The DATUK BANDAR of KUALA LUPUR wishes to appoint a

CONSULTING ENGINEER !CE" to provide professional services in the

discipline of civil and structural engineering including other associated

engineering works, to enable the Datuk Bandar of Kuala Lumpur to implement

project successfully !elevant services re"uired from the #$ include civil and

structural engineering analysis, design and drafting, preparation of work and

material specifications, acting as submitting person on behalf of the DatukBandar of Kuala Lumpur in obtaining %lanning %ermission if necessary from

relevant Local &uthority, preparation of tender drawings ' supervision on site

#$%$ BACKGROUND

Due to massive development mainly within the boundary of (ilayah

%ersekutuan Kuala Lumpur, the city had adversely e)periencing serious flash

flooding problems !eports from resident staying at the affected areas

indicated that flash flood had occurred at almost every heavy thunderstorm

%reliminaries study shows that sole main drain alignment that discharge the

stormwater from the affected flooding area has insufficient capacity of the

open channel main drain and road culvert crossing to serve the current

demand of the stormwater flow had causes serious backflow and over flow of

drain at various point of the main drain alignment *t is also observed that the

e)isting road side drain is unable to cater the tremendous amount of

stormwater and causes stormwater overflowing onto the public road

#ity +all of Kuala Lumpur had several discussion and site visit with theresident affected by the flood and to understand the nature and actual

description if the incident &ll information had been listed down and



summari-ed to formulate this Term of !eference and suggestion on the best

proposal to mitigate and overcome the flooding problems

<$% OB'ECTIVE

The general main objective of procuring professional services is to make

available comprehensive +ydraulic $ngineering Design, Technical Drawings

and "uality /pecifications on the stated target date to enable practicalimplementation of the Datuk Bandar of Kuala Lumpur0s project to be as

scheduled *n addition, the professional services rendered should also allow

the S(fe, F*nction( (n+ St(0e design, B*i+(0e (n+ Econo-ic( to

construct and lastly D*r(0e and Econo-ic( to maintain

The specific objectives of the #$0s work are as follows.

i2 To carry out detail hydraulic analysis and study base on the catchment

study to determine to the stormwater generated from the catchment This

will able the designer proposed the best drainage channel design for the

whole drainage system

ii2 To propose additional drainage system and upgrading the e)isting drains

if proven insufficient base on the study above

iii2 To produce complete tender documents for the Datuk Bandar of Kuala

Lumpur that include the 4inal %roposed $ngineering %lans, Technical/pecifications, Bills of 5uantities, 6eneral and /pecial #onditions of

#ontract, *nstruction to Tenderers, %reambles, 4orm 7f Tender and

#ontract Documents for the scheme to enable a construction contract to

be tendered and for the construction to be completed

iv2 To prepare detailed cost estimates based on final "uantities and

construction schedules

v2 To work and liase with the Datuk Bandar of Kuala Lumpur or its agents in

advising and assisting on the procedures which should be adopted inorder to e)pedite the completion of the construction works

vi2 The scope shall also include the overseeing of the contractors works toensure the design intent and details are properly translated into the buildproduct

=$% SCOPE OF CONSULTANC> SERVICES

81 The duties to be performed by the #$ are inter alia at 9 :five2 stages as

follows.

i) Preparing such drawings, estimates and other engineering

documents as are necessary to enable the proposals for the

construction of the main drain, road side drain, walway ! side table

and other ci"il engineering facilities to be submitted for

consideration and appro"al by Datu #andar of $uala Lumpur,

including%&

a2 #hecking through the available survey plans and

advoce the department surveyors the additional survey work to

be carried out top enable an effective engineering design

b2 Discussions with, and obtaining data and

information from the various 6overnment Departments and

others who are affected by the construction of the works

c2 *nvestigating data and other information already

available

d2 #arrying out hydraulic analysis studies to

determine the most suitable geometric design

e2 *nvestigating on the e)isting services in the vicinity

of the job site and liaising with various 6overnment Departments

and &gencies concerned

ii) Preparing a Preliminary Report, gi"ing%&

a2 !ecommendation for the type of drain;hydraulic structure to be

built with ade"uate technical and financial justifications, including

maintenance costs

b2 %roposed design and methods of construction including

materials to be used for the type of main drain, road side

drainage system, walkways ; side table and other facilities

c2 %reliminary cost estimates for the recommended design

d2 $valuation of possible time schedule on a Bar #hart for the

detailed design, tendering and construction stage

e2 !ecommendation on the proposed relocation of services affected

ensuring minimum disruption and disturbance to users

f2 &ny other relevant information

iii) Maing such modifications in the preliminary drawings and designsand other documents as are necessary after re"iew by Datu #andar

of $uala Lumpur and re"ision of cost estimate as may be re'uired(

b2 &dvising the client on making any further topographical survey of

the proposed site of the works which may be necessary to

supplement available topographical information<

investigation which may be necessary to supplement the

available geotechnical information, arranging for the

investigation, certifying the amount of any payments to be made

by the client to the persons, firms or companies carrying out the

investigation under the #$0s direction, and advising the client onthe results of the investigation<

d2 &dvising the client on the need for arrangements to be made, for

the carrying out of special survey, special investigations or model

tests and advising the client of the results of any such surveys,

investigation or tests carried out<

e2 #onsulting any local or other approving authorities on matters of

principle in connection with the works<

with the architectural treatment of the works< and

g2 %reparing such reports and documents as are reasonably

necessary to enable the client to consider the #$0s proposals,

including alternative proposals, for the construction of the works

in the light of the investigations carried out by him at this stage,

and to enable the client to apply for approval in principle from the

may also comprise advising the client as to the suitability for

carrying out the works of the persons, firms or companies

tendering and as the relative merits of the tenders, but e)cluding

the relative merits of alternative tenders, prices and estimatesreceived for carrying out the works

i2 The administration and monitoring of the construction contract and

supervision of construction that include auditing designs

submitted by the #ontractors

ii2 $stablishment or provision of reference points and the checking of the site survey including the grid lines and levels undertaken by

iii2 Liaison with the respective 6overnment Bodies and other relevant

authorities for necessary information and re"uirements with

respect to the relocation of e)isting services and laying of new

services with regard to the construction staging of the (orks *n

connection with this, the Datuk Bandar of Kuala Lumpur will

assist the #onsultant to have access to all information re"uired

for the completion of their servicesiv2 Keeping full records relating to all aspects of the construction work

which shall be available for inspection by the Datuk Bandar of

Kuala Lumpur at all times *n particular, the !esident $ngineer

shall keep detailed diaries concerning the work and working

conditions

v2 %reparing a comprehensive report at monthly intervals on the

progress of the construction works

vi2 *nspection, including check testing, where re"uired, of all materials

and workmanship to ensure that they comply with the

specification and plans, and immediate notice to the #ontractor

of any defects or deficiencies

vii2 !ecommendations to the Datuk Bandar of Kuala Lumpur on any

changes in the plans and specifications which may prove

necessary with the production of the necessary revised plans

and specifications for any changes which may be approved by

the Datuk Bandar of Kuala Lumpur

possible reduction of e)penditure during the progress of

constructions

intended to provide a detailed account of the overall construction

by the Datuk Bandar of Kuala Lumpur check and ensure that the

#ontractors concerned are carrying out their contractual

obligations in respect of maintenance, repair and reconstruction

)vi2 /hortly before the end of the maintenance periods, the #onsultants

shall carry out the necessary inspection with the agent of the

Datuk Bandar of Kuala Lumpur and other relevant agencies to

designate the rectification work to be done, to supervise this and

when it is completed to the Datuk Bandar of Kuala LumpurCs

satisfaction, issues a #ertificate of 4inal &cceptance to the DatukBandar of Kuala Lumpur

between the Datuk Bandar of Kuala Lumpur and the contractors

drainage system using the latest available computer software

and computer hardware to be purchased by the #$ solely for this

purpose The cost had already being included in the sum "uoted

for the consulting works &ll software purchased or developed in

house shall be subjected to the approval of the Datuk Bandar of

Kuala Lumpur and shall become the property of Datuk Bandar of

Kuala Lumpur upon completion of the analysis studies and

monitoring of the project

91 The computer hardware shall be installed at the office of

made without the prior approval of the Datuk Bandar of Kuala Lumpur

The #$ shall be responsible to liaise with the Land /urveyor :either

appointed or being the staff of the Datuk Bandar of Kuala Lumpur2 toconduct all topographical surveys, the results of which will be forwarded

to the #$ as needed to implement the final design of the project

Topographic surveys shall be performed to such accuracy that final

design construction "uantities can be calculated to sufficient accuracy

to permit construction tendering Lines having reference to the final

approved alignment of the carriageway proposed for final construction

shall be ade"uately marked on the ground with suitable permanent

reference monuments and bench marks &ll reference lines and marks

shall be coordinated to the /tate 6rid

The #$ shall be responsible to liaise with the /oil *nvestigation firm

appointed by Datuk Bandar of Kuala Lumpur to conduct detailed soil

investigations with laboratory testing as re"uired for proper e)ecution of

works *nvestigations and testing shall be completed to permit final

design of drainage system sections, including all the road elements and

road side drainage /ubsurface investigation along the proposed

roadway alignment in areas of cut will be to depths ade"uate to permitreasonable accurate estimates to be made of the "uantities of rock

e)cavation that will be encountered in the construction

The #$ shall also supervise detailed soil investigations together with

laboratory testing for the purpose of establishing the foundation features

of each structure *n cases where e)tra information is needed on the

soil characteristic and structure, the #$ will assist the Datuk Bandar of Kuala Lumpur to prepare a 5uotation Document following the DBKL

standard format for an open tender purposes

991 The #$ shall, on the basis of field surveys and investigation

undertaken, perform final engineering for the project and prepare plans

in sufficient detail that they are suitable for tendering and construction

The plans shall include all items such as hori-ontal, and verticalalignment of the proposed and e)isting roadways, crosssections,

related earthworks and rock e)cavations, earthworks mass diagrams,

pavement details, superstructures, substructures, foundation details of

bridges;underpass and drainage structures, bar bending schedules,

connection with e)isting road and all miscellaneous items of

construction

The #$ shall investigate different methods in the design of bridge

structures, including the use of prefabricated prestressed beams andsteel beams and appropriate work se"uence

*n cases where special techni"ue will be re"uired and it is not

available locally, the #$ must inform and get the approval of

6overnment before proceeding with the design *n asking for



such approval the #$ must come up with the proposals and cost

estimates

construction failure the #$ will undertake to give advice and

bear the cost of remedial work if the failure is due to his
