The Texas-Oklahoma Passenger Rail Study (TOPRS) will evaluate a range of passenger rail service opti ons in an 850-mile corridor from Oklahoma City to south Texas and will conclude with a service-level environmental impact statement (EIS). The fi rst step in the EIS process is scoping; when the Texas Department of Transportati on (TxDOT) and the Federal Railroad Administrati on (FRA) will invite the public to provide input about what should be studied in the service-level EIS. The public scoping comment period ends on April 26, 2013.
