generation, syntheses of good practices, dissemination of

    IEGs evaluative work, and outreach to development partners and the media; supporting the

    implementation of IEG's access to information policy through timely and effective public disclosure and

    communication; developing and implementing an integrated knowledge management system fully

    responsive to the needs of IEG staff and primary users of IEG information.

    Responsibilities

    Develop a set of report templates using Tableau software for IEGs key product lines. Evaluationteams will use these template-based reports as a starting point for doing portfolio research.

    Develop related database definitions and schemas for relevant datasets, covering World Bank, IFC,and MIGA portfolio management information, documents, evaluation data, etc.

    Help IEG teams setup information management practices that are conducive to greater dataintegrity and high quality research. To the extent possible, evaluation datasets should meet

    transparency and disclosure standards.

    Provide on-demand training to IEG teams on information management standards for evaluativework, tools and techniques.

    Qualifications

    Experience designing data analysis reports and charts/graphs using business intelligence tools suchas Tableau, Business Objects, and/or Cognos. Proficiency with Tableau is a must. A portfolio of

    examples showing clear, succinct data representations or visualizations derived from complex data

    would be desirable.

    Proficient in information management techniques and familiarity with leading databasemanagement tools such as SQL, MS Access, Oracle, etc. Knowledge of data extraction,

    transformation and loading techniques, and experience in related tools, is a plus.

    Familiarity with World Bank Group (IFC, MIGA, and/or World Bank) operational processes, inparticular with portfolio-related datasets.

    Experience preparing clear data documentation, updating codebooks or data dictionaries, andrelated end-user guidelines or training materials.

    Experience with descriptive statistical analysis, using statistical analysis software packages such as:Stata, SAS, SPSS, and/or R.

    Excellent interpersonal skills and ability to request information clearly and diplomatically. Excellent written and verbal communications skills in English. Ability to write concisely and clearly

    on specialized matters without using technical jargon.

    and ends on June 30.
